About this file
This document is a tailored RFO (Request for Offers) provision for commercial products and commercial services solicitation 1305M226Q0101 0002 issued by NOAA. Vendors must submit quotes in three volumes by July 29, 2026 at 12:00 PM CDT to taylor.wisneski@noaa.gov: Volume I (Price Quote), Volume II (Technical Proposal), and Volume III (Past Performance). All questions must be submitted by July 6, 2026 at 3:00 PM CDT. Quoted prices must remain firm for 120 calendar days from the quote receipt date. The solicitation is for an IDIQ contract vehicle, and vendors must complete pages 1-3 of SF1449 (including blocks 17a, 30a, 30b, and 30c), a pricing schedule with labor categories, and an FFP example quote covering three scenarios.
Volume I requires a completed SF1449 with acknowledgment of any amendments and a lump sum price for the three scenarios FFP quote, along with any applicable discount percentages from established pricing. Volume II (20-page limit, single-spaced, Times New Roman) must detail how all PWS deliverables will be accomplished and include a technical approach for each of the three scenarios. Volume III requires demonstration of recent and relevant past performance (contracts executed or completed within five years with at least one year of active performance history) using up to three references via the Past Performance Information Form. If subcontractors are proposed, vendors must explicitly state their exact aspects and percentage of work; if acting as subcontractors themselves, vendors must clearly segregate and detail their specific scope and dollar value rather than citing overall prime contract statistics.

Content Requirements
Volume I- Price Quote
The vendor shall provide a completed SF1449 (page 1 through 3 of solicitation, blocks 17a, 30a, 30b, and 30c), along with acknowledgment of any solicitation amendments. Vendors can choose to fill out the Pricing Schedule Attachment or submit their own pricing sheet with labor categories. This shall include any labor category anticipated over the period of performance on the IDIQ. Vendors must provide a
1305M226Q0101 0002 lump sum price for their 3 Scenarios FFP quote in order for their price to be evaluated. However, the 3 Scenarios Attachment details will be evaluated in Volume II: Technical Proposal.
The vendor shall include any discount percentage offered from established pricing.
Volume II: Technical Proposal
The vendor shall provide, in detail, how all deliverables listed within the PWS will be successfully accomplished. Technical Proposal shall be: a 20 page limit, single-spaced, in Times New Roman font.
The vendor shall provide a technical approach to accomplishing each of the three scenarios identified in the Scenario Attachment. The vendor shall explain in detail how it would accomplish the work. The offeror's submission in response to this attachment will be used by the Government to help inform their confidence rating.
Volume III: Past Performance
(i) The vendor shall demonstrate recent and relevant past performance or affirmatively state that it possesses no relevant past performance.
• Recency: Defined as performance under contracts executed or completed within the past five (5) years prior to the RFQ closing date, with at least one (1) year of active performance history. • Relevance:
Defined as performance that is similar or identical to the scope, dollar value, and multi-site logistical complexity of the work described in this RFQ's Statement of Need (SON).
(ii) Submission Structure. To demonstrate past performance, the vendor shall identify up to three (3) of its most relevant contracts using Attachment – Past Performance Information Form.
The vendor must provide a detailed narrative within Attachment – Past Performance Information Form explicitly demonstrating how each reference maps to the technical requirements of this solicitation.
Completed Attachment – Past Performance Information Form forms are excluded from the page count limits of the technical quote.
(iii) Subcontractor and Partner Performance Data.
• (a) Proposed Subcontractors: If a vendor submits past performance references for a proposed subcontractor or team partner, the quote must explicitly state the exact aspects and percentage of work under this solicitation that the subcontractor is slated to perform. Past performance references for subcontractors that fail to detail their specific role in this requirement will not be evaluated.
• (b) Vendor Acting as a Subcontractor: If the prime vendor or its intended partner submits a past performance reference where they acted as a subcontractor, the narrative must clearly segregate and detail the specific scope of work and dollar value performed by them alone, rather than citing the macro-level statistics of the overall prime contract. Failure to clearly differentiate the vendor's actual effort from the overall contract effort will result in the reference not being evaluated.
