B.F. Sisk Dam SOD Modifications, Phase I - Offeror’s Questions and Answers (Q&A) Amendment 0005
Question 1: Spillway Berm Access Road, Drawing 805-D-60073, Plan- Access Road shows a 50 ft width Access Road. Note 4 refers to Drawings 60125 and 60126, which Detail 1-New Permanent Gravel Access Roads shows the new Gravel Surfacing Access Roads to be 20 ft in width. Please clarify if the Spillway Be
Response 1: The spillway berm access road shall be gravel surfaced at completion of the contract to a width of 20 feet, as shown in 805-D-60125. The contractor may provide surfacing for their own use beyond these limits, in accordance with Section 31 23 22 - Constructing Haul Roads.
Question 2: Section 31 23 22 – 1.02B Constructing Haul Roads requires contractor to investigate, protect from movement, and monitor landslide. Section 53 20 00 -1.07C states… A landslide occurred through one of the access roads up to Basalt Hill Quarry. It is unknown what work may be required to provide or maintain stability at this location. Is it the government’s intention to have the contractor perform a slope analysis and any remediation work on the existing landslide to Basalt Quarry as shown on the plans?
Response 2: Yes, the contractor should perform whatever analysis and remediation is necessary to facilitate their own safe hauling of materials on the East Basalt Hill Quarry Haul Road if they desire to use that road. This is a private road and will be closed off to use by others.
Question 3: Paragraph 3.01C states...Clear, grub, and strip Basalt Hill Quarry excavation and stockpile areas in accordance with Section 31 11 00 – Clearing and Grubbing and Section 31 14 10 – Stripping. Is it BOR intension to strip the quarry and then topsoil and reveg the quarry?
Response 3: No. There is very little topsoil and vegetation within the quarry. Stripping, topsoil, and revegetation are not required.
Question 4: See paragraph 31 23 22-1.01A.1.a stating... Constructing Haul Roads includes 4) Furnishing and placing surfacing. Will the existing surfacing or earthfill from required excavation or borrow area 14 be acceptable surfacing? If not, please define surfacing. Same question for paragraph 1.01B.1.a Basalt Hill Quarry Haul Roads.
Response 4: Contractor may use whatever materials they choose if they are in accordance with the specifications.
Question 5: Per 05-D-60128, 805-D-60129, 805-D-60130, 805-D-60133 - The Schedule of Prices for Item 69 - Zone 8, Misc. Fill shows 1,700,000CY. The material distribution charts shown on plans total 1,657,000cy. Please clarify where the remaining Zone 8 Misc. Fill may be required.
Response 5: The sum of values shown in the material distribution charts has been rounded to
1,700,000 as shown in the bid schedule.
Question 6: In addition to the typical details provided for each slope wash, we would like to request that cross sections at 25’ intervals be provided that depict the zoned embankments? We are currently unable to match the provided quantities for each zone with the limited cross sections and details provided.
Response 6: Additional cross sections will not be provided. Reclamation believes that zoned material quantities can be approximated using the cross-sections currently provided.
Question 7: Plan sheet number 805-208-60147 shows the elevation limits of excavation within borrow area 12 & 14, the cross-sectional limits into borrow area 14 stop at 2700 feet into the borrow area, but do not extend to the entire limits of the borrow area as shown on the plan sheet 805-208-60145 of the borrow area. Please provide the extended cross section and elevation limits of excavation through the borrow area 14.
Response 7: An extended cross section will not be provided. The "limits of excavation" shown on 805-208-60147 are not binding and are for illustrative purposes only. Refer to drawings 805- D-60012 through 60020 for lateral boundaries.
Question 8: Who owns the existing waterline along basalt road called out for “protected in place”?
What is the pipe size and flow rate of this water line? Is there a quantity limitation on the amount of water used from this source? What amount of water can the contractor rely upon for use per year?
