Michael Spivack This amendment posts the walkthrough sign in sheet and answers the following vendor questions:
1. Powerhouse (the basis of design) no longer has the RH-1000 in their rental fleet. See attached specs for alternate units they can provide. Would proposing two RH-800 units be preferable to two BB-1000 units and one FW-70 unit? RH-350 specs are attached as well.
Answer: Since the peak steam load is 900 BHP, 2x800 BHP boilers won’t be able to provide sufficient steam capacity with n+1 configuration. Powerhouse is not sole sought vendor. Please find other vendor that can meet temporary boiler specifications.
2. Fixture schedule on drawing E-401 Fixture type F9 are shown on drawing EL-302 but not listed on the fixture schedule. What is required for this fixture type?
Answer: Type F9 shall be manufactured by Killark VSL-16-30-VBC-2/VBA/VB-S-VCG-100-VAG-100/VSL1330 or approved equal.
3. On drawing EP-103, there are three different scales referencing the drawing. Which one is correct?
Answer: Scale is 1/16”=1’-0”
4. There appears to be significant mislabeling throughout the one-lines and referencing the drawings, could we get an updated one-line/clarification on what is supposed to be named/referenced and where?
Answer: Question too vague to be able to respond properly, additional detail required.
5. In the general drawings where the breakdown of the phases is shown, it references “breaker” DP-52D19, and a panel DP-14A-HCC. On drawing ESP-101, Panel DP-14A-HCC is referenced again, and it says to refer to drawing EP-103 for continuation. On EP-103, DP-14A-HCC is not there. There is a panel schedule for DP-52D19, which is called out as a breaker on the existing generator parallel gear, and no panel schedule for the supposed DP-14A-HCC. Clarify?
Answer: Change “DP-14A-HCC” on drawing ESP-101 to “DP-52D19”.
6. There are buss taps shown for the new panels fed from MCC on drawing EP-521. Are these required?
Answer: Yes
7. Temporary feeders are shown on the drawings to be installed using conduit. Can a more efficient means be utilized for the installation of the temporary feeds?
Answer: NV5: Provide conduit as illustrated on the drawings.
8. Dwg. E510 shows panels BP-H4A & BP-H4B being fed directly from the boiler plant MCC. Ep-511 shows these panels being fed via 400A enclosed circuit breakers. Are the 400A circuit breakers to be installed in Phase 1 temporary stage or are they not needed?
Answer: These panels are fed temporarily from the MCC until the new boiler plant switchgear is installed under phase 3. See drawing EP-532
9. Dwgs. E510 & EP-511 shows a temporary feeder from switchboard ‘CSB’ to ATS-BREQ being installed in Phase 1. This feeder is shown being remove in Phase 3 on EPD-530. Note #14 on Dwg. GI-005 indicates switchboard ‘CSB’ being removed in Phase 0. Please explain the Phasing breakdown.
Answer: Existing ATS-BREQ shall be fed temporarily from existing chiller plant switchboard CSB until the new boiler plant switchgear and emergency distribution equipment is installed under phase 3. See drawing EP-532.
10. Dwg. EP-510 show transformers T5 between panels BP-H4A & BP-H4B. In Phases 2 & 3 these same transformers are shown as T6. Which is correct?
Answer: Provide T6 transformers.
11. I see that there is a specification for lead but do not see any lab results for lead testing. Do you have access to these tests or can you obtain them?
Answer: There were no lab tests for lead.
12. Can you please identify what plans/what work is believed to be lead work?
Answer: The lead sections were include in case there was lead sealed under the wall paint. At this time we do not believe there is any lead work.
13. I have attached the Asbestos Survey that was provided in the project docs. Based on the description by Adirondak, it appears that the trace asbestos items listed in the table will be impacted through the course of the project. It that correct? Should costs be carried to provide abatement of these areas?
Answer: The report from Adirondack Environmental Services does not suggest that there were trace amounts of asbestos found in the collected samples. The regulatory standard for asbestos containing material (ACM) is greater than 1%. For the collected samples, all results were below 1% meaning that the ACM abatement standards will not apply to materials tested. Thus, typical personal protection equipment will be required for selective demolition per OSHA requirements.
14. If the Asbestos items are scheduled to be impacted, can you provide a drawing with these items/this work represented so all bidders are specifically informed of where the items are that are scheduled to be impacted.
Answer: No drawing showing ACM will be provided because none of the samples exceeded the regulatory threshold. Neither will an ACM abatement specification section be added.
