Request for SF330s (Qualifications)

THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR STANDARD FORM

(SF) 330 ARCHITECT-ENGINEER QUALIFICATIONS PACKAGES ONLY. NO SOLICITATION

PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED.

THE GOVERNMENT WILL NOT PAY, NOR REIMBURSE, ANY COSTS ASSOCIATED WITH

RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO

AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.

A. GENERAL INFORMATION

The Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM) Central Region is issuing this public announcement for Request for Qualifications (SF330s) (reference 36C10F25R0014). This is not a request for a fee proposal. This request is for Architect/Engineer (A/E) services for a Facility Condition Assessment (FCA) for Veterans Integrated Service Network 2 (VISN 2). An FCA is a tool used to obtain essential data through visual inspection of the technical and physical conditions of a VA Medical Center (VAMC) facility.

The FCA deliverable is a report detailing identified corrective actions. FCAs are in place for all VAMCs locations and updated every three years. The following information applies to this acquisition:

1. Set-Aside: 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs)

2. Contract Type: Firm Fixed-Price

3. NAICS Code: 541330: Engineering Services (size standard: $25.5 Million)

4. A multi-disciplinary team is required to complete this project.

B. PROJECT DESCRIPTION

1. The contractor shall perform an independent facility condition assessment. The assessment will consist of tours, interviews, inspections, and research at each of the following VA Medical Centers with the purpose of preparing a Facility Condition Assessment for VISN 2. Presently, the FCA database for VISN 2 contains approximately 13,347,645 gross square feet. This assessment includes approximately 436 buildings.

Some variation of the detailed building lists within the square footage and number of buildings may be encountered during the site assessment that may deviate up to 5% and shall be included in the assessment. The FCA shall be for the following site list:

• Albany (NY)

• Bath (NY)

• Batavia (NY)

• Bronx (NY)

• Brooklyn (NY)

• Buffalo (NY)

• Canandaigua (NY)

• Castle Point (NY)

• East Orange (NJ)

• Lyons (NJ)

• Montrose (NY)

• New York (NY)

• Northport (NY)

• St. Albans (NY)

• Syracuse (NY)

2. The contractor shall provide a field team which shall visit each site as described in the detailed schedule. The minimum field team make-up shall be as follows:

• Architect to assess architectural and landscape issues

• Electrical Engineer to assess electrical issues

• Mechanical Engineer to assess mechanical, plumbing and steam generation issues

• Elevator/Transport Specialist

• Structural Engineer to assess structural and seismic issues where required

• Cost Estimator to establish correction costs

• Civil Engineer to address any civil issues. The use of a civil engineer is optional.

• Use of Additional disciplines may be requested for inclusion on the team. Any additional requested disciplines will be subject to approval by CFM and CO. Any approved additional disciplines will be subject to review and will be required to provide qualifications as requested by CFM and the CO.

3. Period of Performance: 360 Calendar Days after Notice to Proceed.

C. BASIS FOR AWARD

In accordance with FAR Subpart 36.6, the basis for award of this A/E acquisition is demonstrated competence and qualifications to perform the required services at fair and reasonable prices following the Selection of Architects and Engineers statute [formerly known as the Brooks Architect Engineer Act], Federal Acquisition Regulation (FAR) subpart 36.6 “Architectural and Engineering Services,” VA Acquisition Regulation (VAAR) 836.6, and VA Acquisition Manual (VAAM) M836.6 Architect-Engineer Services.

D. QUALIFICATIONS INSTRUCTIONS TO OFFERORS

Responses must address each selection criterion as described below.

In response to this request, the qualifications shall identify the actual team members who will work on the project. Offerors shall briefly describe why their team is best qualified to perform the various elements/factors listed in the general overview and be cognizant of the evaluation criteria.

Responses to each criterion shall be in a narrative format and not exceed maximum number of pages allowed. Any additional pages submitted after the designated maximum will be removed from submission and not considered. Submissions shall include sufficient detail so that the Government can render an effective evaluation.

Late receipt of qualifications shall not be considered. It is the responsibility of the offeror to ensure their qualifications are received, on time and in accordance with the requirements herein.

No request for clarifications or questions concerning this Request for SF330s will be provided in response to telephone calls. All questions must be submitted in writing via e-mail to andrea.greene2@va.gov with a subject line “SF330 Question – VISN 2 FCA”. The deadline for submission of questions is March 13, 2025. Questions will be answered via amendment to this notice on sam.gov.

