B.F. Sisk Dam SOD Modifications, Phase I - Offeror’s Questions and Answers Amendment 0007
Question 1: Drawings 60084, 60085 and 60086, Note 5.1 under stage 2 grouting, indicates grouting is complete when “1 Cubic yard of grout has been pumped and the COR concurs grouting is complete.”
Specification 33 29 05, Section 3.07, Paragraph E states, “Stage 2 backfill grouting is complete once one of three conditions has occurred” however, only two of the three conditions on the drawings are listed in the specifications. Please confirm what conditions must be met to complete stage 2 grouting.
Response 1: Drawings -60084, -60085, and -60086 have been updated to remove Note 5.1 from "Stage 2 grouting notes."
Question 2: Specification 05 50 00, measurement and payment for metal fabrications includes “covers, ladders and grab bars for access wells and terminal wells.” Specification 33 05 31, measurement and payment for toe drain terminal wells includes “…access ladders, well covers, and access hatches.” Please clarify which CLIN item ladders and covers are to be priced in.
Response 2: Ladders and covers are to be included in 33 05 31 - Toe Drain Terminal Wells.
This question has resulted in updates to 4 specification sections to be provided by amendment:
01 71 20 - Surveying 05 50 00 - Metal Fabrications 08 31 20 - Access Hatches 33 05 31 - Toe Drain Terminal Wells
Question 3: Reference Drawing 805-D-60044 – The sections H, J, K, L, and M all reference back to Drawing 805-D-60044, but these section views appear to be located on Drawing 805-D-60045. Please confirm that the drawings should reference Drawing 60045.
Response 3: Drawing 805-D-60044 has been updated to correct the subject section callouts.
Question 4: Drawing 805-D-60025 – Excavation Control Point Table - Points #3621-3638 – The elevation listed in the table appears to be Existing Grade, not Design Grade. Please clarify.
Response 4: Drawing 805-D-60025 has been updated to correct the subject point elevations.
Question 5: Section and Page 01 56 32-1, Section Title Temporary Safety Fence, Part 1.01.A.1 - This item of work is not shown on the drawings. Please change this bid item to a measurement and payment by LF.
Response 5: The "other areas as directed by the COR" (3.01-A-4) has been removed from 01 56 32 - Temporary Safety Fence, and from 01 56 34 - Exclusion Fence. CLINS 11, 12, and 13 will all be paid as lump sum.
Question 6: Section and Page 01 57 30 - 6, 7 & 11, Section Title Water Pollution and Erosion Control, Part
1.08 E.1,, F.1, I.1 - Please provide copies of these permits.
Response 6: Refer to Amendment No 0006 Q&A #6. Permits 1, 2 and 3 are pending issuance and are anticipated to be received before NTP. Permits 4, 5, and 6 are available through Kiteworks. Request the Kiteworks link by emailing Roxana Ahola at rahola@usbr.gov with a cc: to Erik Danger at edanger@usbr.gov.
Question 7: Specification 31 23 17, Part 1.02 J requires initial stockpiling of 5,000 cy of each of the shear key materials at each shear key excavation area. Part 3.01 F1 requires just 5,000 cy of Zone 9A Sand Filter to be stockpiled on-site, not at each shear key excavation area. Please clarify if just one 5,000 cy stockpile of Zone 9A Sand Filter will be sufficient or will a 5,000 cy stockpile of Zone 9A Sand Filter be required at each shear key excavation area?
Response 7: A 5,000 cy stockpile of Zone 9A Sand Filter will be required at each shear key excavation, as stated in Section 31 23 17, Part 1.02 J.
Question 8: According to Spec section “26 05 04 - 4 (1.03 - C -1.)” the above ground raceway is to be constructed to match as closely as possible to the existing raceway. Plan sheet 805-D-60122 references plan sheet 805-D-1805 for details on the Cable tray brackets. Plan sheet 805-D-1805 shows details for cable tray mounted on the bridge but not on the dam’s slope. There is no reference in the electrical plans or specs giving detail of the cable tray, the type of cable tray support, or on the concrete foundations that the supports attach to.
Please provide detail of manufacturer model numbers of the existing cable tray, tray Cover, and Supports.
Including a detail of the concrete foundation.
