Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-20-AP-3154 Tyco SimplexGrinnell
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Wilkes-Barre Medical Center
(WBVAMC)
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Tyco SimplexGrinnell is planned to provide services to install new fire detection and physical access control components to meet the requirements of Project #693-222 Construct Parking Structure. This is planned new work for a single, multi-story parking structure to be built at the WBVAMC. The cost of the Tyco SimplexGrinnell portion of work is approximately $143,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The unique features of the SimplexGrinnell fire detection and security systems are critical for the success of the Parking Structure, Phase 1Project. The facility’s current fire detection and physical access control systems are provided and maintained by SimplexGrinnell. The new systems must fully integrate into the existing to maintain the integrity of the facility’s fire protection and building security systems. SimplexGrinnell fire detection and security systems and components are currently installed throughout the facility and are linked to a central system. The software system is proprietary, and all components must be compatible with existing system. All software modifications and updates must be performed by SimplexGrinnell. SimplexGrinnell must install and certify all related components in order to maintain integrity and operation of existing system.
4. Description of market research conducted and results or statement why it was not conducted:
The requiring activity has performed market research and SimplexGrinnell is the only company that can provide the proprietary product and services for this project. There are no other companies authorized to install and service SimplexGrinnell products for this new construction.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. A determination of price reasonableness IAW FAR 13.106-3 will be made once an award to the prime contractor for the project is prepared..