E. SELECTION CRITERIA

In accordance with Federal Acquisition Regulation (FAR) 36.602-1 and Veterans Affairs Acquisition Manual (VAAM) M836.602-1, the selection criteria, in their relative order of importance, are as follows:

1. Selection Criterion 1 – Specialized Experience and Technical Competence addressing the following (Page Limitation - 1 Page per Project):

Demonstrate recent, relevant, and specialized experience in Facility Condition Assessments (or similar planning effort) showing technical competence which is similar in size, scope, and magnitude to this requirement. “Relevant” is defined as those task requirements identified in the Scope of Work in the geographical area. “Recent” is defined as services completed within the past seven (7) years, as of the date of this notice. Offeror shall provide at least three projects, addressing the following:

a. Project title, location and detailed narrative describing the scope of services provided including the type of work performed by the offeror and its role in the project (i.e., prime contractor, teaming partner or subcontractor)

b. Project Owner, owner’s point of contact including telephone number and email address

c. Services & Deliverables provided under the contract/task order

d. Period of Performance, including start and completion dates

e. Total dollar value of the project.

2. Selection Criterion 2 – Professional Qualifications / Team Qualifications mailto:andrea.greene2@va.gov

Demonstrate professional qualifications necessary for satisfactory performance of required services and the specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Additionally, provide a brief explanation of duties to be performed to accomplish the scope of work for each personnel.

Describe the professional qualifications, registrations, licensure and experience of the following:

a. Project Manager, with a desired 5 years of experience

b. Licensed Architect, with a desired 5 years of experience

c. Licensed Electrical Engineer, with a desired 5 years of experience

d. Licensed Mechanical Engineer, with a desired 5 years of experience, to include fire suppression and plumbing experience

e. Elevator/Transport Specialist, with a desired 5 years of experience; must be Qualified Elevator Inspector (QEI) certified

f. Licensed Structural Engineer, with a desired 5 years of experience

g. Cost Estimator, with a desired 5 years of experience

h. Licensed Civil Engineer, with a desired 5 years of experience

The lead professional in each discipline must be registered but is not required to be registered in the particular state(s) where the assessments are located. It is highly encouraged for the SF330 response to include an organizational chart showing the proposed team. Additionally, ensure the SF330 response includes the following data about each proposed team member: member’s name, firm name, office location, proposed team assignment, % of time to be spent on this team, education level/discipline (example:

Bachelor of Science – Mechanical Engineering), State(s) of professional registration, # of years of professional experience, and # of years with the firm. Also, for project managers and design/discipline team leaders, identify the number of teams (design, consultants, and joint venture partners) they have managed over the past five years.

3. Selection Criterion 3 – Schedule and Capacity

Describe the prime’s capacity, as well the capacity of its subcontractors, to accomplish the work in the required time. The narrative should clearly convey the offeror’s understanding of this requirement as well as the resources committed to ensure timely and successful completion of the work. Additionally, please provide the following information:

a. List current projects being performed in the firm’s office

b. List all contracts and task orders awarded by the VA to the firm in the past 12 months

c. Describe experience in successfully delivering projects per performance schedule and successfully completing multiple projects with similar delivery dates.

d. Provide details of its current work (public/private) including the duration of the contracts, and how it anticipates on taking on additional work required by CFM.

4. Selection Criterion 4 – Past Performance:

Describe past performance on contracts/task orders with Government agencies and private industry in terms of quality of work, compliance with performance schedules, and management. Each firm’s past performance narrative shall include, but need not be limited to, performance for projects submitted under Criterion 1. Submit client references (name, number, and email) for those projects listed in Criterion 1. Previously completed Past Performance Questionnaires (PPQ) may be submitted to meet this requirement as long as the client contact information is included and current. The Government reserves the right to also evaluate past performance on previously awarded federal contracts/task orders via CPARS or with any other information available. Additionally, the Government may review the firm’s previous ability to meet the 50% SDVOSB performance requirement on other contracts/task orders. It is recommended you contact every reference listed and advise them the VA may contact them for information. Their timely replies would be appreciated.

5. Selection Criterion 5 – Location in Geographical Area of the Project and Knowledge of Locality

Clearly indicate the location(s) where the majority of the off-site work will take place.

Additionally, describe the team’s knowledge of the project’s geographical area. The evaluation board will evaluate the location of the proposed team against the geographical area of the project and knowledge of geological features, climatic conditions, or local construction methods that are unusual or unique that may be applicable to this project.

6. Selection Criterion 6 – Use of SDVOSBs, VOSBs, and Other Types of Small Businesses

Describe the extent in which your firm identifies and commits to using other Service- Disabled Veteran-Owned Small Businesses, Veteran-owned small businesses, and other types of small businesses as subcontractors.

PLEASE NOTE: The Evaluation Board must be provided with complete and accurate information for ALL Selection Criteria above in order to rank interested and eligible firms.