Response 8: Section 26 05 33 - Raceways and Boxes has been updated to provide additional information.
Question 9: The Mitigation Monitoring and Reporting Program (Chapter 5 of the Final EIR, August 2019) identifies Reclamation and DWR as Responsible Party(s) to complete Mitigation Measures TERR-1 through TERR-16. We would like an update of the current status of the completeness of these measures to-date or schedule to complete, as well as any data derived from completing the measures (e.g., locations and conditions of any special-status species findings) that may impact the schedule or cost of constructing this project.
Response 9: Pre-construction tasks were completed during design, and offerors shall assume that all findings have been incorporated into the available specifications and environmental documents.
Question 10: Table 01 14 16A identifies the Contractor as being responsible for permit compliance, sampling, testing, and monitoring of the Incidental Take Permit (ITP), to be issued to the Government from CDFW. Please provide a copy of the ITP so that Contractors are able to assess the schedule impacts and cost of complying with the requirements of the ITP.
Response 10: The ITP is pending issuance and is anticipated before NTP. The ITP will be provided once it is received. Assume the requirements of the ITP will be consistent with the requirements of the existing specification and biological opinion (BO).
Question 11: The RFP identifies permits to be obtained by the Government to allow for impacts to jurisdictional waters (Master Lake and Streambed Alteration Agreement, a 404 Permit, and a 401 Water Quality Certification). Will the Government provide those permits prior to bid date to allow for pricing and adjusting schedule if needed, or will the Government provide a Project Modification post award if these permits result in additional requirements that may impact schedule and cost of the project?
Response 11: Reclamation does not expect any additional requirements to be included in the currently unavailable permits that may impact the schedule and cost of the project.
Question 12: The RFP refers to requirements of the section "specification section 01 32 10 – Part 1.06.A, Schedules" for the "Coordinated Construction Schedule - Gantt Chart Schedule". However, Part 1.06.A refers to “General,” and Part 1.07.A refers to “Schedules.” Please confirm the correct reference. If the intent was to refer to specification section 01 32 10 – Part 1.07 Schedules, Clause A, there seems to be a disconnect between the Section L proposal submittal requirements and the specification section 01 32 10 -- Part 1.07.A requirements. Please confirm that the “Gantt Chart Schedule” required to be submitted in the technical proposal under Factor 1A should meet the requirements in Section L (i.e., includes such detail to show the sequencing of the principal and critical components of work contained in the solicitation […] and any other activities or information needed to accurately portray the offeror’s proposed schedule…).
Therefore, while the schedule submitted with the proposal will generally follow the requirements of the specifications in principle, we are correct in assuming that it is not required to meet all of the requirements for the Baseline Schedule (e.g., defining activities to level of detail resulting in their durations being no greater than 20 workdays).
Response 12: Refer to specifications section 01 32 10 1.07.A.6.a
Question 13: Paragraph 1.07 B states... Noise barriers and equipment mufflers required. Can BOR provide details of noise barriers and where they might be required?
Response 13: Contractors elected equipment may require sound barriers and or modified mufflers to reduce noise levels.
Question 14: Paragraph 1.07 B states... Refer to drawings showing the moderate to high sensitivity areas.
We cannot locate these areas on the drawings. Please advise.
Response 14: Section 01 57 90 has been updated to include figures showing the moderate and high sensitivity areas. References to additional drawings have been removed.
Question 15: Paragraph 1.01B Foundation Treatment states...Payment: Square yard price offered in the Price Schedule. a. Includes Zone 9A, Zone 11, and backfill concrete materials. There is significant difference in cost in treating with Zone9A/11 and Backfill Concrete. Can BOR provide a separate pay item for backfilling with concrete by the cubic foot?
Response 15: The Foundation Treatment Cost Item (Section 31 23 17) now refers exclusively to backfill concrete foundation treatment. The associated quantity has been updated, along with Section 00 00 50 - Section B.
The Zone 9A sand for foundation treatment will be included in CLIN 66 for Zond 9A Sand Filter material, and Zone 11 gravel for foundation treatment will be included in CLIN 68 for Zone 11 Gravel Drain material. Section 53 10 00 - Geotechnical Baseline Conditions has now been updated to provide assumed quantities of these foundation treatment materials as well.
