About this file

This document is a Solicitation Amendment for a Department of Veterans Affairs project to construct consolidated boiler spaces at the Loch Raven VA Medical Center in Baltimore, Maryland. The solicitation is restricted to Service-Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS code 238220, with an estimated construction cost between $20-50 million and a project duration of 730 calendar days. The amendment extends the proposal response date to February 10, 2026, at 10:00 AM EST, and addresses multiple Request for Information (RFI) questions related to technical specifications, utility services, quality control requirements, and project details for the boiler plant construction.

Key technical requirements include constructing a new consolidated boiler space with specific mechanical, electrical, and architectural specifications, removing existing boilers, installing new hot water boilers, and meeting complex technical requirements such as blast resistance ratings, fuel oil systems, and utility connections. The solicitation requires offerors to demonstrate specialized experience in boiler plant construction, including at least two completed boiler plant projects within the past ten years, provide detailed technical approach documentation, safety plans, quality control plans, and submit past performance ratings for up to five projects. Proposals will be evaluated using trade-off procedures with multiple selection criteria including specialized experience, past performance, professional staff qualifications, and project capacity.

The magnitudes of the design threats W1, W2 and GP1, GP2 are defined in the Physical Security and Resiliency Design Standards Data Definitions which is a document separate from the referenced VA Security and Resiliency Design Manual. The Physical Security and Resiliency Design Standards Data Definitions are provided on a need to know basis by the structural blast specialist performing the blast design on VA projects. It is the responsibility of the delegated engineer responsible for the design of blast resistant doors to request and obtain the Physical Security and Resiliency Design Data Standard Data Definitions from the VA Office of Construction and Facilities Management (CFM). Any associated delays or increased costs due to failure to obtain this information will be borne by the contractor.

Please see attached additional documentation provided by the A&E.

RFI Questions and Responses (in no particular order):

1. The SF 1442 states: "A highly recommended site visit is scheduled for Tuesday December 8th, 2025, at 10:00hrs EST." December 8th is a Monday. Please confirm the site visit date and day of the week.

This was addressed in amendment 0001 posted to SAM on 11/13/2025.

2. Please confirm that bid bonds should be requested in the amount of 20% of the bid price or $3 million, whichever is less. If not, please advise on the correct amounts. We did not see language regarding how much to request the bid bond (offer guarantee) for in the solicitation.

Please refer to FAR 52.228-15(b) (as indicated on page 50 of the solicitation). Please note this is NOT a bid, it is a proposal.

3. The SF 1442 states: "All interested parties should submit one email containing two (2) complete volumes to the Contracting Officer via email to Liana J Holland (Liana.Holland@va.gov) by no later than 10:00 AM EST on Tuesday, January 27th, 2026." However, the Modification to a Previous Notice, box 13.a. of the SF 1442, and SAM.gov all state the proposal is due January 29th. Please confirm the proposal is due January 29, 2026 at 10:00 AM ET.

Due to the NAICS Code Protest received by the SBA (see amendment 003 posted to SAM on 12/04/2025), the proposal time has been extended to 10am EST on Tuesday 02/10/2026. Should we need to extend it again (due to a delayed response from the SBA), another modification will be posted as soon as possible. Please monitor SAM for additional information.

4. Regarding “specialized experience – boiler plant construction”. The requirement states: “Specialized experience and technical competence in the construction of a consolidated boiler plant for a healthcare campus. Contractor must have successfully completed at minimum two (2) boiler plants in the previous ten (10) years and include size, scope, and complexity details for each in proposal package. Contractors should include at minimum three (3) and at maximum five (5) additional Government and Private sector projects similar in size, scope, and complexity.” Is there a timeframe on the additional 3 – 5 projects and must they be 100% complete?

The timeline remains the same (10 years) for the additional 3-5 projects requested. These projects do not need to be 100% completed, but they should be substantially complete with the percent currently complete included by the contractor.

5. After reviewing the Capacity requirement in Section A.5, we would like to request clarification to ensure we provide information that is both accurate and meaningful to the Government.

