Q&A for Construct Parking Structure 693-222 Solicitation 36C24420R0075
1. Documents do not show a hardware schedule. Is there a hardware schedule available for this project?
RESPONSE: Door Hardware specification with hardware schedule is attached.
2. Please provide the details for the CIP “Hunches”, see attached sketch SK-111220 for reference.
RESPONSE: Sketch SK-111220 appears to represent the column footing for the canopy. Provide foundations per Det. 14/S201.
3. Where does the Elastomeric Traffic Coating need to go? The 079020 spec calls for it over occupied spaces, conditioned spaces, and rooms with equipment. Would this only be over the electrical closet on the ground floor.
RESPONSE: Rooms 002, 003, 004, 102
4. What all needs to be painted? The Finish schedule outlines painting the vestibules on each floor.
The 099123 spec calls for “exposed bare and covered pipes and ducts, hangers, exposed steel and iron supports…” Since there is no duct work, do the fire suppression lines need to be painted?
RESPONSE: All exposed utilities (i.e. conduits, pipes, hangers, etc.) exposed steel, walls, exposed ceilings.
5. Does all the structural steel and decking need to be painted? The 099600 Spec calls for “All exterior exposed ferrous metals, including but not limited to the following items exposed to the exterior: structural steel and deck, misc metals, loose lintels, ladders, railings, and bollards”.
Most of these items are inside of the garage. Would this space be considered interior or exterior?
RESPONSE: Yes, all exposed steel needs to be painted. Exposed steel inside the garage is considered exterior. The only steel decking is at the canopy.
6. Drawing E-100 shows a surface lot NE of the new garage. This lot is not shown on any other drawings (civil, site, arch, etc) nor are any details provided. Please confirm if this lot is part of the project.
RESPONSE: This lot has been deleted from the project. This area is designated as a contractor laydown area for jobsite trailer, contractor parking and material storage. Contractor shall grade and prepare as needed for the laydown area.
7. Section 260533-3.4.A states “Unless otherwise indicated on the drawings, exposed conduit is only permitted in mechanical and electrical rooms.” Question: Please confirm that exposed conduits are allowed in the precast/prestressed parking garage areas per industry standards?
RESPONSE: Yes- Exposed conduits are permitted within the pre-cast parking deck structure. All exposed conduits must be painted with a corrosive resistive paint.
8. Are there any specs on translucent panels and aluminum storefront?
RESPONSE: The specifications are attached to this addendum.
9. Is 2A Mod. an acceptable alternate to the subbase (#10 & #1) on detail 10/C-2?
RESPONSE: No, provide and install per detail 10/C-2.
10. Is the gray shaded are labeled “Full Depth Pavement” (closest to the hospital) the same as the 10/C-2 detail, or is it different? If so, please show a separate detail.
RESPONSE: Yes, all new pavement (not overlay) shall utilize the detail 10/C-2
11. Please clarify the Paving Alternate, i.e. is it simply an overlay, a mill and overlay, a patch and overlay, a patch, mill and overlay, or complete reconstruction?
RESPONSE: The paving alternate is for a mill, patch (damaged base or binder layer and/or utility below grade), and overlay.
12. If patching is required for the Paving Alternate, what are the limits of patching?
RESPONSE: Patching is required for damaged base course and/or damaged binder.
Patching is also required for any new utility installs where not indicated to receive full depth pavement.
13. Please clarify, where is the ECM – NAG S-75 to be placed?
RESPONSE: Erosion control blankets must be installed at all locations to receive lime, fertilizer and seed.
14. The E&S Drawings show Silt Fence and Super Silt Fence; however, these types of silt fence are not typically used anymore. Will Silt Fence be acceptable? a. If not, must Compost Silt Sock be used? If so, what size(s)?
RESPONSE: The drawings in the construction set were approved by the stormwater authority. Any alternates must be approved by the stormwater authority and the VAMC prior to installation.
15. Drawing S-3 shows the entry road to the site marked, “repaving included as alternate bid”. All of the alternates for this project are deducts. Is this repaving item to be included in the base bid?
Should the bid form include a deduct alternate for not repaving the entry road?