Question 16: Paragraph 1.01A.1.a. Item 9a states... Removing constructed haul roads from Borrow Area 14 and adjacent contractor use area. a) Includes removing gravel surfacing, replacing topsoil, and revegetation.
Is this not paid for in items 83 Topsoil and 84 Restoration & Revegetation?
Response 16: Section 31 23 22 - Constructing Haul Roads has been updated to remove payment for topsoil and revegetation. Those tasks will be paid for under the separate CLINS.
Question 17: Per Section 805-D-60133 - Chart in referenced plan calls out Required Excavation/Schedule Item 58/ Excavation of Embankment/15,000CY. Line Item 58 in Schedule of Prices is for Shear Key Excavation total 440,000CY. Given this excavation is at the spillway structure, is the intent for the plan to say Schedule Item 53/Common Excavation for Structures/15,000CY?
Response 17: Correct. On drawing 805-D-60133, required excavation/Schedule Item 58/Excavation of Embankment has been changed to Required Excavation/Schedule Item 53/Common Excavation for Structures. Also, the amount has been changed from 15,000 to 16,000 cy.
Question 18: See paragraph 31 23 17-3.07 Foundation Mapping and Inspection. Which Schedule of Price Item is this work paid under? See paragraph 53 10 00-1.07B stating ... Assume 1 percent of the excavated foundation surface will require foundation treatment. Schedule of Price Item 59 Foundation Treatment calls for 80,000SY. Please clarify if the intent is to treat 80,000SY or 1% of that amount with zone 9a, Zone 11, and Backfill Concrete?
Response 18: Refer to the response for question #15. Additionally, it is confirmed that 80,000 SY represented the full foundation area, while 800 SY would represent the area to be treated, or 1% of the total foundation area.
Question 19: See paragraph 01 55 20-3.01F stating... Traffic control is required along Gonzaga Road from intersection with Basalt Road to Highway 33/Santa Nella Boulevard. This appears to be offsite, please clarify the scope of work intended to require stated traffic control.
Response 19: The subject paragraphs have been revised as part of an update to Section 01 55 20.
Question 20: See paragraph 01 55 20-3.01G.1 stating... Provide temporary signal to stop traffic when hauling. At which intersection is the temporary signal required? What traffic control is required to cross Basalt Rd from Borrow Area 14? Can the unnamed paved road between toe of dam and Basalt Rd be closed from Gonzaga Rd. to SW36?
Response 20: The reference to the temporary signal has been removed. Refer to updates to Section 01 55 00 - Vehicular Access and Parking. Refer to Section 01 55 20 - Traffic Control for necessary traffic control at intersections along roads. Yes, the unnamed paved road along the toe of the dam will be closed to public access. Refer to 01 55 00 - Vehicular Access and Parking.
Question 21: Per 805-D-60072 and 805-D-60074 - The drawing for Spillway Berm shows the same contours as does drawing for Spillway Excavation. For the areas beyond the limits of Spillway Berm Access Rd, what are the intended finish contours?
Response 21: Drawing 805-D-60074 has been updated with a new drawing title to reduce confusion.
Question 22: Reference section 01-56-32 - Temporary Safety Fence and Bid Item 10 - Temporary Safety Fence - 1 Lump Sum. Because this is a Lump Sum bid item, we request that either Part 3.01-A(4) - "Other areas as directed by the COR" be removed from the specifications or the bid item unit be changed to a price per LF that will be measured. It is impossible to determine how much "other" fence may be directed by the COR. This requirement of "as directed by the COR" occurs in Bid Items 11 and 12 and should be corrected as well.
Response 22: The "other areas as directed by the COR" (3.01-A-4) has been removed from 01 56 32 - Temporary Safety Fence, and from 01 56 34 - Exclusion Fence. CLINS 11, 12, and 13 will all be paid as lump sum.
Question 23: Environmental Controls 01 57 20 – 2 – Please inform the bidding Contractors what needs to be included in our bids regarding “purchase of carbon offsets before construction activities commence”.
How will the Contractor be able to quantify this requirement? Please provide a clarification to this section.
