1. There is a spec section for casework and countertops, however, there does not appear to be any details or notes in the drawings for cabinets, shelves, vanities, or other typical manufactured woodwork. Can you clarify what scope of work these spec sections are referring to, 12 32 00 and 12 36 00?
Response: This section can be deleted.
2. It appears that demo notes call to remove wall tile but not the backer board. Can you confirm that the backer board is glass mat sheathing, or some other rigid surface capable of withstanding tile demo? Or should we assume an allowance to replace a certain quantity and provide a unit price for any further damaged backer board that needs to be replaced? It is unlikely that walls do not have some sort of existing and unquantifiable damage or will not get damaged during demo.
Response: Substrates vary, an allowance should be assumed to replace damaged substrate to make it ready for new work.
3. There are work notes to install privacy film on bathroom windows. Is there a spec for that or does the finish legend suffice? Does the existing film need to be removed first?
Response: The basis of design product is listed on the finish legend. Existing film should be removed prior to installation of new film.
4. Drawing sheet AE002 shows a detail for “code signage ADA details”. Is this just for reference or will new ADA bathroom signs be part of this contract?
Response: This is for reference.
5. Drawing sheet GI00 Phasing notes say that there must be at least one female and one male restroom available. Is this per building? Per floor? Per area? Per a certain capacity? If it’s per building, does the HVAMC object to shutting down all 47 bathrooms in building 110 except 2 and performing construction on all at once?
Response: Contractor may work on multiple bathrooms simultaneously, but there must be one male and one female bathroom available within 100ft of closed bathrooms at all times. Available bathrooms shall be on the same floor of the construction area.
6. Spec Section 01 45 00, Section 1.4: Can you confirm that the CQC System Manger, SSHO, and superintendent cannot be the same person? And if not, confirm that CQC Systems Manager and the SSHO, 2 separate individuals, must BOTH be on site at all times during construction, i.e. 2 managers on site employed by the General Contractor at all times.
Response: CQC Systems Manager and SSHO shall be 2 separate individuals that must be onsite at all times during constructions employed by the Prime Contractor. Either one of them can share duties with the superintendent as long as they meet both requirements.
7. Is there space within any of the buildings for a temporary construction office or does the contractor need to rent one? If so, where is there area to hookup and mobile office with power and water?
Response: There is no space inside the facility for temporary use. Contractor shall provide their own space. Power can be made available depending on the agreed location with the COR. Water availability will depend on the available space for a temporary office as coordinated and approved by the COR.
8. Will there be a laydown area next to each building for a dumpster and storage area? Or will the laydown area be centralized in one single location for all buildings, and not moved?
Response: For bidding purposes, a laydown area at the west end of the property may be provided in area shown in the attached site map. Other arrangements can be submitted for COR approval depending on the mobilization date.
9. Drawing sheet 43.AS103: There is concrete infill for a ramp and new hand railing noted in building 43 but no work notes, details, or specs. Can you provide more info? Type of concrete, reinforcement, doweling, thickness, slope? Railing anchors, profile, materials, galvanized?
Response: Refer to revised drawings accompanying this response.
10. There is an electronic safety and security spec, 28 05 00, but no scope of work noted in the drawings. Can you clarify which features of work this applies to? Is this spec section just included for reference?
Response: This section was included for reference only. If contractor damages during construction any of the electronic safety and security devices, this spec section shall be used as a guide for replacement.
11. Can you confirm that bid items 2-4 are not deducts but are asking for the entire scope of work, minus the buildings noted? i.e Bid Item 2 Deduct Alternate 1 is all work in the complete set of plans and specs in their entirety EXCEPT buildings 52, 138, 138A…Bid Item 3 Deduct Alternate 2 is all work in the complete set of plans and specs in their entirety EXCEPT buildings 35 and 36…Bid Item 4 Deduct Alternate 3 is all work in the complete set of plans and specs in their entirety EXCEPT building 33? It appears that bid items 2-4 are intended to be bid options, not deducts to the base bid?
Response: Each deduct alternate removes the referenced buildings from the scope of work. All deduct alternates are compounding, for example, Deduct Alt #3 cannot be taken without first taking Deduct Alt #1 & #2.
12. Is it possible to email proposals instead of hand deliver hard copies? It doesn’t appear this is a sealed bid with a bid opening, so hopefully email delivery will be acceptable?
