About this file

This is a reprocurement memorandum from the Orange County Transportation Authority (Authority) regarding Request for Proposal (RFP) 250257 for Towing and Recovery Services. The original RFP was released on April 23, 2026, to 6,709 vendors via Opengov but received no quotes by the deadline. Following a post-solicitation survey, the Contract Administrator identified five vendors and documented their reasons for non-submission: Creation World Safety cited uncertainty about service necessity, Navarro's Towing stated the solicitation was vague regarding requirements, Caroadside lacked equipment for large trucks and buses, Vibe Division faced competing priorities and resource constraints, and Anaheim Fullerton Towing was unaware of the opportunity due to notification volume. The solicitation will be re-released as RFP 260469 on August 20, 2026, with a quote submission deadline of October 24, 2026.

The blanket purchase order for towing and recovery services carries a budget of $435,000 over a three-year contract term. The requisition was authorized by the Maintenance Resource Management department through Requisition number R001064 in the Financial Enterprise system. The reprocurement memo was prepared by Dara Doeum, Contract Administrator of CAMM, on July 27, 2026, to document the failed initial solicitation attempt and the planned re-solicitation strategy designed to address vendor concerns regarding clarity and accessibility of the procurement opportunity.

Reprocurement Memo

Request for Proposal (RFP) 250257 “Towing and Recovery Services” Requisition number R001064 was entered into Financial Enterprise (FE) by Nancy White of the Maintenance Resource Management department. The requisition authorizes a blanket purchase order for towing and recovery services.

Request for Proposal (RFP) 250257 was released via Opengov to 6709 vendors on April 23, 2026. The RFP received no quotes by the due date specified in the RFP.

The Contract Administrator performed the post solicitation survey process and contacted all vendors from notified users list to inquire about the reasons for not submitting a quote and received the following five (5) responses:

1. Creation World Safety stated they did not bid as they were not sure if their services were needed.

2. Navarro’s Towing said they reviewed the materials and the solicitation was vague as to what was required. They did not get a clear picture of what the agency was soliciting and was discouraged.

3. Caroadside was unable to submit a quote as they did not have the right equipment to tow large trucks and buses.

4. Vibe Division declined to bid due to competing priorities and existing commitments at the time, they were unable to dedicate the necessary time and resources to fully prepare a competitive and compliant bid package prior to the submission deadline.

5. Anaheim Fullerton Towing shared they were unaware of the solicitation since they get so many notifications from Opengov.

The requisition will be re-solicited as RFP 260469 on August 20, 2023. Quotes will be accepted through October 24, 2023.