Response 23: A new cost item for carbon offsets is updated to section 01 57 20 - Environmental Controls, and Section 00 00 00 - Section B in this amendment. The cost item will be paid in a lump sum to address the updated project-level significance level threshold minimum of 104,537 MTCO2e to reduce emissions.
Question 24: Reference Section 31 23 17 EXCAVATION OF SHEAR KEY subsection 3.08 FOUNDATION TREATMENT B.3 states, “Placement of Zone 9A sand filter, Zone 11 gravel drain, or backfill concrete in/around identified joints and fractures.” Will the Agency please provide the foundation backfill concrete mix design specifications, and cure time to place embankment atop/against? Also, since foundation treatment bid item and work is paid by the square yard, and is to be directed in the field by COR, it is not possible to quantify backfill concrete, Z9a or Z11 material amount required. Will the agency consider adding an additional bid item(s) for Z9a, Z11 and Concrete Backfill to be paid by cubic yard?
Response 24: Refer to the response for question #18.
Question 25: In the Exploration and Test Plan Final Report BF Sisk Basalt Hill Quarry Exploration and Test Plan (October 2020). There are two recommendations of change in product gradations - 1) Section 3-30 Regarding Zone 4A Embankment Drain Material - This product would benefit from removing the 8” requirement and making it 100% passing the 5”. Even more important, it would be very beneficial to the efficiency and consistency in producing this material if the ¾” sieve specification was changed to 0-15% passing, and the 3/8” sieve removed. The proposed quantity for this product for the upcoming large dam modification is nearly 900,000 cubic yards. It is recommended that serious thought be given to the proposed gradation changes for the Zone 4A to avoid testing inconsistency, segregation, and reworking issues throughout the course of the contract. 2)Section 3-31 Regarding Zone 2A Embankment Filter Material - A recommendation for this product is to change the No. 8 sieve to 0 to 30% passing and remove the No. 16 sieve requirement entirely. Has there been a decision regarding the recommended adjustments in product gradations?
Response 25: Recommendations from the subject report have been incorporated into the material gradations, as appropriate. The Zone 4A material gradation will not be changed. The Zone 2A material gradation has been updated slightly, as shown in updated Section 31 24 19 - Zone 2A, Embankment Filter.
Question 26: Specification 33 46 36, paragraph 1.04.A Qualifications states “Fusion machine operator must have at least 5 years’ experience in welding HDPE pipe greater than 30 inches in diameter and DR ranging from 32.5 to 17.” The largest diameter on the project is 12”, suggest this spec is changed to read 12 inch in lieu of 30 inch.
Response 26: Section 33 46 36 has been updated to address this comment.
Question 27: Drawing 805-D-60119 Note 6. States, “Revise Drawing 805-D-3221 to reflect this drawing.”
Please provide drawing 805-D-3221.
Response 27: Drawing 805-D-3221 is provided as part of this amendment.
Question 28: Specification 53 10 00 Paragraph 1.07.B states “Assume 1 percent of the excavated foundation surface will require foundation treatment.” The Solicitation Section B, Schedule of Prices CLIN 59 – Foundation Treatment has a quantity of 80,000 square yards. Please clarify which quantity to provide pricing for.
Response 28: Refer to the response for question #15. Additionally, it is acknowledged that 80,000 SY represented the full foundation area, while 800 SY would represent the area to be treated, or 1% of the total foundation area.
Question 29: Specification 01 57 20 Paragraph 1.04 G states, “Purchase carbon offsets before construction activities commence in an amount sufficient to reduce greenhouse gas emissions to less than significant levels using DWR significance thresholds. A minimum of 120,575 MTCO2e is required to reduce emissions below the project-level significance threshold.” Please clarify which bid item the pricing for said carbon offsets should be included in.
Response 29: Refer to the response for question #23.
Question 30: Spec section 03 20 30 -2 calls out No. 6 reinforcing bar embedded 9 ¾” into un-cracked concrete with 4000 psi compressive strength. There is no reference or detail for installing grouted anchors in the plans. Please provide details and location of grouted anchors.
Response 30: Refer to Section 03 81 10 - Concrete Removal for locations of grouted anchors. Section 03 20 30 - Grouted Anchor Bars has also been updated to make this more clear.
Question 31: Drawing 805-D-60074, Detail F, horizontal drawing scale appears to be incorrect based off other details. Please confirm this drawing scale is correct or provide correct scale.
