d) Answers to questions received
1. How are material substitution requests going to be handled?
Response: The Government will not review material substitution requests prior to solicitation due date. Consistent with FAR Clause 52.236-5, the specifications establish a standard of quality and shall not be construed as limiting competition. The Contractor may, as part of the post award material approval process, submit for consideration and approval by the Contracting Officer, any equipment, material, article, or process the Contractor feels is equal to that specified, however, the burden of establishing "equal" rests solely upon the Contractor. The Government will in no way be responsible for any additional costs a Contractor may incur for having to resort to other equipment, materials, articles, or processes for submittals found by the Contracting Officer not to be equal to that specified.
2. Section 123110 and Section 123553.19 (Attachment J-2) seem to be duplicated. Sheet A-701 (Attachment J-1), G and J of the Code Legend reference Metal Casework Section 125650 1.08 (Attachment J-2) references that casework, fittings and workstations come from same manufacture. Is casework to be plastic laminate or metal in the labs? Is Mobile casework to be plastic laminate or metal? If casework is to be plastic laminate, is 12 35 53.19 to be used for the laboratory casework? If casework is to be plastic laminate, will 125650 1.08A be stricken?
Response: Spec 123110 and 12355.3.19 are for the furniture systems in the offices, and break rooms i.e. anything that is not in a lab. Section 125650 specifically refers to Laboratory furniture system, casework, work surfaces, and accessories. We do not want to receive the benches from one manufacturer and the lab case work from another.
3. Section 12 56 50 (Attachment J-2) and sheet A-701 (Attachment J-1) detail the DT19 and CT19 units. The units show the 84” tall nominal units with shelving and apparent electrical wiring.
Most of the elevations (A700 Sheets) call out the DT19 and CT19 units, but show a different unit.
Are the units to be provided as specified and detailed on A701or as shown on the elevations?
Response: As specified and detailed on A701 (DT19 and CT19 units).
4. There are 2 Compressed Air Specifications 221500 General Service Compressed Air, and 226006 (Attachment J-2) Process Laboratory Piping Systems. Which specification is to be used for the CA serving the labs in Bldg. 14?

Response: Use Section 226006.
5. Please provide more detail on the 4" tall plastic scrim that is called for on Bldg. 14, M-408 Detail (Attachment J-1).
Response: The detail calls for a four foot section. This is intended to be a section of PVC sheeting to protect the ductwork from wear and tear in the areas used by maintenance personnel.
6. Please provide as As-Built to assist in the 1st Floor Mechanical & Plumbing demo for Bldg. 14.
Response: The overall existing plan is on Sheet M103 (Attachment J-1)
7. M501 Bldg. 14 Detail #6 shows trapeze detail for duct less than 36". Does this include all ducts less than 36" (i.e. 6 x 6 or 6" round)?
Response: This detail is intended for duct mains.
8. M408 Bldg. 14 Detail 5. How are the transverse joints of the 3 sided duct to work in concert with the diffusers?
Response: There is no 3 sided duct shown in this detail. The diffuser is supported by the bottom of the duct. Question references both buildings; however, we are only doing this in Building 14.
The detail for this is found on sheet M501, Detail 9.
9. There are multiple references to Phase 1 "A" & Phase 1 "B". Are these to be included in Phase 1 Pricing?
Response: Phases 1'A" and 1'B" are a part of phase 1. This is intended to show sub phasing.
10. M 2.2—this is noted ph 2, is this to be bid as phase 2 or opt 1—opt 1 says all of second floor?
Response: This should be bid as Option 1 CLIN 3. If this option is exercised, construction will commence during Phase 2 construction.
11. M4.2 (Attachment J-5)- noted as phase 2, but plans call for duct on second floor to be option 1.
Response: This should be bid as Option 1 CLIN 3. If this option is exercised, construction will commence during Phase 2 construction.
12. M113 (Attachment J-1)—keyed note 9 has two arrows, but note states existing ventilation fan and platform shall be demolished. Is there more than one fan/platform at this location
Response: There is one fan and the platform to access it is in this area.
13. There are multiple references to Phase 1 "A" & Phase 1 "B". (Attachment J-5) Are these to be included in Phase 1 Pricing?