RESPONSE: The drawings in the construction set were approved by the stormwater authority. Any alternates must be approved by the stormwater authority and the VAMC prior to installation.
16. Drawings S-3 and S-6 show the new grade parking lot and entry changes with the electrical site lighting. Drawing S-7 shows the access control plan with contractor laydown area. Drawing E- 100 shows a new parking lot with six light poles where the contractor laydown area was, not on S-3 or S-6. Please confirm if we are to include this lot with asphalt and concrete curbs in our bid?
RESPONSE: The parking lot has been deleted from the project. Sketch SKE-1 is attached reflecting this change to the electrical site plan E100. Contractor must construct the laydown area to support job trailer, contractor parking and material storage.
17. Drawing A 6.2 is noted “ Signage Schedule”, however the schedule is incomplete, without quantities for each sign required and no locations are indicated on any floor plans on any SA drawings for any interior signs. The only signs shown are the parking entry/ exit signs (4/A501) on the exterior elevations A-201 & A-202. Please provide a drawing locating the signs and quantities.
RESPONSE: See revised A6.2
18. Drawing A-402 shows ACT ceilings in the elevator lobbies at each level. There is no specified materials nor any elevation for these ceilings. Also please confirm the B fixture ( pendant mount) shown on the electrical lighting fixture schedule and electric drawings will work with ACT ceiling in these elevator lobbies.
RESPONSE: The Acoustical Panel Ceiling specification is attached. Lighting in the elevator vestibules shall be a 2x4 LED lay-in fixture.
19. I did not see any specification for the “ Living Wall System” noted on elevations A-201 & A-202.
Details on drawing A-504 do not provide what the climbing vegetation is, the mesh planting material, the fiberglass planter, etc. Please confirm per note “Guardrail beyond GC Alternate” on drawing A-504 details 1 & 5 means if the Living Wall is in the base bid the guardrail system beyond ( garage side of opening) is not required.
RESPONSE: The Living Wall System alternate specification is attached. The guardrail system is required at all openings as shown in the elevations, regardless of whether the alternate is selected or not. The guardrail system is not part of the Living Wall System Alternate.
20. Reference details 2/SA301, 1/SA401, 20 & 21 /SA405. These details all reference CMU, however there is no Div 4 Masonry Specification: Question: Please provide Div 4 Masonry specification?
RESPONSE: The Unit Masonry Assemblies specification is attached.
21. Reference drawing S102 the P/C stair located near A-7, drawing S103, S104, & S105 – Each of the drawing indicate both P/C Stairs near A line in the corners as sheet note shaded area to receive C.I.P. Topping. Reference Detail 6/SA405 P/C Stair Section does not indicate any precast topping on the steps. The P/C Stairs located @ The elevator tower do not have any shaded area indicating C.I.P Topping. Question: Please clarify if the P/C Stairs are required to receive C.I.P topping as indicated on the Structural Plan View or if Pre-topped P/C stairs are permitted?
RESPONSE: The double tees around the punch-thru stair @ A/7 are to receive C.I.P. topping.
The stair pieces themselves do not have C.I.P. topping. Reference Det. 7&8/SA406 for punch-thru stair details. The precast stair pieces at the elevator tower also do not receive C.I.P.
topping.
22. In reference to 6.3 on page 6 of 12 Geotechnical Engineering Report, it states a temporary excavation support system should be provided by the Contractor. Question: Can the Owner provide the required earth retainage system parameters and location?
RESPONSE: The contractor can place all excavated material as fill for the new parking lot. No spoils unless they are unsuitable, need to be taken offsite.
23. Reference Drawing SA405 Detail # 20 Note # 2 Reads “ Paint Interior of Elevator Shaft: Color to be determined.” However, Specification 099123 – PAINTING, SUMMARY 1.2 C. #2, g. lists Elevator Shaft as one of the concealed surfaces that aren’t to be painted. Question: Please clarify if we are to include painting the elevator shaft?
RESPONSE: The concealed surfaces of the elevator shaft do not need to be painted. All exposed surfaces must be painted.
24. Reference spec 051200 Structural Steel Framing Specification requirement 1.3 for AISC
Fabricator. Question: Please clarify if AISC requirement is required for any scope of the spec section 05500 metal fabrications and if so please consider waving this AISC requirement?
