About this file
This document contains Responses to Requests for Information (RFIs) for a Facility Condition Assessment (FCA) solicitation for Veterans Integrated Services Network 2 (VISN 2). The opportunity is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with no alternative set-asides permitted. The solicitation (36C10F25R0014) seeks Architect/Engineer (A/E) qualifications to conduct a comprehensive facility condition assessment across 15 VA Medical Centers in New York and New Jersey, encompassing approximately 13,347,645 gross square feet and 436 buildings.
Key response details include strict requirements for licensed engineers, with no alternative credentials accepted, and a Qualified Elevator Inspector (QEI) certification to be added via amendment. The previous FCA awardee was Romanyk Consulting Corporation in FY 2020. The assessment process involves tours, interviews, inspections, and research to prepare a detailed report of corrective actions. Only the highest-rated firm will be selected to receive the subsequent Request for Proposal (RFP) and Statement of Work (SOW) attachments, with no current incumbent for this specific requirement.

Responses to RFIs for
Request for SF330s (Qualifications) for VISN 2 FCA
1. Can you confirm whether a small business but not a veteran-owned business would be eligible to pursue this opportunity as a prime contractor as well?
A: As a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), firms not certified by the Small Business Administration (SBA) as an SDVOSB are ineligible for award of this requirement and any submission would not be evaluated. Please refer to paragraph G. Eligibility Requirements in the subject Request for SF330.
2. Would be possible to open up this opportunity for small businesses or woman-owned small businesses?
A: Pursuant to 38 U.S.C. 8127(d), VA set-asides for SDVOSBs/VOSBs are mandatory whenever a contracting officer has a reasonable expectation of receiving two or more offers from eligible, capable and verified firms, and that an award can be made at a fair and reasonable price. There is a reasonable expectation of receiving two or more responses from SDVOSBs for this requirement. Therefore, by statute, another set-aside will not be considered at this time.
3. Does the Agency have an incumbent for this requirement? If so, could you please provide the contractor's name and contract number?
A: There is no incumbent for this requirement.
4. Who was the previous FCA awardee?
A: The previous FCA awardee (FY 2020) was Romanyk Consulting Corporation.
5. In the request under H.3.d it states, “The font for text shall be Times New Roman
12-point or larger.” Can we use a smaller font size for tables, call outs, illustrations, etc?
A: Concur. The Request for SF330s will be revised via amendment to allow for a smaller font for illustrations, tables, and graphics. The font must be clear and readable.
6. To effectively plan site visits and assess project requirements, will the Government provide building layout documentation or as-built drawings for the facilities covered under this RFP? If so, what is the process for obtaining these documents?
A: This is not a Request for Proposal (RFP). This is a Request for A-E Qualifications (SF330s) only. As noted in the Request for SF330s paragraphs F.2. and F.3., once the SF330 evaluations are complete, only the highest rated firm will be selected to receive the solicitation (RFP) and SOW attachments and be invited to engage in negotiations.
7. The Request for SF330 requires engineers to be licensed. Would the Government consider equivalent experience in lieu of a license, provided that the individual meets all other qualifications and has demonstrated relevant expertise?
A: The requirement for the engineers to be licensed is unchanged. No alternate experience or credentials will be accepted.
8. The Request for SF330 requires engineers to be licensed. Would the Government allow a licensed engineer to provide oversight for the work of unlicensed engineers or teams, provided that the overall work meets all required qualifications and standards?
A: No; one licensed engineer overseeing unlicensed engineers is not acceptable. One licensed engineer cannot cover all disciplines. Each engineer must be licensed.
9. How do we know the Elevator/Transport Specialist we submit as part of our team will comply with the Elevator/Transport Specialist scope of work and requirements for this project, if we don’t know what those are?
A: As a Qualifications Based evaluation, rather than an evaluation based on specific task details, relevant experience should be highlighted through qualifications, education, certifications, and project experience similar to the subject project type (facility condition assessments) and that align with the general requirements. However, the Request for SF330s will be revised via amendment to include Qualified Elevator Inspector (QEI) certification as a requirement.