15. If the Asbestos items are scheduled to be impacted, can you provide a specification section for this work. Even though the material is not above 1% asbestos concentration, it is still mandated that it be removed in accordance with the OSHA regulations.
Answer: You may choose to use an ACM protective standard during selective demolition if preferred, but the VA will not expect or enforce that standard.
16. Print MD-301A Detail 6 note A, and Detail 7 note B refer us to see print MH-201A. There is no MH-201A in the documents that I see. Is MH-201A missing? Is this a typo and are we actually to refer to print MH-301A?
Answer: This is a typo. The reference should be for MH-301A.
17. Print MS-200 Temporary Control Trailer Detail 2:
· There is no Automated Logic DDC controller shown in the temporary control trailer views. Please clarify whether an Automated Logic controller will be required and provide the location of the ALC controller in the temporary control trailer.
Answer: ALC controller will be required in the temporary trailer. Location will be coordinated with COR. Power for controller to be provided. All temporary boiler points that appear on the boiler control system will be shown on the BMS system. Connect to exiting controller in boiler plant as depicted in note B.
18. Print MS-201:
· Shows Heat Trace points to be monitored by BMS along the length of the piping. Where will the BMS connect to the heat trace points?
Answer: Note B on sheet MS-200 required ALC contractor to provide BMS ethernet connection switch to connect to the existing one in the boiler plant. Heat trace controller shall connect to this switch in the temporary control trailer.
19. Print MI-604:
· The BMS system matrix shows 88 points that have bullet-points in the system outputs/inputs columns. Are these all-hardwired input/output points from the ALC controller out to the field equipment?
Answer: Yes, they should be all-hardwired from the ALC controller out to the field equipment.
· Please list which field devices the ALC contractor will need to furnish for the 88 ALC points listed in the input/output matrix. If any of the devices are not specified in spec section 230923, please provide specification on the devices the ALC contractor will need to provide. (Specifically points 33, 34, 38, 49, 53, 62, 63, 64-67, 72-88. Are the signals already on the equipment and we just pull wire to them to read them?)
Answer: ALC contractor shall furnish and wire all new equipment. For existing equipment, ALC will pull wire to read them.
· Are the “OUTPUT TO BAS” in the remarks column of the SCADA matrix physical hardwired points from the SCADA system to the ALC system? Or are these BACnet integration points from SCADA to Automated Logic? If they are hardwired points, who runs the wiring that connects the SCADA to the BAS? (SCADA Contractor? ALC?)
Answer: Those points are integration point to the existing ALC. ALC contractor shall run the wire from SCADA to ALC.
· ALC Points list item #2 MUA-1 supply air flow rate. Does the MUA already have a supply airflow station? If an airflow station is required, please provide the supply air duct size.
Answer: ALC contractor shall provide new airflow station on inlet duct of the MUA-2. Duct size is 60x24, to be verify in the field.
· ALC Points list items #24 through #31 seems to indicate a total of 8 dampers. Please indicate which dampers are being called out on points #24 through 31. And will the ALC contractor be furnishing these dampers? Or will they be generator or boiler packages?
Answer: These dampers are in emergency generator room. ALC contractor shall furnish and wire them.
· Please provide the location of the SCADA System/Controller and the ALC Logic System/Controller.
Answer: Existing SCADA is in control room. The existing ALC is in chiller plant, must be verified in field.
20. Drawing MD-201 General Note #3 states “Contractor should assume all piping in this system is full of #4 oil. All shut off valves do not work, include freezing piping as part of the bid”.
This note does not appear on the other contract documents. Should we assume this note is applicable to all systems or just the fuel oil system? Should we assume this note is applicable to all drawings or just MD-201?
Answer: As a general rule we assume all valves do not hold and alternate means of shutting them off, typically freezing, should be included for all disciplines.

Performance Requirements (are these listed loads to be HP as opposed to lbs/hr?). Facility Maximum Peak Winter Load: 900 lbs/hr. Facility Minimum Summer Load: 67 lbs/hr
Can the available water pressure, gas pressure and flow, oil pressure and flow, and condensate return percentage be verified and confirmed?
Request a makeup water analysis be provided.
AA. Mentions steam contact with food and for humidification, can this be verified what applications the steam will be used for.
Powerhouse, the basis of design, takes exception to 2.9 and 2.10 of the temporary boiler specification.
Answer: Contractor to research other temporary boiler providers. Peak winter load is listed as 890 BHP. Steam will be suitable for humidification and food contact.
All other terms and conditions remain the same.
