About this file
This is a Procurement Plan memorandum from the Orange County Transportation Authority (OCTA) dated July 31, 2026, outlining the release, selection, and award process for RFP 260469 for Towing and Recovery Services. The procurement seeks qualified contractors to provide on-call towing and recovery services to support OCTA's operational needs. The contract is structured as a three-year term with no mentioned renewal options or optional extension periods specified in the planning document.
The contract will be awarded on a Time and Expense basis with firm-fixed hourly rates, with an initial budget of $435,000 for the three-year term. Funding is sourced from Local Measure M. The evaluation will prioritize qualifications of the firm (30% weight), work plan (25% weight), staffing and project organization (20% weight), and cost (25% weight), reflecting OCTA's emphasis on safety, reliability, and demonstrated experience over price alone. Prevailing wage requirements apply to this procurement. The internal evaluation team includes representatives from Contracts Administration and Materials Management, Maintenance Resource Management, Maintenance-Specialty Shops, and Facilities Maintenance-Santa Ana. A Disadvantaged Business Enterprise (DBE) goal has been established for this procurement.

Evaluation Criteria:
PROPOSAL WEIGHT
Qualifications of the Firm 30% Staffing/Project Organization 20% Work Plan 25% Cost 25% Justification:
The criteria are structured to select a contractor that can safely and reliably support OCTA’s towing and recovery needs. Greater weight is placed on qualifications and work plan to ensure demonstrated experience, proper equipment, and effective response procedures. Staffing is weighted to evaluate coverage and operator capability. Cost is weighted at 25% in accordance with requirements; however, due to the safety-sensitive and operational nature of these services, experience and reliability are prioritized to reduce risk and service disruption.