The solicitation asks offerors to list: 1.) “All current projects actively ongoing along with total project cost and anticipated completion date,” and 2.) “All projects anticipated to be awarded in the next five (5) years along with anticipated project cost and anticipated completion date.”

We can fully provide all current active projects as written. However, projecting all anticipated awards, values, and completion dates over a five-year horizon is inherently speculative, especially in the federal construction market where procurement timelines, funding cycles, and award decisions are highly variable and outside the contractor’s control.

To avoid introducing conjectural or misleading information into the proposal, we respectfully request confirmation on one of the following: 1.) Whether the Government would prefer that offerors limit future workload projections to projects that are already submitted, shortlisted, or reasonably expected to be awarded based on active pursuits, or 2.) Whether high-level capacity statements (e.g., bonding capacity, typical annual workload, staffing scalability, etc.) would satisfy the Government’s intent for demonstrating ability to handle this project.

We want to ensure that the information provided is accurate, supportable, and useful to the evaluation team. Any clarification the Government can provide will help ensure consistency across all offerors.

Limiting the future workload projections to projects that are already submitted, shortlisted, or reasonably expected to be awarded is acceptable.

6. Has any environmental testing been performed on any of the boiler components to be demolished?

Yes – materials attached.

7. What is the egress like from area of work to the area of containment? Traveling across just concrete? Elevators required or steps required to get debris out?

Additional detail is needed for what the “area of work” is.

8. How far from workspace to dumpster area?

This answer will be contingent on where the final dumpster location will be.

9. Is this day or night work?

Project is to be day work but night work and/or weekend work may be necessary for certain shut downs, tie-ins, and other events.

10. They have 200 psi for the MAWP of the boiler, but the scheduled relief values are for 15 psi. 15 psi is relatively low relief setting for a central plant. Is this accurate? Standard water boilers are either 30 MAWP or 125 MAWP.

The ASME MAWP is specified as shown as 150 psig for the boiler construction maximum allowable working pressure. Relief valves are to be set to 73 and 75 psig per MI606, schedule will be updated. Actual operating pressure for the system will vary across the system. The maximum operating pressure at the boilers is not expected to exceed 60-65 psi between fill and primary pump pressure.

11. The drawing calls out a “Forced Draft Fan Air Conditioner”, which we have never heard of. We use AC units in Panels. For the blower motors on the burners, we will have FGR mixing back in with the air to the burner but that is it. So not sure what this is and how we would provide it.

This is only called out on the schedule notes for the boilers and refers to accessories required for forced draft fan and boiler controls. See Specs section 23 09 11 and 23 52 25 for all requirements.

12. Is the burner oil pump required if we are doing air atomizing and utilizing transfer pumps? Typically, we would just use the transfer pumps and back pressure regulators at each burner to get the correct pressure from the loop to the burners. Burner pumps are then not required. This will not work with an oil pump.

The fuel oil pump requirement will vary by boiler manufacturer. The BOD boiler manufacturer includes the pump as integral equipment for boiler operation, but it can be omitted if the selected boiler manufacturer that complies with specifications does not deem it necessary for proper burner operation given the designed fuel oil transfer system.

13. Regarding the gas booster, is there a reason we need (3 psi) 83” WC at the discharge? Our gas booster manufacture maxes out at a (1.5 psi) 42” WC boost, while the boiler’s only need (1 psi) 27” WC. We technically only need a 22” WC boost. Is that okay?

Performance requirement deviations must be submitted as proposed deviations at the time of submittal review. This deviation would need to include a verification from the contractor that the reduced discharge pressure of the proposed gas booster meets adequate pressure at the point of use with the pipe sizes shown on the construction documents and that the system will comply with NFPA 54 and all VA requirements. Per spec 01 33 23, proposed deviations from the contract requirements are to be clearly identified. All deviations submitted must include a side-by-side comparison of item being proposed against item specified. Failure to point out deviations will result in the VA requiring removal and replacement of such work at the Contractor's expense.