Response: Phases 1A and 1B are subphases of phase 1.
14. M501 detail #9 (Attachment J-1)-Does this detail apply to "C" devices as well?
Response: this only applies to low velocity diffusers.
15. Section 12 56 50 (Attachment J-2) calls out for Overhead Distribution Panels. We cannot locate any of these, nor does there appear to be any suspended ceilings in the labs. Please clarify.
Response: There is no distribution panel only the wall plug indicated in the E-sheet.
16. (Bld 14) Specs: Section 27-Special Requirements for NCTR Campus Cabling, section 1.4 on page (3 of 11) (Attachment J-1) states all connectors shall be APC connectors. Please confirm that APC is what you would like to be installed for the building 14 remodel.
Response: All fiber terminations shall be optical pigtail connections and fusion spliced. If APC is required fusion splicing then yes it will need to be a requirement.
17. Bld 14) Sheet E-603 (Attachment J-1): The spare fiber going to building 11 is stated to be 12 Strand. Can you please verify that it is a 12 Strand and Not a 24 Strand OSP Fiber?
Response: the fiber going to building 11 shall be 24 strand single mode.
18. (Bld 14) Sheet E-603 (Attachment J-1): Since we are to maintain the fiber going to building 11 during the construction. Will we need to provide a temporary fiber coming from the nearest IDF to building 11?
Response: Yes - unless the switch over can be made within 24 hours or less (the building can be without network service for no more than 1 day)
19. (Bld 14) Sheet E-603 (Attachment J-1): In The diagram Tele/Data room 1030 what size fiber would you like to be installed from the SUB-HUB Rack to the SUB-Telephone Rack? (General Notes-D.)
Response: 24 strand single mode fiber.
20. Bld 14) Sheet E-603 (Attachment J-1): In the diagram Tele/Data room 1039, where is the spare fiber going?
Response: This fiber should terminate in the nearest comm. Manhole. It will be used later if VOIP is introduced.
21. (Bld 14) Are we needing to provide a 300pr lightning protection punch down block for the OSP 250pr being installed in Tele/Data room 1039?
Response: Yes, lightning protection shall be provided.

22. See below for one-line. Should the new service (highlighted in yellow) be included in Phase 1?
Also, if all of the ATS's were in phase 1, the start-up on the generator/ATS's could possibly be done at one time, to eliminate an added cost for two "start-up" fees from the generator supplier.
Response: The installation methods are up to the contractor as long as they meet the NCTR facilities direction. It is acceptable to be included in Phase 1 if the contractor can make it work without significant shut downs to Building 14 East.
23. Please clarify that it is the intent for ALL panel feeders to be installed in Galvanized rigid Conduit. (Attachments J-2, and J4)
Response: Yes, all panel feeders. 26 05 34 2.01 N Panelboard feeders: Use galvanized steel rigid metal conduit.
24. Panel HDE on E-602 missing panel schedule (Attachment J-1)
Response: Panel HDE on E-602 should not be included in the bid; it has been eliminated and will not have a panel schedule.
25. Section 115300 (Attachment J-1) calls for all Laboratory Service Fittings and Emergency Equipment to be supplied by same manufacture and from same supplier. 2.02, A, B & C call for recessed type safety equipment. Plumbing drawings are calling out a completely different unit onP-501 and P-601.Who is to supply safety equipment, and which specification should be followed? If 115300 is to supply safety equipment, do we also provide the Thermostatic mixing valves?
Response: The equipment on the drawings are correct. No recessed emergency fixtures are to be used. The mixing valve is to be provided by whomever provides the emergency equipment.
26. Plumbing - The plumbing schedule on P-601 and sheets P-103 and P-104 (Attachment J-1) are in conflict with the Laboratory Specifications. For example, fume hoods are called out to have cold
Amendment 5 15-223-SOL-00107 5 of 15 water, gas, air, and vacuum in the specifications but only show cold water hook-up on P-103 and P-104. The sink schedules on P-601 have plumbing contractor providing non laboratory grade fixtures at lab sinks while lab fixtures are also called out in section 1153 00. The workstations called out in 12 56 50 do not have any indication of gas connections. Please provide clarification on laboratory plumbing.
Response: The only connections to the fume hood that the contractor is responsible for are the cold water connections. The lab gas connections will be completed by the owner and their own contractor. All fixtures in labs are to be lab grade. The only plumbing fixtures in the labs are the sinks with a DI faucet, a manual faucet, and an eyewash/drench hose. These need to be lab grade.
27. The existing structure on Building 14 shows some signs of weathering. Can we provide recommendations for repair?" Refer to attached photo.
Response: From the photo the corrosion looks superficial. . Recommend removing any soil/top soil form contacting the steel column surface. Clean surface of steel. Prep and paint bottom of column with primer and paint. The [building 14 addition] new slab turndown will encase the existing rigid frame column base below finish floor elevation
28. Will the Fire Alarm / Mass Notification Panel for Building 14 be networked with the other existing Fire Alarm / Mass Notification Panels at the site?
Response: Yes, panels will continue to be networked back to Building 54 existing Siemens system.
29. Drawing F 502 (Attachment J-1), in the upper left corner, shows the NAC Circuits to be Class “A”.
Section 28-31-00 of the Specifications, paragraph 2.02 “C“states NAC circuits to be Class ”B”.
Please clarify.

