About this file
This document is Amendment 00004 to a Request for Information (RFI) containing clarifications and responses for a design-build HVAC upgrade project (Project 630-26-102) at a Veterans Affairs facility. The amendment addresses critical technical specifications for equipment to be served by optional standby power, including two of three 4160V, 3-phase, 60 Hz chillers (100 FLA amps each, 668.1 kW per chiller), two 460V, 3-phase, 60 Hz chilled water pumps (200 HP, 234A), two 460V, 3-phase, 60 Hz condenser water pumps (150 HP, 170A), and six to eight cooling tower cells with dual 10 HP motors each. A new 480V emergency switchgear with transformer capacity and four spare buckets will be designed by an electrical engineer to support these systems.
The amendment clarifies that four exhaust fans are required for the Electrical Switchgear Area and five for the Chiller Plant (with two currently operational), both requiring BMS system connection and temperature-activated operation at 80 degrees Fahrenheit. The new optional standby power switchboard will not be connected to the existing emergency generator feed, with that wiring work scheduled under a separate project. CAD drawings remain unavailable but will be requested from the A-E firm. The response deadline for this amendment remains May 6, 2026, at 3:00 PM Eastern time, with the RFI submission deadline of April 29, 2026.

Amendment 00004 Proj: 630-26-102 Proj Title: design Build HVAC Bldgs. 4 and 5
38. It is our understanding that the new optional stand-by power switchboard serving chilled water plant equipment will not be connected to the existing emergency generator feed. The wiring between the existing generator and the new optional stand-by power switchboard will be done under a separate project and not part of this project. Please confirm.
Ans: Confirmed. New 480V switchgear will need to be connected to new emergency panel but not wired to existing generator feed.
39. Can we please get the CAD drawings?
Ans: CAD Drawings are currently unavailable. They will be requested from the A-E. Can’t the .pdfs supplied be converted to AutoCAD?
40. I wanted to follow up on our site visit yesterday as it was discussed by the COR that there would be more of a clarification on the amount of exhaust fans and a more clear scope of work as they wanted to keep the playing field fair?
Ans: Four exhaust fans for only the Electrical Switchgear Area. Exhaust fans and fresh air intake louvers need to be connected to the BMS system. Inspect/repair/replace any defective fan. For the Chiller Plant, five exhaust fans are needed. There are only two operational fans now. Fans need to operate when the temperature reaches 80 deg F in the area.
New emergency switchgear including transformer with the capacity to run the following equipment below and provide 4 spare buckets (480V.) Electrical engineer to design.
From RFI Answers #2 Please provide a list, and/or confirm items scheduled to be served from optional standby power.
Ans: 2 chillers, 2 condenser water pumps, 2 chilled water pumps, 6-8 Cooling tower cells with fans will be needed to run simultaneously.
(2) of (4) Chillers – please confirm which Chillers / confirm electrical characteristics, (FLA, MOP, voltage, phase)
Ans: 2 of 3 Chillers will need to run. 4160V, 3 phase, 60 Hz 100 FLA amps for the motors. 668.1 kW per chiller for “Job kW.”
Chilled water pumps – please confirm which pumps, and associated electrical characteristics, (HP, voltage, phase)
Ans: 2 of the existing four pumps will need to run with the chillers. They are 460V, 3 phase 60 Hz 200 hp motors. The Amps on the nameplate is listed at 234A.
Cooling Tower – please confirm arrangement, (e.g. how many cells / how many cooling tower fans). Provide electrical characteristics, (HP, voltage, phase)
Ans: 6-8 Cooling tower cells. Each cell has (2) 10HP 460V 3 phase 60hz motors.
Cooling Tower pumps / condenser water pumps – please confirm which pumps and associated electrical characteristics, (HP, voltage, phase)
Ans: 2 of the existing four pumps will need to run with the chillers They are 460V, 3 phase 60 Hz 150 hp motors. The Amps on the nameplate is listed at 170A.