14. Solicitation Page 16 of 80 lists additional requirements, which were not covered in the A.5 Selection Criteria on Page 15: technical approach to performing the required services; contractor safety plan; contractor's QA/QC plan; and proof of insurance - business liability & workers compensation. Please advise if the Offeror is to provide information and documents for these requirements in addition to the requirements featured in the Selection Criteria. If so, please provide the selection criteria / instructions for satisfying each. As the solicitation is right now, the full submission requirements and instructions for satisfying each are unclear.

The items listed on page 16 all factor into the Selection Criteria listed on page 15. Technical Approach, Safety Plan, QA/QC Plan, and Proof of Insurance will all be factored in when reviewing Specialized Experience – Boiler Plant Construction. Other items listed on page 16 will factor into the other selection criteria (Phasing, Past Performance Rating, Professional Staff Qualifications, and Capacity).

15. Solicitation Page 15 of 80, Specialized Experience - Boiler Plant Construction states to submit a minimum of 2 completed boiler plant projects. It also states to submit 3 - 5 "additional" Government and Private sector projects. This alludes to the possibility of submitting up to 7 projects. However, the Past Performance Rating section only asks for 5 past performance ratings. Please advise on the max number of projects the Offeror is to submit for Specialized Experience - Boiler Plant Construction and the max number of past performance ratings the Offeror is to submit for Past Performance Rating.

Past examples of Boiler Plant and/or Government/Private Sector projects are separate from past performance ratings. Contractor may submit up to seven (7) past projects as examples of Specialized Experience and the Contractor should also submit up to five (5) project’s Past Performance Ratings. Overlap is allowed between the two sections and their subsequent project listings.

16. Please confirm that past performance ratings (e.g., CPARS evaluations) are all that the Offeror needs to submit to satisfy the Past Performance Rating section, as long as the ratings contain the specific information requested in the Selection Criteria.

As long as the Past Performance rating includes all of the mandatory requirements listed in table A.5 – Selection Criteria, Item 3 – Past Performance Rating it will be acceptable.

17. Page 67 of 80 appears to ask for a Sustainable Acquisition Plan in the Technical Proposal. However, this is not specifically asked for on Pages 15 or 16. Please advise if the Offeror is to submit such a plan.

The offeror is to submit a Sustainable Acquisition Plan as per the Solicitation.

18. Page 15 of 80, Past Performance Rating, states: "The following information is required for all projects noted in Section F: …" There does not appear to be a Section F. Please advise.

The inclusion / mentioning Section F was a typo. However, the requirements listed were not and are necessary to include for review

19. Page 16 of 80, 1.a. states: "Volume I contains the requested documentation for the technical evaluation, as listed in Section 16.0 of the Statement of Work:" There does not appear to be a Section 16.0. Please advise.

That should read “as listed above in the checklist”. Please ignore “Section 16.0 of the Statement of Work”.

20. Page 87 of 195 (Drawing number A601) shows the following in the “Remarks” column for doors 109 and 112 on the Door Schedule: 12’ by 12” grille. Please confirm this should state 12” by 12” grille. Thank you.

Confirmed it should be a 12” x 12” grille.

21. Specification Section 01 00 00, Subsection 1.20 – AVAILABILITY AND USE OF UTILITY SERVICES establishes requirements for temporary utilities, including power obtained from Baltimore Gas & Electric (BGE) and power obtained by connecting to the Medical Center’s electrical distribution system. Several subsections appear to impose overlapping or conflicting requirements regarding whether the Contractor must (1) procure and pay for independent temporary power from BGE, or (2) rely on Government-provided electrical utilities from existing Medical Center outlets.

The Contractor seeks clarification to ensure compliance with the contract and to avoid duplicative or unnecessary costs.

Solicitation Language in Question:

Paragraph A “The contractor shall apply for temporary power for construction purposes with the local utility provider being Baltimore Gas and Electric… The contractor shall include all permit application, construction costs, and utility costs associated with the temporary utility power for construction purposes, including any temporary job site trailers…” Paragraph B “The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies… The amount to be paid by the Contractor for chargeable electrical services shall be the prevailing rates charged to the Government.”