Response 31: Drawing 805-D-60074 has been updated to correct the scale.
Question 32: Please confirm if the zone 11 gravel drain is to be imported from a commercial source as shown on drawing numbers 65-67 or processed from the Basalt Quarry as described in specification 31.23.20-4 and shown on drawing number 68?
Response 32: Yes, Zone 11 "Gravel Drain" can be produced from the Basalt Hill Quarry. Please refer to specifications section 31-24-15-2.01.C "Source".
Question 33: Specification 01 57 90 PRESERVATION OF HISTORICAL AND ARCHAEOLOGICAL DATA 1.06 D. states, “Refer to drawings showing the moderate to high sensitivity areas.” Please clarify these locations.
Response 33: Refer to response from inquiry #14
Question 34: Reference Bid Item 20 – "Drilling holes for anchor bars and grouting bars in place" - 42 LF.
Please provide details for the following: size and diameter of the holes, number of holes, spacing of the holes, and type and size of the anchor bars.
Response 34: Refer to response from inquiry #30.
Question 35: Reference Specification Section 01-57-50 - Tree and Plant Protection. Please provide the quantity of trees outside of the disturbance limits that will be required to be protected or replaced.
Response 35: Section 01 57 50 - Tree and Plant Protection has been updated to remove the requirement to protect trees outside of the project footprint.
Question 36: Reference Specification Section 01-57-90 - Preservation of Historical and Archaeological Data. It appears that the contractor is responsible to provide an Archeologist on site at all times during ground-disturbing work identified in moderate or high sensitive areas. Please provide locations that are considered moderate or high sensitive areas.
Response 36: Refer to response from inquiry #14.
Question 37: Reference Specification Section 34-71-19 - Roadway Markers. Please provide plans and or quantities for the types of roadway markers that will be required so that costs can be calculated for the Lump Sum bid item 92.
Response 37: Roadway marker types and locations are discussed in Section 34 71 19 - Roadway Markers.
Question 38: General Earthfill Construction Specification Section 31 24 12 – 3.03. G. states, “Transverse bonding surfaces (surfaces perpendicular to the dam crest centerline) between previously constructed earth-fill and earth-fill to be placed are subject to approval of COR and shall not be steeper than 4H:1V. 1) Transverse bonding surfaces will not be permitted in Zone 1, Impervious Fill.”
Excavation of Shear Key Specification Section 31 23 17, Figure 31 23 17A – Illustration of “rolling excavation” concept shows 2:1 excavation and embankment. Bullet point 5. Excavation slopes for rolling excavation (in lateral direction) shall be at 2:1 slope, unless otherwise approved by the COR. We understand this is illustrative purpose only, but wouldn’t this illustration concept be better represented with embankment portions shown at 4:1 slopes? How will Zone 1 be place with each 150’ shear key embankment sections if no traverse bonding surfaces are permitted?
Response 38: Section 31 24 12 has been updated to address the requirements for transverse bonding surfaces within the Zone 1, Impervious Fill.
Question 39: Excavation of Shear Key Specification Section 31 23 17 - 3.08.B.3 Foundation Treatment states, “Placement of Zone 9A sand filter, Zone 11 gravel drain, or backfill concrete in/around identified joints and fractures.” Bid Item # 59 Foundation Treatment is paid by the square yard, and is to be directed by COR, will USBR please provide an estimated amount of these foundation treatment materials needed for each shear key foundation?
Response 39: Refer to the response for question #15.
Question 40: In regard to Spec Section 01 57 20 Environmental Controls Section 1.04 Regulatory Requirements Paragraph G “Purchase carbon offsets before construction activities commence in an amount sufficient to reduce greenhouse gas emissions to less than significant levels using DWR significance thresholds. A minimum of 120,575 MTCO2e is required to reduce emissions below the project-level significance threshold. Only emission offsets generated as part of CARB’s Compliance Offset Protocols (developed for the AB 32 cap‐and‐trade program) may be used to reduce GHG emissions.” Is the contractor to purchase the required tonnage of (A minimum of 120,575 MTCO2e) or is the owner purchasing the required tonnage of Carbon Offsets?
Response 40: Refer to the response for question #23.