Response: NAC circuits shall be Class B.
30. Section 28-31-00 of the Specifications, paragraph 2.02 “F” (Attachments J-2 and J-4) refers to Guards for Protections of Components but no guards are shown on the drawings. Are Guards required?
Response: Yes, guards are required.
31. Is the conduit for the Fire Alarm supplied and installed by the Electrical Contractor or the Fire Alarm Contractor?
Response: The conduit may be supplied and installed by either contractor.
32. (Bldg. 53A) M109 AND 114 bldg. 14 (Attachment J-3)—how do we interpret a labor factor for demo without an existing duct layout?
33. Response: Ductwork has been documented where possible. Contractors are expected to use information gathered during the walk through, the plans, as well as their expertise to provide bids.
34. (Bldg. 53A) M-408—detail 5—bldg. 14 (Attachment J-3)--some sort of (plastic scrim), we did not do bldg. 62, nor was it included in the walk thru—we can find no vendor that has any type of plastic scrim with labeling for it, if this is what you want, we need a spec with a vendor name, a supplier of this product, nothing on internet either---scrim is defined as a gauze, not plastic on internet, and nothing with printing?
Response: The detail calls for a four foot PVC section. This should be changed to a 6 foot section consisting of 20 mill aluminum jacketing. Provide preform elbows where required. The jacketing is to protect the ductwork from wear and tear in the areas used by maintenance personnel.
35. (Bldg. 53A) M-408 bldg. 14—detail 7—gen note 2 (Attachment J-3)—the drawings says refer to the structural for the duct supports, I do not see these shown on the structural, is the intent for this metal to be included under the structural, or mechanical, it shows in neither division?
Response: Using the detail on M-408 (detail 7) we would encourage the contractor to work with the unistrut company to determine a good solution using clamps or screws to connect the unistrut to the joist. Contractor shall submit shop drawings of proposed support system for duct work to structural engineer for approval.
36. (Bldg. 53A) M-501—bldg. 14—detail 6 (Attachment J-3)—shows trapeze hangers for all duct below 36 inches diameter, this is not a SMACNA mandate, is this the engineers mandate? If so, is this to be used on all the small ducts, 6x6, 6 inch round?—what is the intent for the use of

Response: This detail is intended for duct mains in Buildings 14 and 53.
37. (Bldg. 53A) M-408—bldg-14---detail 5 (Attachment J-3)—how are the transverse joints of this 3 sided duct suppose to work in concert with the diffusers?
Response: There is no 3 sided duct shown in this detail.
38. (Bldg. 53A) M-501 detail 9 (Attachment J-3)—Do the C devices install same as this?
Response: This detail is labeled low velocity (it is labeled low velocity, radial air device). It is intended to provide more detailing for low velocity devices. C devices are not intended to be installed in this manner.
39. (Bldg. 53A) M-1.2—detail 2 (Attachment J-5)—says phase 1a—there is no 1a definition—it’s on the second floor??—is this to be bid as ph 1, ph 2 or option 1??
Response: It is to be bid as Phase 1.
40. (Bldg. 53A) M-2.1 (Attachment J-5)—plan says this is ph 1b—there is no 1b—it’s on the second floor??—is this to be bid as ph 1, ph 2, or option 1??