Paragraph F.1 “Obtain electricity by connecting to the Medical Center electrical distribution system. The Contractor shall meter and pay for electricity required for electric cranes and hoisting devices, electrical welding devices and any electrical heating devices providing temporary heat. Electricity for all other uses is available at no cost to the Contractor.”

Issue / Potential Conflict Paragraph A requires the Contractor to procure independent temporary power from BGE and pay all associated costs, including trailer power.

Paragraphs B–F direct the Contractor to obtain electricity from the Medical Center, provide temporary connections, install meters, and pay only for specific types of loads, with all other construction power provided at no cost to the Contractor.

These directives appear inconsistent, as they simultaneously require:

1. Contractor-funded temporary power from BGE and

2. Government-provided electrical power from existing Medical Center infrastructure.

It is unclear whether both requirements apply, or whether one is intended to supersede the other based on site conditions or Government direction.

Request for Clarification To ensure proper compliance, cost management, and utility planning, the Contractor respectfully requests written clarification on the following:

1. Is the Contractor required to obtain independent temporary power from BGE as stated in Paragraph A?

a. If yes: Please confirm that all trailer power and general construction power must be supplied solely through the BGE temporary service.

b. If no: Please clarify the intended purpose of Paragraph A and whether it should be disregarded or applies only under specific circumstances.

2. If the Contractor is intended to utilize the Medical Center electrical distribution system instead of BGE:

a. Please confirm that Paragraph F.1 governs, and that:

i. The Contractor shall meter and pay only for crane, hoisting, welding, and temporary heating loads; and

ii. All other electrical usage is provided at no cost.

3. If both systems are required simultaneously (BGE temporary service and Medical Center service):

a. Please provide detailed direction specifying which loads must be served by BGE versus which loads must be served by the Medical Center.

The contractor can utilize existing VA power for regular construction costs such as jobsite trailer, temporary lighting, and the use of construction tools and equipment. If the contractor is to shut down the VA power supply to on-campus buildings, the contractor must source and provide temporary power to ensure there is no disruption to facility operations. For any temporary power, the contractor must work with the local power supplier (BGE) to ensure all proper steps are taken.

22. Specification Section 01 00 00, Subsection 1.20, Paragraph H states that the Government will furnish fuel oil required for boiler cleaning, normal initial boiler-burner setup and adjusting, and for performing specified boiler tests. The specification does not address whether the Government intends to provide fuel oil for the initial fill and operation of the fuel storage tank needed to support these activities.

Please confirm:

1. Will the Government furnish the initial quantity of fuel oil necessary to fill the fuel storage tank to the level required to perform boiler startup, commissioning, and specified testing?

2. If not, please confirm that the Contractor is responsible for providing the initial tank fill and any additional fuel necessary beyond the limited quantities described in Paragraph H.

The specifications provided dictate when the Contractor should provide fuel and when the Government will provide fuel. The Government will provide final fill of all tanks after the project is complete and turned over.

23. Specification Section 01 45 00, Subsection 3.4, Paragraphs B and C, establish the Contractor’s Quality Control staffing structure, including the CQC System Manager and multiple specialized QC personnel (mechanical, electrical, civil, structural, architectural, environmental, materials technician, commissioning agent/LEED specialist, low voltage, etc.).

The specification permits the CQC System Manager to simultaneously serve as the Project Superintendent but also requires the Contractor to furnish a separate qualified individual for each specialized discipline, physically present on site whenever work in that discipline is being performed.

Given the size and scope of this project, as well as its multi-year duration, strict interpretation of Paragraph C results in significant cost and staffing burdens that may not be proportionate to the level or frequency of discipline-specific work.

The requirement to provide full separate specialized QC personnel for each discipline (even when these activities may be intermittent or limited in duration) substantially increases project cost without improving quality or safety beyond what can be achieved through a more flexible QC structure.

The specification allows specialized QC personnel to be employees of subcontractors or technical firms; however, the requirement for continuous physical presence during all discipline-specific work creates an obligation for numerous discipline-specific QC representatives over a two-year period, which is atypical for projects of this size and scope.

