The contract will be awarded for an initial three-year term, with internal evaluators identified as Casey Gladding, Kevin Levan, and Jason Morris from the Maintenance Resource Management and Facilities Maintenance departments. The procurement plan was concurred upon by Christine Herrera, Contracts Analyst for Maintenance Resource Management, on August 5, 2026, and by Javier Lopez Jr., Section Manager II of Contracts and Procurement, on August 20, 2026.

The procurement utilizes a time and expense contract structure with firm-fixed hourly rates, with a total budget of $435,000 for the initial three-year term. Evaluation Criteria:

PROPOSAL WEIGHT

Qualifications of the Firm 30% Staffing/Project Organization 20% Work Plan 25% Cost 25% Justification:

The criteria are structured to select a contractor that can safely and reliably support OCTA’s towing and recovery needs. The greatest weight is placed on qualification of the firm at 30 percent as the firm must demonstrate relevant experience performing similar towing and recovery services. Staffing and Project Organization is weighted at 20 percent to ensure sufficient operator coverage is available for these as-needed services. Work Plan and Cost and Price are weighted equally at 25 percent to ensure the firm demonstrates its approach to meeting the requirements of the scope at the level of service required and ensure that OCTA receives competitive pricing to perform these services.