Response: Galvanized. Install and connect as per manufacturer recommendation.
52. (Bldg. 53A) M-113—between col. Lines 6-9 and a-f (Attachment J-3)—there are a lot of dashed lines of equip, what is the intent, nothing mentioned is it is existing to stay or to demo, if the intent is to demo, need definition as to what the equip if in this area??
Response: The intent is demolition of all equipment including but not limited to air handlers, fans and ductwork. The dashed lines represents majority of this equipment, ductwork, piping, and supports to be removed. Contractors will be expected to accurately bid based on drawings and walkthrough.
53. (Bldg. 53A) M-113—key note 9 (Attachment J-3) - has two arrows, but note says (1) fan—if the intent is more than one fan, how many are there?
Response: There is one fan and the platform to access it is in this area.
54. Another reference to Phase 1B is on M2.1 Bldg. 53. This work is on the 2nd floor which is to be included in Phase 2 pricing. Please clarify.
Response: This shall be bid as Option 1 CLIN 3. If this option is exercised, construction will
55. Bldg. 53 MD101, MD102, MH101, MP101 (Attachment J-3) -Is this work to bid as Phase 2 or Pricing Option #1?
Response: The first floor will be bid as Phase One CLIN 1. The second floor will be bid as Phase Two CLIN 2.
56. The specs on the different jobs do not agree:---one spec says just pressure test med pressure ducts, which is what SMACNA says—SMACNA has no protocol for testing ducts below 3 inches, the other spec from Cromwell say pressure test all ducts, there is no protocol in SMACNA for this, please advise.
Response: Pressure test medium pressure ducts. The only exception is Building 53A animal rooms where the low pressure duct will need to be tested. This duct will be tested and constructed to medium pressure duct standards.
57. The TME spec (Attachment J6) says the lab exhaust ducts to be PVC coated ducts, the Cromwell spec has no spec on lab duct.—you cannot have PVC coated rectangular ducts, for any duct, if there is rectangular lab duct there is no definition of this?? Since the 3 separate set of specs do not agree which takes precedence?
Response: Remove PVC coating duct work requirements for Building 53A and Building 14. .

58. DWGS M4.1. (Attachment J-5) Unclear, what is the intent of this DWG. And note (to fig an alt for a ceiling return system, this work is not defined in the part 1-Schedule B-2 Schedule of values?
Response: The intent of M4.1 is to show the demolition of the office space duct distribution system. This shall be bid as Option 1, CLIN 3. If this option is exercised, construction will commence during Phase 2 construction.
59. DWG M4.2—(Attachment J-5) This work is not defined in the B-2 Schedule of items to be done.

61. Section 12 56 50 (Attachment J-1) specifies that the workstations are to be wired and have LED task lighting as detailed. The only information that we can locate is on sheet E-401, Keyed Note 3 and 4 which references the building power and twist locks for the benches and bench task lighting. We cannot locate how the benches themselves are to be wired and task-lighted. Please provide information on how the workstations are to be wired, number and type of receptacles.
Please provide information on which workstations are to receive task lighting.
Response: Provide new task lighting in all renovated laboratories as follows:
DT19 Tables with Integrated Open Shelving Units
All 48” wide tables/shelves to receive one 22” wide task light.
All 60” wide or greater tables/shelves to receive two 22” task lights.
Wall Mounted Wood Cabinets above DT19 Tables As a general rule, provide 2:3 (66%) ratio of lighting per linear foot of wall mounted cabinets, based on the use of the 22” wide task light fixture indicated as the Basis of Design indicated below and in the specifications. Examples: Four linear feet of upper cabinets shall receive one 22” wide task light. Six linear feet of cabinets shall receive two 22” wide task lights. 12 linear feet of cabinets shall receive four 22” wide task lights. A single 30” or 36” wide cabinet shall

Response: The overhead distribution panels are shown on sheets E-401 thru 406.

Response: The design calls for all fiber terminations to be optical pigtail connections and fusion spliced. The contractor shall install per manufacturers’ recommendation.