To ensure reasonable and efficient execution of the CQC Plan, the Contractor respectfully requests clarification and/or relief in the following areas:

1.May specialized QC personnel be utilized on an “as-needed” basis rather than being present full-time?
a.That is, can discipline-specific QC representatives be present only during key inspection points, installations, and testing activities, rather than during all general work in their discipline?
2.May the Contractor assign cross-qualified personnel to cover multiple specialized QC roles when permitted by their credentials and experience?
a.This would allow one qualified individual (e.g., a Mechanical Engineer with commissioning experience, to fulfill both the mechanical QC and commissioning QC roles, where appropriate.
3.May the Government authorize consolidation of certain QC roles where the level of discipline-specific work is minimal?

Examples include:

1.Combining architectural and structural QC oversight.
2.Combining electrical and low-voltage QC oversight.
3.Using the materials testing firm to also serve as materials QC representative.

If full separation of all discipline-specific QC roles is required, please confirm that this interpretation is intentional and that no reduction or consolidation will be permitted.

Clarification is needed to finalize the CQC Plan, allocate qualified personnel, and ensure accurate project resourcing. Strict adherence to the literal wording of Paragraph C may lead to substantial and unnecessary cost, require multiple firms to staff redundant positions, and complicate project execution - without measurable benefit to quality or safety.

A more flexible QC structure (allowing part-time, as-needed, or cross-qualified discipline coverage) will maintain full compliance with the intent of the specification and industry best practices while reducing excessive and unwarranted project cost.

1. Yes – specialized QC personnel can be utilized on an as-needed basis and do not need to be present for the entire duration of the project.

2. Yes, the contractor may assign cross-qualified personnel for multiple positions. However, the contractor must provide certification for each position the employee will be covering and justification for each. The contractor should also consider total project load when assigning employees to cover multiple QC positions.

3. Yes, the Government can authorize consolidation of contractor personnel. However, it will be on the Contractor to provide consolidation reasoning to the Government for approval.

24. Specification Section 23 05 10, Subsection 3.12, Paragraph F.3 – Operational Proving Period Staffing. Will, or will not, the Government-retained operators support the operation/manning of the plant during this period? There are major cost implications for the Contractor to man the plant 24/7, if not.

Revise specification Section 23 05 10 3.2 F.3 …. Staffing During the Proving period. The local VA Boiler Operators shall support the contractor by manning the boiler plant and operating the boilers if…..

25. The Contract requires removal of the existing Building 4 boilers undamaged for Government reuse. The Contractor will remove and secure the boilers but assumes no responsibility for warranty, future operability, performance, or code compliance after removal.

We respectfully request the following from the Designer of Record (DOR):

1. Removal Scope – A complete list of all components to be removed and shipped with each boiler.

2. Lay-Up Requirements – Required preservation procedures and documentation following disconnection.

3. Packaging/Shipping – Crating/skidding, rigging points, protection requirements, labeling, special handling, and responsibility for furnishing shipping materials.

Without this direction, the Contractor cannot plan, price, or schedule the work.

Please refer to drawings MD105.2 and MD602 for the complete list of components and details relating to Building 4 boiler removal. Once Contractor removes the boilers and associated components, they will be turned over to Loch Raven VA staff for relocation or storage. Contractor should request a walk-through with the Project COR before boiler removal for a complete inspection and documentation of the boilers.

26. Clarify if three-pass wetback or three-pass dry back boiler designs are acceptable per specification, despite schedule M-801 listing four-pass wetback as basis of design. Justification: Compliance with specification; proven performance; space and cost efficiency; optional flexibility.

The VA's specifications allow for drybacks functionally, but the EOR does not believe that a dryback boiler can produce the same quality or efficiency as the basis of design wet back boiler system. The performance scheduled, quality, and efficiency of the basis of design boiler should be met with any boiler proposed by the contractor, who is also responsible for ensuring differences from the size, weight, and footprint from the basis of design is properly coordinated with the rest of project requirements.

27. Can the AISC Certification for Steel Contractors be removed?

No, the AISC Certification is a requirement in the specifications for this project.