Response 8: The water line is owned by California State Parks. The pipe size and flow rate are unknown. Bidders should coordinate with California State Parks - Four Rivers Sector District Office regarding the availability of water from this line.
Question 9: Specification 31 23 22 Paragraph 1.02 B and 53 20 00 Paragraph 1.07 C both state potential stabilization and monitoring work to be done at the landslide area on East Basalt Hill Quarry Road. Is this work still required if East Basalt Road is not utilized by the contractor?
Response 9: No, if the road is not used, stabilization is not required.
Question 10: Reference the extent of existing landslide on plan sheet 805-D-60020 note 3 which states, “Refer to specifications for stabilization requirements.” Please provide the specification requirements for the East Basalt Hill Quarry haul road landslide stabilization.
Response 10: Refer to Section 31 23 22 - Constructing Haul Roads, and responses to inquiries #2 and #9 in this Q&A.
Question 11: Reference specification section 31 23 17- 3.07 FOUNDATION MAPPING AND INSPECTION, “the government is allowed 3 working days for geological mapping plus 1 working day for final foundation inspections.” This would leave each 150’ section bottom of every shear key excavation opens for a minimum of 4 days, if initial geological mapping starts later than a Tuesday it will extend the geological mapping and final inspection period up to 7 days. In order to reduce the amount of time that a shear key foundation will be exposed, will the Agency consider reducing the geological mapping time to two days plus one day for final inspection?
Response 11: The spec reads as "up to 3 working days" for mapping, and 1 day for approval.
Initial mapping/approval efforts may take the full required time, with subsequent efforts requiring less time. Likewise, larger areas may take the full duration of time, with smaller areas being approved more quickly. The government acknowledges that this process will have logistical challenges and will require effective communication. The government intends to work with the Contractor to facilitate a workflow that allows both parties to conduct their activities safely and efficiently. The Contractor may continue working in areas adjacent to the exposed foundation being mapped/approved.
Question 12: Reference Section 31 03 33-1.05 CONTRACTOR RESPONSIBILITY M.
Minimum Required Personnel: Please confirm that when dewatering system(s) are in operation, either one of the dewatering specialists, dewatering specialist assistant, or the operation/maintenance person experienced in pump operation and maintenance needs to be onsite 24 hours a day, 7 days a week, including holidays?
Response 12: Yes, when the dewatering system(s) are in operation, one of the dewatering team members (dewatering specialist, dewatering specialist assistant, or an operation/maintenance person experienced in pump operation and maintenance) needs to be onsite 24 hours a day, 7 days a week, including holidays.
Question 13: Reference Section 31 23 39-3.01 - DISPOSAL OF EXCAVATED MATERIALS states, “Unsuitable materials shall only be wasted after the waste location is approved by the COR.” Please provide a clearly identified designated disposal site within project limits.

Question 14: Will trucks delivering materials (legal street loads) to the project site be able to use Gonzaga Road from Highway 33 to Basalt Road?
Response 14: Yes, trucks delivering materials (legal street loads) to the project site will be able to use Gonzaga Road from Highway 33 to Basalt Road, in accordance with any applicable encroachment permits.
Question 15: Specification Section 31 23 21, Table 31 23 21A, states that the Minimum Dimension of the Riprap is 15 Inches. It is impossible to produce Riprap with 0% less than 15 Inches. Please provide a range of material that will be allowed that is less than 15”, say 0 to 5%.
Response 15: The "Stockpiling Riprap" payment item is intended to provide payment for separation and stockpiling of riprap-sized materials. Riprap is not intended to be produced as an independent task.
Question 16: Specification 01 14 12, Paragraph B, Section 1, Subparagraph D, states “Excavation shall not begin after September 1 without approval from the COR”. If the contractor has started excavation work on a particular slope wash area, is the intent of this paragraph that all rolling excavations must be complete by September 1 or must the contractor only begin rolling excavation by September 1?