Response: The fiber going to building 11 shall be 24 strand single mode.
65. (Bldg. 14) Sheet E-603 (Attachment J-1): Since we are to maintain the fiber going to building 11 during the construction. Will we need to provide a temporary fiber coming from the nearest IDF to building 11?
Response: Yes - unless the switch over can be made within 24 hours or less (the building cannot be without network service for no more than 1 day including weekends)
66. (Bldg. 14) Sheet E-603 (Attachment J-1): In The diagram Tele/Data room 1030 what size fiber would you like to be installed from the SUB-HUB Rack to the SUB-Telephone Rack? (General Notes-D.)
Response: 24 strand single mode fiber.

Response: The contractor is expected to coordinate with the electrical subcontractors to verify panel sizes and access requirements and adjust panel partition as needed.
68. (Bldg. 14) Sheet E-603 (Attachment J-1): In the diagram Tele/Data room 1039, where is the spare fiber going?
Response: This fiber shall terminate in the nearest comm. Manhole. It will be used later if VOIP is introduced.
69. (Bldg. 14) Do we need to provide a 300pr lightning protection punch down block for the OSP 250pr being installed in Tele/Data room 1039?
Response: Yes, lightning protection shall be provided
70. Please clarify that it is the intent for ALL panel feeders to be installed in Galvanized rigid Conduit.
Response: Yes, all panel feeders per 26 05 34 2.01 N Panel board feeders (Attachment J-1): Use galvanized steel rigid metal conduit.
71. Panel HDE on E-602 missing panel schedule
Response: Panel HDE on E-602 (Attachment J-1) should not be included in the bid; it has been eliminated and will not have a panel schedule.
72. Please provide Elevator Specifications.
Response: Omit elevator work from the construction documents. Refer to drawing AD101.

73. The insulation panels attached to the underside of the deck (exposed to the lab) is in very poor condition. In some places the insulation has fallen off (exposing the lightweight concrete), and there are many areas that are stained, fraying, or bulging. Is there an alternative to the proposed encapsulation of the ceiling?

Response: Upon review, we agree that this is not the right approach. The right approach is to apply 20 gauge metal panel system. Please find the attached pdfs of drawings and specs for the revision. Below is a summary of the architectural revisions that were made. (Attachment J-1)
• Omit specification section 09 98 50 'SPRAYED ENCAPSULATE COATING'
• Add specification section 07 42 13 METAL PANELS
• Issued Revisions to Sheets: A-104, A-105, A-601, A-602
• All areas previously noted to have exposed ceiling/structure with sprayed encapsulate coating shall now receive a pre-finished metal ceiling panel as indicated on the revised drawings and specifications. See attachment 3 (9 pages).
74. Neither spec for 14 or 53 defines the end point for stainless duct off fume hoods, as general exhaust is mixed with the fume hood systems. There should be an indication telling vendors where the stainless stops, i.e. between hood and box, all the way to the main, or all the way to the AHU?
Response: There is no requirement for Stainless Steel or PVC coated duct work for Buildings 14 or 53A.
75. Could prices be sent in in electronically and follow up with the hard copies within 24 hours of the bid?
Response: No electronic copies will be permitted.
76. If a past project has a performance record in PPIRS, is a Past Performance Evaluation Questionnaire still required?
Response: The offeror should still send the past performance questionnaire to their reference.
77. In reviewing the Part I Schedule; B2 Schedule of Items is the Base Bid to be broke down per phase as shown on CLIN 1 & 2?
Response: Yes.
78. I am a furniture vendor interested in bidding two sections (Furniture Components and Modular Casework) for the Building 14 and Building 53A Renovation Project, but I have a couple of questions.
a. Do I respond directly to this solicitation or to a general contractor?
Response: Respond to the general contractor.
b. When will the furniture components and modular casework likely order? (This will affect my pricing)

c. Are floor plan drawings or quantities for the furniture sections attached in this bid?
Response: The floor plan and drawings can be found online at FBO.gov.
d. If I submit my pricing to a contractor, will obtaining a Letter of Authorization (from NCTR/FDA) giving permission to the general contractor to purchase off of the GSA contract be a problem? My manufacturers will require this letter in order to extend GSA pricing to the contractor.
Response: The Government will not provide a letter to purchase off of the GSA contract.
