SECTION 23 08 00
COMMISSIONING OF HVAC SYSTEMS
PART 1 - GENERAL
1.1 DESCRIPTION
A. The requirements of this Section apply to all sections of Division 23 unless noted otherwise.
B. This project will consist of commissioning of specific equipment in the
Mechanical Rooms such as the Air Handling Units and DOAS Units. The temperature controls sequence of operation shall also be verified and documented in a report of actual conditions witnessed on date of testing.
C. The actual TAB, Commissioning and DDC controls work of Air Handling
Systems shall be planned to occur on a weekend after hours when a equipment shutdown is scheduled.
D. Refer to Johnson Controls flow diagrams and sequence of operation for typical existing DNT and OP Building Air Handling Units and DOAS Units controls.
E. The Commissioning Agent shall be work together with the Temperature
Controls contractor and TAB contractor to coordinate all activities to complete the project.
F. The Commissioning Agent shall be a subcontractor of the General
Contractor and shall report to and be paid by the General Contractor.
1.2 SUMMARY
A. This Section includes requirements for commissioning the HVAC systems of the related equipment.

PART 3 - EXECUTION
3.1 SYSTEMS FUNCTIONAL PERFORMANCE DOCUMENTATION:
A. The Commissioning Process includes Systems Functional Performance
Testing that is intended to test systems functional performance under steady state conditions and to test system reaction to changes in operating conditions. The Commissioning Agent shall witness and document the testing by the TAB contractor. In addition, the
Commissioning Agent will witness and document the temperature controls sequence of operation of the Air Handling Systems. The Contractor shall sign the reports to verify tests were performed and data recorded as witnessed. The final reports for the entire Campus shall be provided to the VA within 30 days after the project is complete.
B. The Commissioning Agent shall work with the TAB contractor and the
Johnson Controls contractor to witness, verify and document all work performed during the period of performance related to the Air Handling
Units.
C. Specification Section 230593 details minimum requirements for this project. Verify and confirm TAB data such as all setpoints, air and water temperatures, air flows, air pressure safety cutout setpoints, damper operation, etc.
D. Specification Section 230923 details minimum requirements for this project. Verify and confirm temperature controls sequence of operation such as supply and return fan control and modulation, VFD ramp speed, outside air control, etc.
E. Submit for review and comment by the VA COR a sample of a final commissioning checklist or report that will be used for this project before work begins.