Response 16: The Contractor shall not begin excavation at a new shear key site (i.e., SW180) after September 1 without approval from the COR.
Question 17: Specification 02 21 34 paragraph 3.01 Part A states, “Install structure measurement points as shown on drawings.” Drawings 805-D-60059, provides pre-existing concrete structural measurement points. Response 23: The report is available under separate cover via Kiteworks. To request, please email Roxana Ahola at rahola@usbr.gov and cc Erik Danger at edanger@usbr.gov.
Question 24: Specification 31 23 20 – Excavation from Quarry, paragraph 1.06.A states “Conform to MSHA rules and regulations …” Does the quarry fall under MSHA jurisdiction? It is our experience that since to commercial sale of product is occurring, this quarry would not fall under MSHA. If the quarry does not fall under MSHA jurisdiction, is the contractor required to follow MSHA rules?
Response 24: Yes, the quarry falls under MSHA jurisdiction. MSHA rules and regulations are required at the quarry and anywhere else materials are being processed.
Question 25: Specification 31 23 19, paragraph 1.05 E states “Borrow area shall meet MSHA requirements.” Paragraph 3.01 F 2 states “If processing at the borrow area includes sizing (other than screening out oversized material), then MSHA will have jurisdiction over the borrow excavation.” Please confirm if only screening is performed at the borrow area then paragraph
1.05 E will not apply to the borrow area.
Response 25: Offerors should contact MSHA to confirm whether their specific operations would be under MSHA jurisdiction.
Question 26: Specification Section 53 10 00, paragraph 1.04.2.b.2 states “Assume three to five percent of material will be of sufficient size and quality to be suitable for use as riprap”. Section B, Schedule of Prices CLIN 61 requires the stockpiling of 100,000 CY of riprap. Using the yield of 3%-5% for riprap the contractor would need to quarry 2,000,000 CY to 3,340,000 CY of rock from the Basalt Hill Quarry. This quantity is well in excess of the quantity indicated on the Material Distribution drawings. How and where should the contractor stockpile the additional quarried rock which does not meet the requirements of riprap, and is not needed for other materials on the project. We anticipate this quantity to be approximately 2,000,000 CY.
Response 26: The intent of CLIN 61 is to preserve riprap-sized materials encountered during typical blasting and processing operations for future use. Additional rock should not be quarried to meet the quantity shown in the bid schedule.
Question 27: Once a contractor has been selected will the owner work with and assist in obtaining additional permits if necessary, for haul roads?
Response 27: For the supplementary dewatering systems, materials are paid for under items C, F, I, and L; labor for installation is paid for under items D, G, J, and M; and labor for operation is paid for under items N, O, and P.
Question 28: Specifications 53 10 00 Paragraph 1.05 Commercial Materials Part A states “….and Aggregate Base Course will be purchased commercially.” Will the contractor be allowed to produce its own Aggregate Base from the Quarry?
Response 28: Yes, the contractor may produce aggregate base course from the quarry.
Question 29: Specification 32 91 19 Paragraph 3.01 states “Perform soil analysis on topsoil in stockpile to determine the content of organic matter and nutrients present. If necessary, amend the topsoil prior to or during placement, as approved by the COR.” The Specifications do not contain any information about topsoil nutrient content. How much topsoil amendment should the contractor assume?
Response 29: The contractor is not to assume topsoil amendment as part of their bid. Any required topsoil amendment will be paid for by modification.

Additionally, the liability and auto insurance requirements are below our usual thresholds. Please clarify pollution insurance and worker's compensation amounts and verify the liability and auto insurance rate requirements.
Response 32: We are not aware of pollution insurance requirements. FAR 52.228-3, Workers’ Compensation Insurance (Defense Base Act) is not applicable. The thresholds listed are the minimum, please see FAR clause at 52.228-5, Insurance—Work on a Government Installation and secure amount you believe is necessary.