RESPONSE: Due to the limited steel scope, it is acceptable to waive the AISC requirement, pending approval from VAMC.
25. Are there specific concrete color that is required?
RESPONSE: Architect to select from full range of manufacturers colors.
26. What specific finish is required on the exposed, exterior, sides of the precast?
RESPONSE: The finish shall be smooth. Architect to select sheen at the same time color is selected.
27. For the “Stamped” finish that is noted on the elevation legend on Drawings A-201 & A-202, we assume that this is a special finish created through the use of a form liner. Is there a specific form liner that is required?
RESPONSE: The stamped pattern is “ashlar slate.” The supplier is to provide their pattern options at with the submittal for Architect review. The Architect shall select from the full range of colors.
28. For Alternate #3 to remove “decorative façade”, what exactly is being deleted in this Alternate?
Is it the form liner that is being deleted?
RESPONSE: The form liner is the alternate. The Structure of the parking garage will remain.
29. Drawing A202 indicates item #13 in the elevation legend to be precast bollards, however, they appear to be pipe bollards. Are these bollards outside of the garage footprint to be precast or pipe bollards?
RESPONSE: There are two bollards indicated on the plans. Precast bollards 8/SA101 and Pipe Bollards 7/SA101. The attached drawings note the bollards as PC (precast bollard) and PB (pipe bollard)
30. Drawing SA102, section 2, are the 5 bollards at the entry/exit area, between column lines 2-3 and to the South of C to be precast bollards?
RESPONSE: There are two bollards indicated on the plans. Precast bollards 8/SA101 and Pipe Bollards 7/SA101. The attached drawings note the bollards as PC (precast bollard) and PB (pipe bollard)
31. Would the VA accept a traction elevator in lieu of a hydraulic elevator?
RESPONSE: An acceptable option is the Otis Gen 2 gearless, machine-roomless elevator. The Contractor must provide a complete elevator system. The elevator shaft must be designed to accommodate the entire system. Contractor must provide an elevator that work with the available onsite power.
32. How many access cards will we need to include in our bid with the parking gates equipment?
RESPONSE: None. Parking lot gates are not included in this project.
33. We cannot find on the drawings if you desire concrete islands, electrical power, and telephone service for the placement, powering, and communication for the parking gate equipment. Can you clarify what is to be included in our bid?
RESPONSE: Parking lot gates are not included in this project.
34. Grade beams depths for GB2,GB3 AND GB3A per the schedule do not make sense. They are in line with GB1 that is 2’ deep. Those GBs are all over 9’ deep per the schedule.
RESPONSE: The top of the referenced grade beams extend above the slab-on-grade. The grade beams double as the c.i.p. wall to support the precast lightwall above. See Det. 5/S201 for clarification.
35. Reference Drawing A-404 thru A-406 and specs for the Canopy at Stair and Entry. The drawings are very vague to intent and requirements of what is wanted, and It is not as simple as just submitting a question. The manufacturers engineers want to have a conservation with the design Firm and/or gov’t. This way they can have first-hand knowledge of what they want and is needed to be included in the bid. RESPONSE: The exterior canopy system specification is attached. The drawings show the size and location of the exterior canopies included in this project. The exterior canopy installer shall provide the design of their system as a shop drawing for review that meets the requirements of the drawings and specifications.
36. Reference specification construction phase description for phase one says : “Phase I:
Construction of all E&S pre-construction and construction requirements. Unclassified Excavation of the earth and placement of the retaining wall in preparation of the new parking structure.
Placement of the fill and construction the new parking lot to the North of Parking Lot B.”
RESPONSE: The suitable excavated soil from the parking garage excavation may be used as compacted fill for the New Parking Lot to be constructed. This may reduce the need of imported and/or exported soil if the soil from the excavation is suitable for placement under the new parking lot.
37. Question part 1 to above reference: Please clarify that the earth retention system for the garage building is to be in phase 1?
RESPONSE: We are not to dictate means and methods for construction. A schedule / plan for the earth retention system during and after the excavation should be provided as part of the proposal. An engineered earth retention system shall be provided by the Contractor for review by the Engineer prior to start of construction.