Response: All proposals are to be emailed to Keith.Norman2@va.gov
13. When is construction expected to start for this project? Immediately, or is it anticipated for later in the year?
Response: Immediately after award. Award month is expected to be March 2021.
14. Drawing sheet 138A.P101appear to be missing from the Beta SAM files. Can you provide the Bldg 138A Plumbing demo and new work page?
Response: Sheet is included as an attachment.
15. Contractor is very concerned that many bathrooms were not available for a prebid site visit. The risk of unforeseen conditions and subsequent change order requests is very high for these areas. Will additional site visits be scheduled to allow contractors to view all areas to be renovated?
Response: There will not be additional site visits.
16. With over 300 pages of drawings and the lack of site visits, the RFI window is too narrow for contractors to develop responsible RFIs. Site analysis documents were issued yesterday and there is not enough time to adequately review them. Will the RFI deadline be extended at least a week to two weeks?
Response: Proposals are due on February 5, 2021 as indicated on the latest amendment.
17. In order to install new welded frames, the walls on either side of the frame and above the frame must be demolished for approximately six to eight inches on each side of the location to allow the new frame to be set and new walls built around it. Drawings do not address this demolition or restoration of finishes on corridor side of doors. Please advise if this is the design intent? Please provide wall types and thicknesses to be constructed at each location and construction material – CMU, wood stud, metal stud. If door frames are to be replaced, please provide information on finishes to be restored at hallway/corridor side of frames in all buildings.
All finishes should be replaced in kind Response: New door frames are only required where doors are being widened or relocated as indicate on the demolition plans. Otherwise, existing frames can remain and are to be painted. Corridor finishes are to be replace in kind to match existing.
18. Most bathroom elevations show existing frames to remain and new doors to be installed. Most door schedules call for new hollow metal frames. This applies to buildings 35, 36, 37, 43, 52, 110B, 135, 146. Please confirm existing frames to remain in all locations.
Response: New door frames are only required where doors are being widened or relocated as indicate on the demolition plans. Otherwise, existing frames can remain and are to be painted.
19. Bldg 17, 110 110B, 116, 135, 137, 138, some interior elevations call for new door but are silent on whether frames are to remain. Door schedules call for new frames. Please confirm existing frames are to be left in place and painted.
Response: New door frames are only required where doors are being widened or relocated as indicate on the demolition plans. Otherwise, existing frames can remain and are to be painted
20. Dwg 36.AS101 Room 105C detail D5 shows BCS-1 on east wall. There is currently a recessed stainless-steel paper towel dispenser and trash receptacle similar to PTD-2 in this location not shown on plans. Is this unit to be demolished and the wall infilled to prepare for BCS-1 blocking and installation? What is the current building 36 construction - are steel studs or wood studs to be used if the area is to be infilled?
Response: Yes, this trash can is to be removed and wall to be infilled. Steel studs are acceptable for infill.
21. Dwg 36.AS101 Room 105C detail F5 is not dimensioned. Current center toilet is not centered in stall but is offset toward the window. Detail D5 appears to show toilets centered in larger stalls. Please verify toilets are to be re-centered. If centering is required, it is likely that the ceiling in the area below will need to be accessed in order to offset the sanitary waste pipe. What is the ceiling material below room 105C?
Response: Toilet locations if not dimensioned can remain in existing location.
22. Please provide direction on construction framing to be used in each building whether wood stud or metal Response: Metal.
23. What is “Odorless Epoxy Paint”? See 17 AS101 General New work note 8. What MPIs in paint spec 09 91 00 corresponds to these areas? Paint spec does not appear to address “wet” areas Response: The reference note to can be omitted. Provide Interior Acrylic Latex Semi-Gloss paint in all wet areas.
24. What areas and surfaces are considered “wet” Per General New work note 8?
Response: The reference note to can be omitted. Provide Interior Acrylic Latex Semi-Gloss paint in all wet areas.
25. Where is the designated parking, lay down, and dumpster locations for these jobs?
Response: See attached site plan.
26. Is there an area set aside for construction office and meetings?
Response: See answer to question #7. Meetings with the VA shall be virtually or in Building 37 as agreed with COR depending on the number of people attending.
