About this file

This document is a solicitation attachment containing three sample task order scenarios for WSR-88D NEXRAD radar tower services, all of which must be completed in accordance with an attached Performance Work Statement (PWS).

Scenario 1 requires inspection and engineering evaluation of a 25-foot WSR-88D NEXRAD radar tower located at Vandenberg Air Force Base in California. Scenario 2 involves structural repair and maintenance of a 20-meter radar tower in Tulsa, Oklahoma, including eight specific tasks: replacing the mechanical connection on the buss bar down lead with an exothermic weld, cleaning and painting the entire tower, replacing corroded clamps under the waveguide support, replacing corroded chain-link wire ties and ground wire clips, replacing zip ties with stainless steel hardware, cleaning and greasing ground wire clamps, and replacing corroded bolts at the leg flange. Scenario 3 is an emergency task order for catastrophic structural repair and complete tower replacement in San Juan, Puerto Rico, following severe weather damage to a 30-meter tower. This scenario includes: traveling to the National Logistics Supply Center (NLSC) in Grandview, Missouri to inspect and inventory a Full Scale Production 30-meter WSR-88D NEXRAD tower (part numbers D-116712-1 through D-116712-2); transporting all modules, pallets, and miscellaneous parts to a designated storage location in Carolina, Puerto Rico with four months of container rental; applying galvanic coating corrosion control materials per ASTM standards at the San Juan site; and acquiring and delivering a replacement Microflect FSP 30-meter tower (part number D-116712-2 Rev A) to the NLSC with complete inventory documentation, proper module and pallet preparation, emergency identification markings, and notification of shipment dates and expected arrival dates.

ATTACHMENT SOLICITATION SCENARIOS

THREE SCENARIOS

All work must be in completed in accordance with the attached PWS

Scenario 1, Sample Task Order – Inspection of a WSR-88D NEXRAD Radar Tower

Conduct an inspection of a WSR-88D NEXRAD radar tower for an engineering evaluation.

Assume the 25 foot tower is located at Vandenberg Air Force Base in California. Conduct the tower inspection and engineering evaluation.

Scenario 2, Sample Task Order – Structural Repair, Replacement, and Restoration of Galvanic Coating of a WSR-88D NEXRAD Radar Tower

Conduct the tower maintenance of a WSR-88D NEXRAD radar according to a prior inspection report. Assume the 20-meter high radar is located in Tulsa, OK, the following maintenance is to be accomplished:

1) Replace the mechanical connection on the buss bar down lead with an exothermic weld connection and clean the buss bar.

2) Clean and paint the entire tower.

3) Replace all corroded clamps under the waveguide support and protection, and on the tower.

4) Replace corroded chain-link wire ties.

5) Replace corroded ground wire clips on top of the waveguide support and protection.

6) Replace zip ties securing the coax with stainless steel hardware.

7) Clean and grease the ground wire clamps.

8) Replace corroded bolts at the leg flange.

Scenario 3, Sample Task Order – Catastrophic Structural Repair, Replacement, and Restoration of Galvanic Coating of a WSR-88D NEXRAD Radar Tower

Emergency Task Order for replacement of a WSR-88D NEXRAD radar. Assume the radar needs to be entirely replaced and is located in San Juan, Puerto Rico, and the 30-meter tower was severely damaged during a severe weather event. The task order includes the following to be accomplished:

1) Travel to the National Logistics Supply Center (NLSC) in Grandview, MO; inspect and inventory one Full Scale Production (FSP) 30-meter WSR-88D NEXRAD tower, part number D-116712-1 through D-116712-2, to include all tower member modules, pallets, and miscellaneous parts.

2) Upon completion of inventory, prepare each module, pallet, and miscellaneous WSR- 88D NEXRAD tower parts and transport them to the designated storage location at Carr 3 Km 14.00, Bo Canovanillas, Carolina, PR 00979. Upon delivery, provide rental of the containers for four months. Note, the Government will be responsible for restoring the radar and tower.

3) Upon notification of the successful assembly and site acceptance of the WSR-88D NEXRAD tower, travel to the site located in San Juan, PR near 184 & 179 Cayey, PR, THREE SCENARIOS

and apply galvanic coating corrosion control materials per ASTM standards on the tower member structure, top deck, steps, and ice dam/bridge, etc.

4) Acquire from the OEM and deliver one FSP 30 meter WSR-88D NEXRAD tower, Microflect part number D-116712-2 Rev A, to the Government’s storage facility located at the NLSC in Grandview, MO. Ensure that each associated module and pallet be prepared properly for storage and for subsequent shipments in case of emergencies, and ensure they are properly marked for stocking at the NLSC. Ensure all associated modules and pallets have appropriate emergency identification markings per Valmont/Microflect OEM drawing number D-116712-2, REV A. Provide a complete inventory of parts located within the modules and pallets being shipped, and notify the Government when each module and pallet is shipped and the expected date of arrival at the NLSC.
