About this file

This file is an internal email chain from the Orange County Transportation Authority (OCTA) Contracts Administration and Materials Management department regarding the resubmission and procurement process for Request for Proposal (RFP) R001064 for Towing and Recovery Services. The procurement seeks qualified contractors to provide towing and recovery services with a budget of $435,000 for a three-year term. The requisition was initially rejected on February 17, 2026, and subsequently resubmitted to meet the February 20, 2026 deadline for procurements over $100,000. The scope of work for this procurement remained largely consistent with the previous agreement, though the department confirmed that the safety specifications would remain at Level 2. No pre-proposal conference was deemed necessary, as the scope was determined to be clearly defined with clarifications to be addressed through a written question-and-answer process.

The contract will be structured as Time & Expense (Hourly/Daily rates with a not-to-exceed amount) rather than firm fixed price. Funding for this procurement is derived from Local sources. The evaluation committee consists of three members: Casey Gladding (Section Manager II, Maintenance Resource Management), Jason Morris (Section Manager II, Maintenance Santa Ana Administrator), and Kevin Levan (Section Manager II, Maintenance-Specialty Shops Administrator), with Christine Herrera noted as a potential fourth member pending confirmation of conflict-of-interest protocols. The proposed evaluation criteria weights are as follows: Qualifications of the Firm (30%), Staffing/Project Organization (20%), Work Plan (25%), and Cost (25%), with cost meeting the mandatory 25% minimum requirement per CAMM regulations. The justification for this weighting structure prioritizes experience and reliability to reduce risk and service disruption given the safety-sensitive and operational nature of towing and recovery services.

Hello Erik, Attached is a scope of work for towing and recovery services. Previously, the procurement was assigned Level 2 Safety Specifications.

Are you able to confirm the work will remain at level 2? Thanks!

Hi Trevor, That is a great question, especially since the scope has changed slightly.

I recommend obtaining confirmation directly from Safety. Please contact Erik Earnest at eearnest@octa.net to confirm whether the agreement should remain at Level 2 or be adjusted.

Hi Christine, Attached are the safety specifications for the previous agreement. Can the current agreement remain at Level 2, or should it be up/downgraded?

Hello Trevor, Please review my responses below and provide confirmation or feedback.

1. Is the funding source Local, Measure M, or Federal? Local

2. Who are the tentative evaluation committee members (name, title, and department)?

Please ensure there are at least three, and everyone has completed the mandatory training.

Casey Gladding, Section Manager II ,Maintenance Resource Management (scheduled for 3/5/2026 training) Jason Morris, Section Manager II, Maintenance Santa Ana Administrator (training completed) https://nam11.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.octa.net%2F&data=05%7C02%7Ctworthy%40octa.net%7Ca722a82836124714a2c708de7eaee640%7C1e952f6cc8fc4e38b476ab4dd5449420%7C0%7C0%7C639087486822120183%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=FkMoJzAzJRAW79FJSKEkbAqW8acazcF3m8fKtnKnwbE%3D&reserved=0 mailto:tworthy@octa.net mailto:cherrera@octa.net mailto:cherrera@octa.net

If the training schedule is not acceptable, I will supply 2 alternates

3. Please complete the table below to propose evaluation criteria and weights for this RFP. Per CAMM requirements, Cost must be weighted at a minimum of twenty-five percent (25%) of the total evaluation score. The total of all criteria must equal 100%.

PROPOSAL

WEIGHT (%)

Qualifications of the Firm 30% Staffing / Project Organization 20% Work Plan 25% Cost (minimum 25%) 25%

Justification for proposed evaluation criteria and weighting:

The criteria are structured to select a contractor that can safely and reliably support OCTA’s towing and recovery needs. Greater weight is placed on qualifications and work plan to ensure demonstrated experience, proper equipment, and effective response procedures. Staffing is weighted to evaluate coverage and operator capability. Cost is weighted at 25% in accordance with requirements; however, due to the safety-sensitive and operational nature of these services, experience and reliability are prioritized to reduce risk and service disruption.

4. Is the contract time & expense, CTO-based, or firm fixed price? Time & Expense (Hourly/Daily rates with a not-to-exceed amount)

5. Is a pre-proposal conference necessary for this procurement? If yes, please provide justification based on project complexity and/or the need to clarify requirements. No.

The scope is clearly defined, and any clarifications can be addressed through the written Q&A process.

Hi Nancy, Yes, thanks for the commentary. We were hoping to have had all the supporting documents before the deadline. The memo is clear in regards to both docs and reqs being submitted in order to be considered meeting the deadline. CAMM staff can’t start on processing until we have everything. Again, not meaning to pick on your department at all.

It’s just for some reason this year, many departments are falling very behind on providing supporting documentation to CAMM so we’re at a pivotal point now that we won’t be able to complete all of the year end and 7/1 procurement actions.

The deadline for submitting reqs (and supporting docs) for RFPs and IFBs over $100K and up to $1MM was Feb 2nd. This procurement is for $435K so the deadline was 2/2, not 2/20.

The 2/20 deadline is for procurements $100K or less. That said, I will discuss Trevor’s availability to complete this procurement by 6/1 and get back to you. The rest of the team already has their respective procurements which they’re working on for year end and 7/1.

For your ease of reference, here is the link to the Year End Deadlines memo that was released on November 24, 2025. Year-End-Requisition-Deadlines-for-FY-2025-26

Importance: High

Hi Nancy and Georgia, R001064 for Towing and Recovery Services was rejected on 2/17. I have received all required documents, and they are ready for resubmittal in time for 2/20 deadline.

Nancy, please reenter the REQ at your earliest convenience.

Georgia, could you please confirm whether this requisition will be reassigned to Trevor, or if a different buyer will be assigned? I want to ensure the documentation is routed appropriately upon resubmission.

Trevor is copied here for visibility.

Thank you both for your assistance.