27. What are off-peak hours in Bldg 17, see 17 AS100 Response: Construction hours for this building shall be coordinated with the COR. If allowed by the Canteen Service, the contractor could work one restroom at a time during normal hours 7:00 AM to 5:00 PM while making temporarily the other available restroom unisex. If Service does not concur, contractor shall perform all work after 5 PM.
28. See AE001, general note 2, How many access doors should we include in our estimate for this job in its entirety?
Response: Contractor to verify quantities based on the drawings.
29. See Note 10 page 17 AS101 says to turn heads up after demolition of ceilings and return them to the down position as new ceilings go in. Should we figure no new heads will be added and therefore no new drawings will be needed?
Response: No new sprinklers will be added under this contract. However, all sprinklers removed for any reason are required to be replaced in accordance with NFPA 25, section 5.4.1.1.
30. Bldg 35 105B and 105C walls appear to have wallpaper above tile. Is wallpaper to be stripped off and walls skimmed to level 5?
Response: Yes, demo note #3 indicates wall finish to be removed and surface to be prepared for new work.
31. Some historical buildings appear to have plaster walls. If they are lathe board and plaster, do the walls that are opened for plumbing rough ins need to be repaired using this method or are metal stud/drywall repairs acceptable?
Response: Metal Stud/drywall is acceptable provided they can match the finish of the existing wall.
32. 36 105B water heater is currently located inside a cabinet below the sink. New fixture P-110 does not have a cabinet. Please confirm water heater is to sit on the floor adjacent to the sink Response: This water heater is a tankless type and should be mounted to the wall below the sink.
33. Bldg 17 was not available on walk through and site analysis was not provided. Will analysis or another site visit opportunity be provided?
Response: No.
34. Drawing M600 has an yellow lettering and green box color that makes the drawings nearly illegible. Can this page be corrected asap?
Response: A new PDF has been provided as part of these comment responses.
35. Drawings call for PreTabs. Are post TABs also required?
Response: Post TAB is also required.
36. M-1 Lighted Mirrors are designed for surface mount installation but drawing E501 mounting says ceiling recessed. Product depth is 2”. Opening the walls to recess these units will require reframing to provide a unit support of something roughly 1.5” deep. Typically there is conduit, waste vent stacks, and other obstructions in the walls. Recess mounting against manufacturer’s recommendations may affect internal unit temperatures and service life. Will the VA consider surface mounting these units?
Response: VA takes no exception to surface mounting these mirrors provided the connections and conduit routing is coordinated with the new installation approach.
37. What size M-1 Mirrors are required for each of the bathrooms?
Response: Mirror sizes are indicated on AE003 Toilet Accessory Schedule.
38. Bldg 36 room 7 electrical calls for extending power to new lighted mirror location. What is the ceiling type in this room? Should conduit be cut into walls/ceiling as needed and patched or can surface mounted conduit be used similar to existing for outlet adjacent to the sink?
Responses: PACE Response: Bldg. 36 has drop ceiling and all conduits are to be concealed for aesthetics.
39. page 138 A.AS101 Note 8 says ceiling to remain on demo page. 138A.AS100 finish schedule says new ACT-1 for that room, please clarify.
Response: Ceilings are to be replaced.
40. The drawings call for abatement and notes we need to perform a survey of all areas being demoed to ensure and note any possible abatement issues. Since there is no test completed, can the VA provided all bidders with an Allowance Price to carry for the Abatement work? Or can the VA provide the Hazmat Testing results?
Response: Report is attached for use.
41. Drawing 110.as102, General Door Schedule note # 6. Note # 6 calls for an automatic door opener. There are no specifications for the opener and will not work with the lockset listed.
Response: Automatic door openers are not required for these doors.
42. Are Acrovyn doors required for the construction barriers?
Response: No
43. Are terminated stops required on the door frames?
Response: No
44. 08 1 00 2.19, are ligature resistant door alarms needed? If so what openings?
Response: No
45. Every AS100 sheet for each building indicates on General Note 4 that “Contractor to complete one restroom at a time.” Will the Government allow work in multiple buildings at the same time or is work allowed only in one building at a time? If the building has multiple floors/levels, will the Government allow concurrent work on each floor as long as one unisex bathroom is available per floor?
Response: This note is specific to a situation where only 2 restrooms exist in one area. Phasing Note #1 on G100 indicates Contractor to provide phasing plan for approval to ensure not all restrooms in any given building are without at least one female and one male restroom available.
