X The purpose of this amendment is to provide Part I RFI Responses to all Offerors

All questions were captured from the original RFIs stated exactly as submitted by the contractor. If you have information and/or pictures that could not be extracted onto the RFI Response document VA provided a reference to the drawing related to the question

(RFI).

See page 2 Continuations- Item 14 Description

RESPONSE TO RFIs Part I

1.Question: Confirm date and time for the pre-proposal site visit Answer: See Amendment 0001

2. Question: Request for substitution of material at the solicitation level of the procurement.

Response: Substitution requests are not appropriate for the project. After the project is awarded, submittals will be evaluated based upon project requirements within the construction documents. In this case, a poured epoxy terrazzo submittal will be evaluated for compliance with the contract requirements. The specific manufacturer is less important than establishment of compliance with the salient product characteristics and requirements, warranty provisions and etc.

3. Question: The RFP Section 4.27 contains VAAR clause 852.243-70. In it, it could be interpreted that for work not performed by the Contractor (work that is subcontracted), the Contractor is only allowed to charge for fee (per the included fee schedule) and not overhead. If this interpretation is correct then any overhead that the Contractor incurs, which includes but is not limited to, insurance, field and office supervisors and assistants (such as clerical and general office help), security, use of small tools, incidental job burdens (such as office equipment and supplies, temporary toilets, telephone and conformance to OSHA requirements), general home office expenses, and the review and coordination, estimating and expediting relative to contract changes, are to all come from the fee portion of the Contractor’s charges. The VAAR clause states that these charges are to be included in “Overhead and Contractor's fee percentages”, not just fee percentages. Please confirm that the Contractor is able to charge for justifiable and substantiated overhead costs when not self-performing work activities.

Response: See 852.243-70 in its entirety for changes costing greater than, and less than $500K.

Also, refer to 852.243-70 (b) (1) and (c )(1)

4. Question: The RFP Section 4.27 contains VAAR clause 852.243-70. This VAAR clause does not specifically refer to schedule impacts for Changes. Would this VAAR clause be used to address costs associated with the schedule impact, including but not limited to extended general conditions?

Response: The clause applicable to the change would be dependent on the circumstances presented for the change.

5. Question: References: SF 1442 Item 13. Additional Solicitation Requirements a. Sealed offers in original and 1 CD, 3 bound copies to perform the work required are due at the place specified in Item 8 by 13:00 (hour) local time 06-09-2023 (date). If this is a sealed bid solicitation, offers must be publicly opened at that time. Sealed envelopes containing offers shall be marked to show the offeror's name and address, the solicitation number, the date and time offers are due.C3.1. Technical Proposal Requirements Offers are required to submit one (1) technical package (electronic version) via email attachment to the Contracting Officer (Deontrinese.Dalton@va.gov), three (3) spiral bound (no 3 ring binders), and one (1) CD via mail (USPS) of the technical package CLEARLY MARKED; “Technical Proposal – DO NOT OPEN IN MAILROOM”.C4.i. Price Proposal Requirements The offeror shall prepare and submit one (1) email (electronic)version to the Contracting Officer (Deontrinese.Dalton@va.gov), one (1) original document(s) (bound) and (1) CDs of the Price Proposal via USPS. RFI: Item 13. Additional Solicitation Requirements of the SF 1442 states the offeror should submit: 1.1 CD2.3 bound copies Section C3.1. of the RFP states the offeror should submit: 1.1 Technical package via email attachment2.3 spiral bound packages via mail (USPS)3.1 CD via mail (USPS)Section C4.i. of the RFP states the offeror should submit: 1.1 price proposal via email attachment

2.1 original document (bound) via mail (USPS)3.1 CD via mail (USPS)Can the government please specify if the email attachments and the bound copies and CDs are all due at the date/time listed on the SF 1442, 6/9 at 13:00 CST? As this is a bid, the offeror requests the bound copies and CDs be received after the date/time listed on the SF 1442, 6/9 at 13:00 CST. This allows for offerors to prepare the most comprehensive and accurate pricing to the government.

Response: See Amendment 0003

6. Question: Reference:3. I. a. Subfactor 1A: Corporate Project Experience Item 7. 7) Provide the required information utilizing the “General Contractor Reference Form” included at the end of this section. RFI: The General Contractor Reference Form included in the proposal documents does not include dedicated space for each of the items required by Subfactor 1A (1-6). Please confirm the government desires offerors to use the General Contractor Reference Form. If so, is it acceptable for offerors to provide the additional required information outside of the General Contractor Reference Form?

Response: Factor 1, the Reference form is used respond to factor 1(recent, relevant corporate experience for the projects being submitted as such). If additional attachment is needed to fully explain/describe the project, it is allowable.

7. Question: Reference: VI. Factor 6: Past Performance (Client Satisfaction) RFI: Will the Government allow contractors to submit existing PPQs previously completed by the referenced project’s POC? Reference: VI. Factor 6: Past Performance (Client Satisfaction) The offeror will provide reference information from the owner’s point of contact supplied for projects submitted under Factor 1, Subfactor 1A (Construction Management -Corporate Project Experience) provided via “General Contractor Reference Form”. The offeror will also obtain from these contacts responses to the “Past Performance Questionnaire” and submit both forms in the Technical Proposal Package TAB 5.RFI:

Can the Government please clarify if the Offeror or the referenced project’s POC is to complete the General Contractor Reference Form? Please confirm the General Contractor Reference form should be included in both Factor 1 Subfactor 1a and Factor 6.

Response: Factor 6, the projects that you provided on the “reference form” for Factor 1, will be used to provide past performance questionnaires. (Past performance is provided for the projects presented for Factor 1, that you listed on the reference forms). Both forms will be submitted in the Technical Package TAB 5.

The past performance on the projects will come from the owner of the projects POC provided on the reference forms. The POC will complete the questionnaire and return to you (Offeror) which will be included in the Technical Package TAB 5.

The reference form is used in Factor 1 and again as part of the response for Factor 6.

Factor 6, if you have a previously completed PPQ by the reference project’s POC, yes it can be used.

Advisory: Please read Factor 6 thoroughly to ensure the previously completed PPQ is addressing all the areas that are listed for Factor 6 basis of evaluation.

If an attachment to the general contractor reference form is needed to fully explain/describe the experience of the project being reference it will be allowed, but please be mindful of the page count requirement for the Technical Package.