F. EVALUATION PROCEDURES

1. SF 330s will be evaluated in accordance with the selection criteria as stated in this notice.

These evaluations will determine the most highly qualified firms for this particular requirement. Firms that demonstrate better aggregate qualifications relevant to the selection criteria are considered highly qualified. In accordance with FAR 36.602-3(c), at least three of the most highly qualified firms will then be notified of the Government’s intent to hold discussions. All firms not invited to participate in discussions will be notified at this time. In accordance with FAR 36.607(b), any requested debriefings of successful and unsuccessful firms will be held after final selection has taken place and will be conducted, to the extent practicable, in accordance with 15.503, 15.506(b) through (f), and 15.507(c). Note that 15.506(d)(2) through (d)(5) do not apply to architect/engineer contracts.

2. Discussions regarding concepts and the relative utility of alternative methods of furnishing the required services and anything other pertinent information will be held with the three highest qualified firms to determine the final ranking. The firms invited to participate in discussions will be notified by email and provided further instructions, including any questions or topics to address. Following the completion of discussions, the firms will be evaluated and ranked based on the primary and (if necessary) secondary selection criteria. The final evaluation and ranking will consider the SF 330 submission for each firm, as well as additional information obtained via discussions. The highest rated firm will be selected to receive the solicitation and engage in negotiations.

3. The solicitation will be issued to the highest rated firm as a Request for Fee Proposal

(RFP). All Statement of Work (SOW) attachments and site-specific documentation will be provided to the highest rated firm with the RFP. An award will be made as long as the negotiation of rates and hours leads to a fair and reasonable determination of the final contract price. If negotiations with the highest rated firm are unsuccessful, the firm will be notified that negotiations have been terminated. Negotiations will then be initiated with the next highest rated firm, and so on until award can be made.

G. ELIGIBILITY REQUIREMENTS

This procurement is 100% set-aside for SDVOSB concerns. Firms must be registered as an SDVOSB with the Small Business Administration at the time of SF330 submission, the time of award, and at the time of contract issuance to be eligible for award. Failure to be certified at the time of SF330 submission will result in the offeror being deemed ineligible for award and the SF330 submission will not be evaluated.

To be eligible for evaluation and/or contract award, a firm must be registered in the System for Award Management (SAM) (https://www.sam.gov) at the time of SF330 submission. By submission of its qualifications, the firm acknowledges the requirement to remain registered and current in the SAM database through solicitation, award, performance, and final payment of any resulting contract. Representations and Certifications must be completed electronically via this site as well. Register via the SAM Internet site at https://sam.gov/entity-registration.

All prime firms must meet the NAICS code requirement specified in this notice. The Contracting Officer will verify the NAICS code in sam.gov. Failure to meet the NAICS code requirement may result in the rejection of the SF330 submission.

All firms will be required to comply with Veterans Affairs Acquisition Regulation (VAAR) 852.219- 73, VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (JAN 2023)(DEVIATION) (http://www.va.gov/oal/library/vaar/vaar852.asp).

H. SUBMISSION REQUIREMENTS

Interested firms having the capability to perform this work must submit the completed SF330 Statement of Qualifications form and any other supporting documentation electronically via email by the due date and time to andrea.greene2@va.gov. Responses shall reference in the https://www.sam.gov/ https://sam.gov/entity-registration http://www.va.gov/oal/library/vaar/vaar852.asp subject line “[Firm Name] -36C10F25R0014 Request for SF330s”. Include the firm’s SAM UEI and DUNS number in SF330, Part II, Block 4. Additional submission instructions are provided as follows:

1. One (1) electronic pdf copy of the SF330 via email (Size limitation is 10MB). This must include Parts I and II and any applicable attachments and must be signed by an authorized representative of the offeror.

2. Submissions must be received by March 27, 2025 at 3:00 PM Local Time (ET).

Submissions received after the date and time specified will not be considered. Late proposal rules per FAR 15.208 will be followed for late submittals.

3. Acceptable electronic formats (software) for submission of Qualifications:

a. The SF 330, Architect-Engineer Qualifications form is available online at https://www.gsa.gov/reference/forms/architectengineer-qualifications.

b. Files must be readable using the current Adobe Portable Document Format (PDF);

c. Files in Adobe* PDF Files: When scanning documents scanner resolution should be set to 200 dots per inch, or greater.

d. Standard letter size 8-1/2 by 11-inch paper, limited to a maximum of thirty-five (35), single-sided, single-spaced, and numbered pages as described above. SF330 Part II is excluded from the 35-page limit. If more than the maximum pages as described in each section above are submitted, the extra pages will not be evaluated. The font shall be Times New Roman 12-point or larger. Fonts for the purposes of illustrations, tables, and graphics need not be 12-point but must be clear and readable. The submission shall be clear, concise and short. Please note: the 35-page limit does not include a cover page, past performance supporting documents such as CPARS records, PPQs, or an organizational chart.

e. Please note that we can no longer accept .zip files due to increased security concerns.