46. Sheet GI000, Sprinkler Note 1 states to “Modify existing sprinkler system within the limit of construction as indicated on the contract drawings for this project. Provide temporary upright sprinkler heads (during construction).”
a. Will fire protection drawings be provided to show existing heads versus new heads?
Response: No new heads should be required by this project.
b. If no new drawings are available, are there as-built drawings showing the existing layout of sprinkler heads in each bathroom?
Response: It is not anticipated that heads will be required to be relocated as a part of this scope of work.
c. If no new drawings are available, will it be the responsibility of the Contractor and their fire protection subcontractor to design-assist and provide drawings via submittal review?
Response: If it is determined that a new head is required it will be the responsibility of the fire protection subcontractor to design assist and provide drawings.
47. The drawings indicate Hiny Hiders toilet partitions from the manufacturer, Scranton, which are solid plastic material. The Spec Section 10 21 13 indicates phenolic material. Scranton does produce phenolic, only solid plastic. Please advise.
Response: Spec section calls for polyethylene, Hiny Hiders are a High-Density Plastic Polyethylene.
48. There are some drawings that show new tile being installed, but not existing tile demolition. For example in rooms 205 and 206 in Bldg 37 (sheet 37.AS101), the demo plan does not have Demo Note “3” to indicate removal of the existing tile. However, the elevation 37.AE700 and finish schedule on 37.AS101 indicate new tile in these rooms. Please advise that in all buildings in all bathrooms that if new tile is shown that demo note 3 should apply to the demolition work plans.
Response: This is correct. All existing tile is to be removed.
49. The following sheets indicate ACT-1 but do not have any details on the finish schedule: 17.AS100, 43.AS100, 52.AS100, 110.AS100, 110.AS101, 110.AS102, 110.AS103, 110B.AS100, 116.AS100, 135.AS100, 135.AS101, and 138A.AS100. Several architectural sheets show ACT-1 as Armstrong 584WH White 24x24 with some grid as non-tegular and some as 15/16” angled tegular. Please confirm what ACT-1 is required on these listed sheets.
Response: ACT-1 is required on all listed sheets and is to be non-tegular.
50. There is some work and findings shown in the Amendment 2 Site Analysis Reports for each building (dated 2.28.19) that is not shown on the 100% drawings (dated 3.18.20). Please confirm that the 100% drawings supersede the reports and that the reports are to be used for reference only.
Response: Drawings supersede the reports. Reports are only for reference and not construction.
51. The following scopes of work were shown on the Amendment 2 Hazardous Materials report, but not on the 100% drawings. Please confirm these items should be disregarded and not in this contract.
a. The Hazardous Materials Report Page 5 shows asbestos in Off-White HVAC insulation seam mastic in Building 146, Rooms 9 and 10. The sheets for Building 146 do not indicate this work.
b. The Hazardous Materials Report Page 12 shows lead based paint in Building 110, Room B411, door frame. The sheets for Building 110 do not indicate this work.
c. The Hazardous Materials Report Page 12 shows lead based paint in Building 37, Rooms 205 and 206, windows and trim. The sheets for Building 37 do not indicate this work.
Response: If a bathroom in the contract is included in the report then it should be considered as the report being accurate.
52. The finish schedule for the sink is unclear can you please confirm which sinks will be use at each question with which model Corian Sink (or vanities) are to be used in each area?
Response: Sinks are called out on the Plumbing New Work Plans and basis of design specified on P002.
53. Several areas do have the Corian and Wilsonart finishes called out on their finish schedule and there are even more that do not call them out. However both areas are using the same sink drawings on the interior elevations. There are no call outs for the finishes on any of the new vanities and no details drawings showing intent. On top of that, the plumbing details call for vitreous china wall mounted sinks as well as Corian ones. In order to bid this accordingly we will need the following:
Response: The reference to Corian and Wilsonart finishes should be deleted. All sinks will be wall hung.
a. Confirmation at each location as to which sinks will be used Response: Sinks types are indicated on the Plumbing New Work plans.
b. Finish callouts stating which model Corian sinks(or vanities) will be used in each area.
Response: Refer to plumbing new work plans. Corian vanities are not used.
c. Confirmation if these Corian vanities will need ADA plam aprons underneath. (these are shown in some new work areas, but not all).
Response: Refer to plumbing new work plans for sink types and sheet P002. Corian vanities are not used.