28. Information regarding the tank size varies. The Project Narrative states 16,193-gallon capacity. The Fuel Oil Tank Schedule on Drawing M-801 provides a Highland Tank model number 20000AHDW120, which corresponds to a 20,000-gallon tank capacity with a 10’ diameter, however, the schedule shows the tank capacity as 15,000-gallons. Finally, the dimensions shown on the tank schedule calculate to a capacity of 16,500-gallons. Please clarify both the tank capacity and dimensions required.

The narrative was a preliminary size for peak consumption but confirmed that the tank size shown of 10 ft diameter x 25'-6" for 15,000-gallon nominal capacity is sufficient. The tank model number will be removed from the schedule for clarity.

29. Please confirm the intended hot water system operating pressure and the correct boiler safety relief valve setpoints.

The equipment schedule shows safety valves at 14–15 psig. Section 23 52 25 states boiler Design Pressure should be 150 psig (ASME MAWP) with continuous long-term generation of 150 psig hot water and provides relief valve test tolerances.

What is the intended operating pressure, design pressure, and safety valve setpoint for each boiler?

The ASME MAWP is specified as shown as 150 psig for the boiler construction maximum allowable working pressure. Relief valves are to be set to 73 and 75 psig per MI606, schedule will be updated. Actual operating pressure for the system will vary across the system. The maximum operating pressure at the boilers is not expected to exceed 60-65 psi between fill and primary pump pressure.

30. The schedule indicates a ½ hp oil pump motor at the boiler. The specifications state the facility fuel system will provide fuel oil at 100 psig to the burner and that no boiler mounted oil pump or relief valve is required. Please confirm whether a boiler mounted oil pump should be included or omitted.

31. Drawing SS100 general notes state: “Top of footing elevation shall be 198.00' unless noted otherwise thus (…..). Top of footing elevations shown are for bid purposes only and may need to be adjusted in the field. Refer to stepped footing detail.”

The existing grade on the north and northeast sides ranges between elevations 210 and 213, resulting in an approximate cut of 17 feet to the bottom of footing. There is no room to lay back the excavation.

Could you please clarify the minimum required cover from proposed grade to the top of footing? The stepped footing detail does not indicate a minimum cover. This information is needed to estimate where the footing steps will occur, determine excavation limits, and evaluate whether the use of a shoring system can be avoided.

Top of footing elevations are to be 2’-0” below grade per S-001 General Note Foundations Note #5. Plans were to step up the footings as the grade changed to the north but was not possible due to the required preservation of the existing sewer line at the northeast corner with invert elevation 200.50. Contractor(s) must follow spec section 31 20 00 and provide engineered system for shoring if that is deemed necessary for constructability accordingly.

32. Please confirm whether there is a minimum tube wall thickness requirement for the hot water fire tube boilers. Neither Section 23 52 25 Low Pressure Water Heating Boilers or the Hot Water Boiler Schedule specifies a tube wall thickness.

Contractor should utilize the basis of design manufacturer and model number listed under the Hot Water Boiler Schedule on drawing M-801 for all boiler requirements.

33. The silt fence in the Southwest corner of the site on sheets GC101 and GC201 seem to be labeled as Super Silt Fence (SSF). Is this to be silt fence or SSF?

This is to be Super Silt Fence (SSF).

34. Will there be details provided on the desired orientation of the piping, valves, etc. inside of the Water Manholes?

Details can be found on drawings M-402, M-403, and M-404.

35. Are there any prevailing wage rates?

The Davis-Bacon Act sets the prevailing wage rates for construction contracts per the FAR. The most up to date Wage determinations at the time of the solicitation being posted to SAM were provided – please see pages 9 through 14 of the original solicitation.

36. Will details be provided for sleeving the incoming utilities through the proposed retaining wall?

Concrete Pipe Penetration Below-Grade detail found on drawing S-301. Drawing M-501 contains a detail for Buried Pipe Wall Penetration. If those details are not sufficient, additional information will be needed with the RFI question to properly identify.

37. What style of Remote Fire Department Connection is preferred? None were seen on site visit.

Siamese free-standing monument style should be considered basis of design. Connections must be threaded to match those on the local responding fire department service. Contractor must confirm with local fire department during the submittal process.
