About this file
This is a Level 2 Health, Safety and Environmental Specifications exhibit for RFP 260469 issued by the Orange County Transportation Authority for towing and recovery services with a budget of $435,000 over a three-year term. The specifications establish comprehensive health, safety, and environmental compliance requirements that all contractors, subcontractors, suppliers, and employees must follow throughout contract performance. The contractor must designate a qualified Health and Safety Representative prior to beginning work, conduct hazard evaluations and document scope planning for all work activities, and implement appropriate control measures to protect employees, the public, and property. The specifications require immediate notification to the Authority's designated representative of any incidents including property damage, recordable injuries, environmental incidents, or regulatory agency inspections, with written preliminary incident reports submitted within 24 hours and formal investigation required for serious injuries and Cal/OSHA recordable incidents.
The contractor bears sole responsibility for identifying all hazards associated with its work scope, implementing safe work practices, and maintaining safe conditions throughout contract performance. All contractors must provide necessary tools, equipment, and safety protective devices and instruct all employees and subcontractors in hazard identification and mitigation relevant to their assigned work. The specifications require compliance with all applicable federal, state, county, municipal, and local environmental laws and regulations governing noise, air quality, water quality, stormwater, hazardous materials, contaminated soils, and cultural or archaeological resources. Non-compliance, repeated unsafe acts or conditions, or serious violations of safety standards may result in corrective action up to and including suspension of work, removal from site, or contract termination at the Authority's sole discretion. The document contains editorial notations indicating pending corrections to page numbering.
