About this opportunity

The National Oceanic and Atmospheric Administration seeks a five-year IDIQ for support services covering inspection, structural repair, and restoration of 160 NWS NEXRAD WSR-88D Radar Towers across the United States and overseas locations, with proposals due July 29, 2026. This is a total small business set-aside restricted to women-owned small businesses.

Place of performance is Norman, Oklahoma, with work at radar tower sites nationwide (continental United States, Alaska, Hawaii, and OCONUS installations including Guam, Japan, Korea, and Puerto Rico). The contract comprises three CLINs: CLIN 0001 (Tower Inspection and Engineering Evaluations), CLIN 0002 (Structural Repair, Replacement, and Restoration of Galvanic Coating), and CLIN 0003 (Engineering Data and Engineering Change Proposals).

All contractor personnel performing tower climbs must maintain active OSHA 1910.268, ANSI Z359/Z490, and NATE Tower Climber Fall Protection Training certifications. Inspections must follow OEM Valmont-Microflect engineering data and ASTM A-780 coating standards, utilizing non-destructive testing per ASTM D7091-22, E376, E797, and IEEE Standard 81. Contractors must achieve 50 mg/m² soluble salt thresholds using the Bresle Method (ISO 8502-6, 8502-9). Towers were designed to EIA 222-D with 134 mph wind speeds. Government-furnished materials are stored at the National Logistics Support Center in Grandview, Missouri; contractors bear transportation and replenishment costs within 120 days of task order award. Wage Determinations apply only to construction work under CLIN 0002, with Davis-Bacon requirements identified at task order level.

The government estimates a minimum of $12,000 and maximum of $9,414,458 over five years. Contract performance runs September 16, 2026 through September 15, 2031. Evaluation employs a Best Value Tradeoff approach with Technical Proposal and Past Performance significantly more important than price. Offerors must submit three volumes: Price Quote (Volume I), Technical Proposal limited to 20 pages (Volume II), and Past Performance demonstrating three relevant contracts executed or completed within five years (Volume III). Amendment 3 (posted July 17) added a Q&A attachment and hardware list and tower information documents; acknowledgment of all amendments is required with quote submission.