Question 33: Regarding Offeror Past Performance to be submitted in Factor 1B of the proposal, the instructions on Attachment J4 states that Offers shall identify past or current contracts for efforts that are similar to the size, scope, and complexity if this solicitation and that these contracts had to be performed within the last ten (10) years. However, the proposal requirements in Section L state that these contracts submitted for past performance shall have been completed during the last ten (10) years. Please confirm that Offerors may present either completed or current projects that are comparable in size, scope, and complexity to this solicitation as long as the work has been performed within the last 10 years.
Response 33: Current projects are acceptable. This amendment No. 05 allows for projects (completed and current) during the last 20 years. See attached revised solicitation Section L, WBR 1452.215-81Proposal Instructions – Bureau of Reclamation (f)(2a), and attachment J4.
Question 34: We are listing a project we recently listed in a BOR solicitation. The client recently filled out the BOR’s past performance qualification form, which is provided as attachment J3. Would it be acceptable for us to submit this form with our proposal instead of asking the client to fill out this form for a second time?
Response 34: This is acceptable.
Question 35: Will BOR please provide Attachment J4 as an excel spreadsheet that we may fill out?
Response 35: Email Roxana Ahola at rahola@usbr.gov and cc: edanger@usbr.gov to request the excel spreadsheet.
Question 36: Reference Section "Proposal Instructions": The section states the following deliverable requirement: “(2) Cross-reference the work statement to the terms of the proposal and indicate how the proposal conforms to the evaluation factors contained in Part IV, Section M”. Can the Government explain this requirement in more detail? Please define “work statement”, “terms of the proposal” and those evaluation factors of “Part IV, Section M? We assume that “Part IV, Section M” is referring to “Section M

Question 37: With regards to FAR 52.228, we would like to know if a more comprehensive detail of insurance requirements will be made available.
Response 37: Refer to Response #32 in this Q&A.
Question 38: Will the Agency allow the contractor to use existing Basalt Campground and Basalt Bay Boat Launch Parking Lot for labor force housing location(s)?
Response 38: Reclamation will not allow labor force housing within Contractor Use Areas. Basalt Campground and Basalt Bay Boat launch are maintained and operated by California State Parks - Four Rivers Sector District Office - Contact State Parks regarding availability.
Question 39: Please confirm that a formal, completed USACE contractor evaluation form, executed within the SAMS/CPARS/CCASS system is an acceptable alternative to Attachment J3.
Response 39: Providing CPARS reports would not be an acceptable alternative. See WBR 1452.215-80 (b).
Question 40: Section 01 57 20, 1.04G States that the Contractor is to purchase carbon offsets before construction. It identifies a minimum purchase of 120,575 MTCOe and requires purchase of only emission mailto:rahola@usbr.gov mailto:edanger@usbr.gov offsets generated as part of "CARB's Compliance Offset Protocols". CARB states that "CARB's Compliance Offset Protocols" are not able to purchase for a project like this and they referred us to the Registries for purchase of offsets for a project like this. The Registries referenced in Mitigation Monitoring and Reporting Program Measure (GHG-1) are, American Carbon Registry, the Climate Action Reserve, and the Verified Carbon Standard. The latest "Summary of Auction Settlement Prices and Results" from the CARB's Cap and Trade Program identifies the last Auction posted from August 2021 resulted in a Current Auction Settlement Price of $23.30 per metric ton of CO2 offset and based on historical data there has been an increasing trend on the pricing. Even at the cost of $23.30 per metric ton, the minimum amount the Contractor would need to include in their bids to account for 120,575MTCOe at $23.30 is $2,809,397.50. Additionally, based on history this cost is going to be higher at the time the offsets will need to be purchased. Is it possible to make this an Allowance Item instead of a hard bid item, given the uncertainties in the pricing for this item?
Response 40: No, as this will be awarded as a Firm Fixed Priced contract.
Question 41: Please confirm if small businesses are exempt from completing a subcontracting plan at time of submission, in accordance with FAR 52.219-9 (a).
