Pre-proposal Conference/Site Visit Building 14 and Building 53A Renovation at JLC
August 19, 2015
Introductions:

The remarks and/or explanations given today will in no way qualify the terms and conditions of the RFP. Terms of the solicitation, drawings, specifications and statement of work remain unchanged unless the solicitation is amended in writing.
The Contracting Officer, Mr. Jerry Martin, is the ONLY individual with the authority to bind the government and make changes to the RFP.
We ask that you write down any questions that you have so that the answers can be provided to all potential offerors in the form of an amendment to the solicitation.
Purpose of this conference and site visit Explain the solicitation requirements, conduct site visit and give prospective contractors an opportunity to submit questions.
After a brief review of the RFP package and the Technical Specifications, there will be a tour of the facility.
General Overview of RFP package
The requirement is issued as a small business set-aside. NAICS code is 236220 and the small business size standard is $36.5M.
RFP REVIEW: The magnitude for this requirement is over $10,000,000.
The offers are due on or before September 9, 2015, 1:00 P.M. local time in Jefferson, Arkansas in NCTR building 50, Room 422.
Offerors are required to submit an original and three (3) copy of the proposal including the SF-1442. Copies shall have original signatures. Original and three copies of recent and relevant past performance information.
Offers must be received sealed, identified by the solicitation number on the outside of the package.

We anticipate award of a firm-fixed price contract by September 30, 2015 and issuance of a Notice to Proceed by October 14, 2015.
The government will not pay for the Cost of proposal preparation.
All questions are due in writing no later than August 26, 2015.
Overview of contract terms
A Bid guarantee is required in the amount of 20% of the bid price or $3.0 million dollars, whichever is less. Refer to section L-5 and clause 52.228-1.
G-5 performance and payment bonding requirements. The contractor shall furnish all executed bonds, including any necessary reinsurance agreements within 10 calendar days after award prior to issuance of the NTP.
Performance and payments bonds penal amount is 100 percent of the original contract price.
Review the clause H-5 for subcontracting requirements.
Clause H-6 Required Insurance – the Contractor is required to submit a certificate of
Insurance prior to beginning work under the contract. Required coverage amounts are listed in the clause.
The offerors reps and certs are to be complete online via the SAM.gov website.
Submit FAR Provision 52.204-8 in Section K-2 of the solicitation and complete only paragraph (b) (2) of this provision if the online reps are completed electronically. In the price proposal indicate that SAM information is current, accurate, complete and applicable to this solicitation.
Section L-6 General Proposal Instructions and Section L-7 Submission of Offers further explains the requirements for submitting your proposals.
Offerors are required to submit an original and (3) three copies of recent and relevant past performance information with your proposal. Attachment J-13 should be used to obtain the recent and relevant past performance information. You need to complete the top portion of the form and send to your references as quickly as possible. The reference will in turn need to send the completed Attachment J-13 form to my attention. Past Performance Instructions are depicted under L-7, Part I (page 55).
Evaluation Criteria is stated in section M of the RFP. Past performance and price are evaluation criteria.
Submit your best proposal because the government reserves the right to award without discussions.