Question part 2 to above reference: Please clarify if the excavation spoils from the garage are permitted to be used in the construction of the parking lot and detention basin?
RESPONSE: The suitable excavated soil from the parking garage excavation may be used as compacted fill for the New Parking Lot to be constructed. This may reduce the need of imported and/or exported soil if the soil from the excavation is suitable for placement under the new parking lot.
38. Reference the Drilled Caissons specification Section 316326, paragraph 1.4 A and 1.8 G, reference a caisson load test/pile load test. Can you specify what type of load test, design capacity of test, and number of tests are required?
RESPONSE: A bearing stratum test shall be performed prior to concrete placement. Concrete testing shall be performed per Section 03 30 00.
39. Reference drawing S102, Column line B-2, and reference drawing P-FP102 which indicates only a Riser but no Drain at column line B-2, Please confirm no drain required at this B-2 location to contain runoff water?
RESPONSE: Drains are not required on lower floors at column B-2.

40. Reference spec section 32 05 23 / 1.1 / A.2. Curbs, Gutters, and wheel stops. Question: Please advise to where, if any, wheel stops are to be installed?
RESPONSE: No. Curbing is to be installed at the new parking lot. The parking garage does not have wheel stops.
41. Please clarify location Where the storm and sanitary lines are to tie into (i.e. elevator sump sanitary line is bidder to only include to say just 5’ outside the building and from there connection will be “by others”?)
RESPONSE: Sanitary discharge shall connect to nearest existing sanitary main or manhole. GC shall coordinate scopes of subcontractors. Assume a minimum of 100’ of underground piping will be required.
42. Reference drawing P-FP101 there is reference on drawing “to new underground storm water holding tank, coordinate onsite connection with tank installer” ; question: please clarify if storm water holding tank is part of this project and if to be included or supplied “by others to be determined yet” and if coordination only is required?
RESPONSE: Holding tank is not being provided. GC to coordinate extent of storm piping between subcontractors; refer to civil drawings.
43. Reference Dwg S104 & SA401, there are posts “small rectangles shown outside the building perimeter at location of the canopy, & what I believe to be, canopy foundations. Are these small rectangles as referenced on the drawing the locations for the canopy foundations and if so are they to be installed per detail 14/S201?
RESPONSE: Correct, canopy support posts are shown. Provide post foundations per Det.
14/S201.
44. Please provide & clarify location Contractor may connect a metered connection to the Medical Center Electrical distribution system (i.e. what is approx. distance & location from the construction site to the connection point)?
RESPONSE: See SECTION 015000 - TEMPORARY FACILITIES & CONTROLS

45. Question: Is VA Tririga CPMS access still a requirement, I tried the site link provided https://valicensing.oncfi.com/ , However the site does not show up or respond, is intention it will be available during construction?
RESPONSE: Not applicable.
Reference Document Division 0 – 00000C Bid Documents 2.pdf – Pricing Sheet on page 6 of 71 notes 4 areas that require separate pricing. Reference spec 01 00 00 -2 this page lists Alt -1 thru Alt -5 Deducts,
46. Please clarify if both the pricing sheet reductions 1-4 & the Alt 1-5 Deduct pricing are both required to be provided?
RESPONSE: Use RFP pricing sheet for Reductions 1 thru 4.
47. Reduction 2: states remove exterior stairs from the southeast corner & Alt -2 deduct exterior stair and canopy. Please clarify if Reduction 2 is to include removal of canopy also?
48. Reduction 4: states remove temporary parking however Alt-4 states deduct ivy façade system, Please clarify.
RESPONSE: Use RFP pricing sheet for Reductions 1 thru 4. Use RFP pricing sheet for Reductions 1 thru 4.
49. Alt-5 Deduct Mechanical Screening on roof of elevator structure (also noted on drawing A-101), please clarify if pricing for this is to be included in submission?
50. There are five canopy sections detailed A,B,C,D,E on drawings A-404 & A-406. Exterior stair #4 is comprised of canopies C,D, & E and should be included in Deduct Alternate 2. Are canopies A & B to be in Alternate #2 with stair 4 because drawing A-404 is clearly marked as “ GC Alternate” for canopies A & B?
