About this file

This is Amendment 0002 to Solicitation 36C24226R0034, extending the response deadline for a design-build HVAC project at James J. Peters VA Medical Center in Bronx, New York. The amendment contains responses to 26 Requests for Information (RFIs) submitted by prospective offerors and extends the offer receipt date from April 4, 2026 at 12:00 PM EST to May 1, 2026 at 3:00 PM EDT.

The project scope involves providing HVAC systems for Buildings 4 and 5 to cool and heat a Chiller Plant area and provide ventilation to an Electrical Switchgear room. Key technical clarifications provided in the RFI responses include: contractors may design either separate or integrated HVAC systems for the two buildings; existing chillers have sufficient capacity for chilled water cooling, and steam/hot water is available but capacity requires verification; new electrical panels and distribution are required at 4160V and 460V; the existing 2.8 MW generator at 4160V may have sufficient capacity to support two chillers, associated pumps, cooling towers, and controls (current load approximately 900 kW), but providing a new generator is not in scope; six to eight cooling tower cells with dual 10 HP fans per cell will require simultaneous operation with two chillers and four pumps totaling approximately 668.1 kW per chiller; all chiller plant electrical equipment, VFD cabinets, and cooling tower pump drive cabinets require cooling to maintain temperatures between 85-90 degrees Fahrenheit; and the project requires BIM/Autodesk Revit deliverables, though the facility currently has no existing BIM as-built files. Additional electrical and emergency generator location drawings will be provided separately.

Proj: 630-26-102 Proj Title: design Build HVAC Bldgs. 4 and 5 Amendment 00002 Answers in RED.

1. Are there any existing as-built drawings available for Buildings 4 and 5, including Architectural, Structural, Mechanical, Electrical, Plumbing, Fire Protection, Fire Alarm, and Site/Civil disciplines?

Ans: There are original as-built drawings for the Chiller Plant. More recent drawings of architectural, electrical and mechanical renovations are available. Fire Protect and Fire Alarm were added in stages.

2. Per Scope of Work Line Item No. 1, HVAC systems are to be provided for Buildings 4 and 5. Due to the lack of available drawings, please confirm whether the intent is to provide separate HVAC systems for each building, with the chiller plant located in one of the two buildings.

Ans: Systems do not have to be separate. It is up to the contractor to determine which alternative works best and is efficient.

3. Per Scope of Work Line Item No. 1, please confirm whether the scope includes providing full heating and cooling systems for Buildings 4 and 5, in addition to ventilation.

Ans: Heating and cooling are to be supplied to the Chiller Plant area. The Electrical Switchgear in Building 5 will have ventilation.

4. Please confirm whether the existing plant has sufficient capacity to accommodate the additional HVAC system requirements for Buildings 4 and 5, including chilled water, steam/hot water, and electrical power.

Ans: There is excess capacity with the existing chillers to provide chilled water for cooling for the HVAC system. Steam or hot water is available, but capacity will have to be verified by the contractor. Electrical power is available as well; however, a new electrical panel and distribution will be needed.

5. Per Scope of Work Line Item No. 2, please provide the location of the existing emergency generator and the anticipated location for the new electrical switchgear intended to serve back-up emergency power.

Ans: Contracting will be supplying via separate e-mail drawings for emergency generator and possible location for new switchgear.

6. Per Scope of Work Line Item No. 2, please confirm whether the existing emergency generator has adequate capacity to support two existing 1,200-ton chillers, associated pumps, cooling towers, and controls.

Ans: There is an existing 2.8 MW Generator rated for 4160V. There may be sufficient capacity to run chillers and other equipment. Current load on generator during test is about 900 kW. Scope does not include providing a new generator.

7. Please confirm that no additional emergency generator is anticipated or required under the current project scope.

Ans: Emergency generator is not in scope of this project.

8. Please confirm whether additional site visits can be accommodated to verify existing conditions and better define the project scope.

Ans: Additional site visits are possible. They would have to be scheduled in advance.

9. Please provide a list, and/or confirm items scheduled to be served from optional standby power.

Ans: 2 chillers, 2 condenser water pumps, 2 chilled water pumps, 6-8 Cooling tower cells with fans will be needed to run simultaneously.

