Statement of Construction Work Planned National Cemetery of the Alleghanies Phase 3B Development Project Number 925-008B
BACKGROUND
The National Cemetery Administration (NCA) is one of three Administrations within the U.S Department of Veterans Affairs (VA) that provide for the delivery of services and benefits to Veterans. NCA is responsible for providing cemetery services to Veterans and other eligible persons pursuant to the provisions of the National Cemeteries Act of 1973 and other statutory authority and regulations (38 U.S.C. 2306, 38 U.S.C. Chapter 24, 38 CFR Parts 38-39.) NCA’s responsibilities include the operation and maintenance of 134 national cemeteries, and the construction of new national cemeteries.
The NCA mission is to honor Veterans with final resting places in national shrines and with lasting tributes that commemorate their service to our Nation. The NCA provides burial space for eligible Veterans and family members; maintains the graves and their environs as national shrines in perpetuity; assists state and tribal organizations in providing burial benefits to Veterans through the Veterans Cemetery Grants Program; furnishes headstones and markers for graves in national, federally-administered state, tribal, and private cemeteries; marks Veterans' graves with a Government-furnished headstone, marker or medallion and provides Presidential Memorial Certificates in recognition of their service to a grateful nation; and administers grants for establishing or expanding state and tribal government veterans cemeteries.
PROJECT GOAL
The National Cemetery of the Alleghenies serves Veterans of the greater Pittsburgh metropolitan area, northwestern West Virginia, and southeastern Ohio for burial service to an estimated Veteran population of approximately 258,300. The purpose of this project is to enable the existing national cemetery to continue to provide burial services for eligible veterans in Washington County, Pennsylvania who has been served by this national cemetery since it opened in August 2005.
This proposed development will correct previously Identified Punch List corrections plans and specifications prepared by Integrity Federal Services, dated 03/28/2025.
This project will result in a firm fixed price contract.
SCOPE OF WORK:
This project will comprise of repairs to the existing cemetery in preparation for the next construction phase of cemetery development. The remainder of the site will be developed in future 15-year phased projects. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 15 years will comprise this phase of construction.

1.12.3. At the infiltration Berms, remove accumulated sediments and verify that grades are per plan (plan sheet CG102 & SI-006); verify upper infiltration berm top elevation at 1124 and stabilized overflow weir installed for 40' width at elevation 1123. (plan sheet CG102 and details 3 & 6/CG502; verify lower infiltration berm top elevation at 1120 and stabilized overflow weir installed for 45' width at elevation 1119. (plan sheet SI-006 and details 3 & 6/CG502; geocell in both stabilized overflow weirs are failing and needs to be properly reinstalled. (detail 6/CG502). Note: Replace soil or amend the soils in the infiltration areas. E&S drawings specify do not use heavy equipment compaction. (See Appendix N1 – Infiltration Berm).

A sealant shall be used with technical characteristics that are equal to data sheet characteristics identified in Appendix P. (See Appendix P – Sealant Technical Data Sheet).

2.14 REVIEW REQUIRED REGISTRATION WITH CONTRACTOR
PERFORMANCE ASSESSMENT SYSTEM (CPARS):
As prescribed in Federal Acquisition Regulation (FAR) Part 42.1502(e), the Department of Veterans Affairs (VA) evaluates contractor past performance on all construction contracts that exceed $750,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS, which is maintained by the Naval Seal Logistics Center in Portsmouth, Virginia. CPARS is available to all Federal agencies and is the system used to collect and retrieve performance assessment reports used in source selection determinations. CPARS also includes access to the federal awardee performance and integrity information system (FAPIIS). FAPIIS is a web-enabled application accessed via CPARS for contractor responsibility determination information.
Each contractor whose contract award is estimated to exceed $750,000 is required to register with CPARS database at the following web address: http://www.cpars.gov/. Help in registering can be obtained by contacting Customer Support Desk @ cpars-helpdesk@us.navy.mil . Registration should occur no later than thirty days after contract award and must be kept current should there be any change to the contractor’s registered representative.
For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor’s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report will be assigned in CPARS to the contractor’s designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.
Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government’s evaluation being placed on file in the database with a statement that the contractor failed to respond.
2.15 REFERENCES TO VA ENGINEER, RESIDENT ENGINEER OR PROJECT MANAGER:
Any reference contained within the solicitation/contract specifications and/or drawings to the “VA Engineer,” “Resident Engineer,” or “Project Manager” or their abbreviations must be replaced with “Contracting Officer’s Representative (COR).”
