About this file
This file is a Request for Information (RFI) Answers document providing clarifications to contractor questions regarding a design-build HVAC upgrade project for Buildings 4 and 5 at a Department of Veterans Affairs facility (Project 630-26-102, Solicitation 36C24226R0034). The amendment clarifies the scope of work and cooling/heating requirements for two distinct areas: the Chiller Plant and the Electrical Switchgear Room.
For the Chiller Plant during summer operation, the project requires localized spot cooling to approximately 11 electrical drive cabinet locations (cooling tower pump drives, chilled water pump drives, chillers 1-3 main and control VFDs, chiller 4 VFD, and cooling tower VFDs) with a maximum desired temperature of 85-90°F, with consideration for enclosing the 12 cooling tower VFD cabinets as a single cooled space. Winter operation requires maintaining chiller plant piping and adjacent fire sprinkler piping above freezing using existing steam supply lines, with no full-space conditioning required. The Electrical Switchgear Room requires summer ventilation via repaired or additional rooftop exhaust fans to expel heat generated by always-on equipment, with no additional cooling or heating required during winter. The amendment confirms that AutoCAD design is sufficient in lieu of a full Building Information Model (BIM), addresses site visit availability for April 27, 2026 after 9:00 AM, and confirms attached drawings are available. The response deadline for proposals was extended to May 6, 2026 at 3:00 PM Eastern time.

Proj: 630-26-102 Proj Title: design Build HVAC Bldgs. 4 and 5 Amendment 00003 Answers in RED.
26. General Comment: There seems to be confusion about the desired outcome for this project. It is not the intent or the Scope of Work to entirely cool nor heat the entire Chiller Plant or Electrical Switchgear Room for the entire year. Please see below.
Chiller Plant:
1. Summer Operation – Provide spot cooling to Electrical Drives in about 11 locations listed (from RFI Answers No.2)
a) Cooling tower pump drive cabinets
b) Chilled Water pump drive cabinets
c) Chillers #1-3 4160 Main VFD cabinets (3 locations)
d) Chillers #1-3 VFD cabinets mounted near control panels (3 locations)
e) Chiller #4 VFD cabinet
f) Cooling tower VFD cabinets (12 cabinets) For this location, it may make sense to build an enclosure around the 12 cabinets and cool that new space.
Maximum desired temperature for these areas will be 85-90 deg F
2. Winter Operation – Keep the Chiller plant piping from freezing. This includes the wet portion of the fire sprinkler piping located near the ceiling. Keep in mind that the adjacent Electrical Switchgear room is always on and producing heat.
Electrical switchgear Room:
1. Summer Operation: Ventilate the switchgear room via repaired/additional rooftop exhaust fans to expel heat
2. Winter Operation – It is expected to not have to use the exhaust fans or supply any additional heating to this area.
27. How can we access these drawings?
Ans: Drawings are attached to this amendment.
28. In order to verify steam or hot water capacity, the entire plant capacity would have to be known as well as existing building heating demand. Are there any building data available that could provide maximum load demand data of the entire building’s steam and hot water usage?
Ans: Entire building data is not available. Chiller plant is expected to be heated by existing steam supply lines in the building.
29. How can we access these drawings? Is the email already sent to contractor ? We will need this information for the phase-2 proposal.
Ans Drawings are attached to this amendment.
30. Can we visit the site next Monday 04/27/2026?
Ans: Yes. Monday 4-27-26 is available after 9:00 AM
31. This requirement would necessitate the development of a complete as-built BIM model of the existing building. Given the extremely aggressive design and construction schedule, this effort may not be economically feasible. Please advise whether the VA would consider allowing this project to be designed using AutoCAD in lieu of a full BIM model.
Ans: AutoCAD will suffice.
32. The RFI response indicates a desired heating temperature of 40°F. This appears to be relatively low. Please confirm whether the intent is to maintain the chiller plant and electrical switchgear spaces at a minimum temperature of 40°F during winter conditions.
Ans: Heating is to be sufficient to keep the Chiller plant from freezing.
33. With respect to cooling, please clarify whether the intent is to provide localized cooling for the existing drive cabinets only, or to condition the entire chiller plant space.
Ans: Localized cooling for the Chiller plant only and not the entire space.
34. Please confirm the desired ambient temperature for the chiller plant. Given the presence of exposed steam and hot water piping and the age of the building—with significant air infiltration through windows, louvers, walls, doors, ductwork, and pipe penetrations—maintaining a controlled cooling temperature throughout the entire chiller plant may require a substantially large cooling load.
Ans: See Answer to question #33. Localized cooling only.
35. Will there also be a small bid extension as well?
Ans: Contracting to respond.
36. OK, and just to clarify, RFI 25 says we ARE required for 3D BIM/Autodesk Revit which is a 3D modeler? Is that correct or the autodesk VA platform that replaces procore?
Ans: Autodesk is the new platform. Will be sufficient to use AutoCAD.