10. (2) of (4) Chillers – please confirm which Chillers / confirm electrical characteristics, (FLA, MOP, voltage, phase)

Ans: 2 of 3 Chillers will need to run. 4160V, 3 phase, 60 Hz 100 FLA amps for the motors. 668.1 kW per chiller for “Job kW.”

11. Chilled water pumps – please confirm which pumps, and associated electrical characteristics, (HP, voltage, phase)

Ans: 2 of the existing four pumps will need to run with the chillers. They are 460V, 3 phase 60 Hz 200 hp motors. The Amps on the nameplate is listed at 234A.

12. Cooling Tower – please confirm arrangement, (e.g. how many cells / how many cooling tower fans). Provide electrical characteristics, (HP, voltage, phase)

Ans: 6-8 Cooling tower cells. Each cell has (2) 10HP 460V 3 phase 60hz motors.

13. Cooling Tower pumps / condenser water pumps – please confirm which pumps and associated electrical characteristics, (HP, voltage, phase)

Ans: 2 of the existing four pumps will need to run with the chillers They are 460V, 3 phase 60 Hz 150 hp motors. The Amps on the nameplate is listed at 170A.

14. Any additional loads, (e.g. basin heater(s), heat trace)

Ans: There are heat tracing and basin heaters, but these loads will not be on standby power.

15. Please confirm if all loads are intended to operate simultaneously.

Ans: Yes. All loads - chilled water and condenser water pumps, cooling towers and chillers will operate simultaneously.

16. Assume the Chillers are rated 4,160V – is this correct

Ans: Correct. Chillers are 4160V

17. Assume the other loads, (e.g. pumps, cooling tower fans, etc.) are rated 480V – is this correct

Ans: Other loads are 460V

18. Is there an existing generator on-site rated 4,160V output. Is there sufficient capacity, or does the scope include providing a new generator.

Ans: There is an existing 2.8 MW Generator rated for 4160V. There may be sufficient capacity to run chillers and other equipment. Current load on generator during test is about 900 kW. Scope does not include providing a new generator. This will be a separate project.

19. Can the existing 4,160V electrical distribution accommodate the new load, or is reconfiguration / new equipment required.

Ans: New equipment is required.

20. Is there an existing generator on-site rated 480V output. Is there sufficient capacity, or does the scope include providing a new generator.

Ans: There is no existing 480V generator on-site. Scope does not include providing a new generator.

21. Can the existing 480V electrical distribution accommodate the new load, or is reconfiguration / new equipment required.

Ans: New equipment is required.

22. Are any existing conditions electrical drawings available? Can the drawings be distributed.

Ans: Electrical drawings will be made available. Contracting will be supplying via separate e-mail.

23. Assume any new electrical distribution equipment is scheduled to be located within the existing electrical area(s), (i.e. construction of new electrical and/or mechanical rooms is not required).

Ans: Any new electrical switchgear or distribution panel is expected to be in the existing Electrical Switchgear area. No new areas for construction are required.

24. Assume that both switchgear room and chiller room requires an Air Handling unit? Please verify.

Ans: Chiller Plant will require an Air Handling Unit. This unit is to supply cooling and heating to the Chiller Plant. The Switchgear Room is expected to be ventilated only with repaired/additional exhaust fans.

25. Are we required to work in 3D BIM/Autodesk Revit Will the successful contractor receive as-built/BIM files.

Ans: Yes. It is a new VA requirement. The Manhattan VA does not have any BIM as-built files.

26. What are the minimum desired space temperatures for both spaces.

Ans: Minimum space temperatures will depend on the location. The purpose of the project is to provide cooling and heating to the Chiller plant area and ventilation to the Electrical Switchgear room. Sufficient heating is required to prevent the plant from freezing. Estimate heating at 40 deg F. For Cooling, the areas in question are:

1. Cooling tower pump drive cabinets

2. Chilled Water pump drive cabinets

3. Chillers #1-3 4160 Main VFD cabinets (3 locations)

4. Chillers #1-3 VFD cabinets mounted near control panels (3 locations)

5. Chiller #4 VFD cabinet

6. Cooling tower VFD cabinets (12 cabinets) For this location, it may make sense to build an enclosure around the 12 cabinets and cool that new space.

Maximum desired temperature for these areas will be 85-90 deg F

Further information for drawings to be provided shortly in an additional amendment.
