C. PART III – SELECTION CRITERIA

C1. The Government will award a contract resulting from this solicitation on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The following factors and sub-factors shall be used to evaluate offers. Factor 1, Technical Capability, which includes sub factors Relevant Project Experience, Construction Approach, Management Support Staffing and Safety. Factor 2, Past Performance and Factor 3, Price. After evaluating price, an evaluation of proposals for technical acceptability will be conducted. If a proposal is found unacceptable the deficiency and/or weakness will be documented. The following ratings will be used to evaluate non-cost factors.

Factor 1 – Technical Capability

Rating
Description
Acceptable
Proposal Clearly meets the minimum requirements of the solicitation
Unacceptable
Proposal does not meet the requirements of the solicitation
Deficiency
A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level (FAR 15.001)
Weakness
Means a flaw in the proposal that increases the risk of unsuccessful contract performance. A “significant weakness” in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance (FAR 15.001)

The following ratings will be used to evaluate Past Performance.

Factor 2 – Past Performance

Rating