Response 41: Small businesses are not required to provide a subcontracting plan.
Question 42: What is the size and rating of the OH Power line that runs to the Basalt Hill Quarry, and how much power is available to the contractor?
Response 42: The existing overhead power line that runs near the Basalt Hill Quarry is owned by PG&E.
These powerlines service existing State Parks Facility's. Existing Power is believed to be 12kVA, 3-phase. Contractor shall verify existing power and availability with PG&E.
Question 43: Can Zone 11 “Gravel Drain” be produced from the Basalt Hill Quarry, or must it be purchased from a commercial source? There are conflicting statements within the Specifications and the Drawings.
Response 43: Yes, Zone 11 "Gravel Drain" can be produced from the Basalt Hill Quarry. Please refer to specifications section 31-24-15-2.01.C "Source".
Question 44: Section L, Proposal Instructions states that projects submitted in response to ”2a) Factor 1A: Past Performance Data” must have been completed during the last 10 years. Given the unique scope of this project, we request that the requirement be modified to allow for projects completed during the last 15 years.
Response 44: Refer to Response #33 in this Q&A.
Question 45: Specifications 31 23 12-1, Part 2.01 E requires backfill materials to be compacted no larger than 3/4 inch in size. Drawing 805-5-60120, Note 4 states, “Material removed during trench excavation shall be used to backfill trench, unless otherwise approved by the COR.” Please clarify if material removed during the trench excavation will be acceptable for backfill.
Response 45: Material removed during trench excavation shall be allowed to be used as backfill with the condition that it does not contain particles greater than 3/4 inch in size, as per specification section 31 23 12 2.01.E.
Question 46: Can contractors dig test pits in the borrow area and the quarry during the solicitation period?
Response 46: The second pre-bid site visit (10/20/21) allowed Contractor's the opportunity to dig test pits or trenches in the Basalt Quarry. No test pits will be allowed in Borrow Area 14.
Question 47: Section L, Factor 2A Past Performance Data BOR requests the offeror furnish a list of no more than three federal, state, local government, or commercial projects similar in scope, complexity and magnitude to the work required under this solicitation, that have been completed during the last ten years. Will the Bureau consider changing the specs to allow relevant projects that have been completed within the last 25 years?
Response 47: No, to projects in the last 25 years. However, refer to Answer #33 as Past Performance Data has been been revised to allow for similar projects completed or in progress in the last 20 years.
Question 48: 01 52 14-4 Field Laboratory Facility 2.02.A.7, 2.04.A.2, 2.04.B.2. -- 2.02.A.7 says, "Extra support of the trailer frame will be needed to support heavier than normal loads inside the trailer."
2.04.A.2 lists Laboratory Trailer Furniture. 2.04.B.2 lists Laboratory Facility Equipment. Will equipment listed in 2.04.B.2 be put into the trailer or into shelter? If equipment listed in 2.04.B.2 is placed in the shelter only, then can the "extra support" mentioned in 2.02A.7 be disregarded? This additional information will be helpful in developing Lab trailer floor plan and setup.
Response 48: Yes, some of the equipment listed will be installed inside of the trailer. Extra support of the trailer frame will be required as described in section 01 52 14.
Question 49: Amendment No. 003 references a revised Standard Form 1442; however, a revised SF 1442 was not provided with the amendment. Does the Bureau intend to release an updated SF 1442 based on the amendment's revisions?
Response 49: A revised SF 1442 will not be released based on Amendment No. 03. To clarify, the intent was to revise the proposal and inquiry due dates and not the amendment.
Question 50: Amendment 3, Section 11 has the box checked “is not extended." However, the text in Section 11 states “Standard Form 1442 is revised to extend the proposal due date and time from November 4, 2021 at 14:00 to November 19, 2021 at 14:00.” Please clarify if the bid due date is extended.
Response 50: The offer due date was extended to November 19, 2021 at 14:00.
