About this file
This is a Health, Safety, and Environmental Specifications document (Exhibit D) for RFP 260469 issued by the Orange County Transportation Authority (OCTA) for towing and recovery services. The specification outlines mandatory compliance requirements for all contractors, subcontractors, suppliers, and employees performing work on Authority property. Contractors must comply with all applicable OCTA Health, Safety, and Environmental Compliance (HSEC) requirements, project site requirements, and bus yard and rail safety rules. The document emphasizes that contractors bear sole responsibility for identifying hazards, implementing appropriate controls, and ensuring safe work execution throughout the contract term. Repeated unsafe acts, serious violations, or noncompliance may result in corrective action up to and including work suspension, site removal, or contract termination at OCTA's discretion.
The specification requires contractors to develop and maintain all federally, state, and locally required health, safety, and environmental programs applicable to the work scope. Contractors must immediately notify OCTA of any incidents including property damage, recordable injuries or illnesses, environmental incidents, and outside agency inspections, with written preliminary reports submitted within 24 hours. Contractors must designate a Qualified Health and Safety Representative and evaluate all hazards associated with work activities prior to execution. Additionally, contractors must comply with all federal, state, county, municipal, and local environmental laws and regulations governing noise, air quality, water quality, storm water, hazardous materials, contaminated soils, and cultural or archaeological resources. Contractors are responsible for providing all necessary tools, equipment, and safety protective devices and must instruct all employees and subcontractors in hazard identification, mitigation, and avoidance of unsafe acts and conditions relevant to their assigned work.
