About this file

This combined synopsis and solicitation requests proposals for boiler and chiller water treatment services at the National Centers for Animal Health in Ames, Iowa. The contract will be a small business set-aside awarded under NAICS code 325998. The contractor shall provide bulk chemicals, equipment, labor, and management services to maintain water quality in steam boilers, chillers, cooling towers, and associated piping systems. The base period of performance is one year with four optional one-year extensions. Proposals are due by December 8th, 2022 and will be evaluated on technical acceptability and price, with the lowest priced technically acceptable offer receiving award. Eligible offerors must be registered in the System for Award Management and have a minimum of two years' experience in implementing water treatment programs for similar systems.

Summary & Recommendations

ACTION ITEMS:

1. Inspected HRSG2 and collected deposit samples for analysis– Report to follow.

Softeners:

1. Softeners tested soft with zero hardness.

Feedwater:

1. The boiler feedwater conductivity is high at 400 umhos. As we move into winter months and the steam load increases for heat, we anticipate the condensate return quality to improve, thus improving the conductivity of the feedwater and therefore improve cycle chemistry in the boiler.

2. The boiler feedwater hardness level was acceptable at 0.1 ppm.

3. The boiler Trasar controller chemical feed is calibrated and working properly. Trasar in the feedwater was in range at 12.7 ppm and the controller was reading 13.9 ppm.

4. The Trasar ORP probe is calibrated and working properly. ORP was -208 which is in range.

5. The Trasar pH was tested at 10.01. The probe was reading 10.45 and was calibrated to read 10.01.

Condensate

1. The condensate conductivity was high at 132.6 ppm.

2. The condensate pH was higher than normal at 9.99 but showed very little iron at 0.07 ppm and zero hardness. The M-Alkalinity was 8 ppm also indicating the quality of the condensate was good. With repairs being completed on the condensate return lines, we anticipate the quality of condensate and quantity to continue to improve.

Boilers: 1, 2, 3, 4 and 5 were online at time of testing.

Boiler 1:

1. The boiler conductivity was 4725 umhos. The surface blowdown probe was calibrated and working properly.

2. The boiler Trasar inhibitor dosage was at 128.5 ppm and correlated with 10 cycles of concentration. As boiler feedwater quality improves, we expect cycle chemistry to increase.

3. The boiler sulfite concentration was 20 ppm and correlated with boiler cycles. As boiler cycles improve the sulfite concentration will come into range.

4. All other boiler chemistry is as expected.

Boiler 2:

1. The boiler conductivity was 2262 umhos. The surface blowdown probe was calibrated and working properly.

2. The boiler Trasar inhibitor dosage was at 68.5 ppm and correlated with 5.4 cycles of concentration. As boiler feedwater quality improves, we expect cycle chemistry to increase.

3. The boiler sulfite concentration was 15 ppm and correlated with boiler cycles. As boiler cycles improve the sulfite concentration will come into range.

4. All other boiler chemistry is as expected.

Boiler 3:

1. Boiler 3 was not tested as the sample cooler was valved off. I opened the valve and saw that the sample cooler was leaking from the gasket on the top of the cooler as steam was releasing. I closed the valve and notified Ben that the sample cooler was turned off for a reason.

Boiler 4:

1. The boiler conductivity was 1988 umhos. The surface blowdown probe was calibrated and working properly.

2. The boiler Trasar inhibitor dosage was at 49.4 ppm and correlated with 4.9 cycles of concentration. As boiler feedwater quality improves, we expect

Personal Service Report National Animal Disease Center cycle chemistry to increase.

3. The boiler sulfite concentration was 15 ppm and correlated with boiler cycles. As boiler cycles improve the sulfite concentration will come into range.

4. All other boiler chemistry is as expected.

Boiler 5:

1. The boiler conductivity was 4132 umhos. The surface blowdown probe was calibrated and working properly.

2. The boiler Trasar inhibitor dosage was at 119.9 ppm and correlated with 9.4 cycles of concentration. As boiler feedwater quality improves, we expect cycle chemistry to increase.

3. The boiler sulfite concentration was 35 ppm and correlated with boiler cycles. As boiler cycles improve the sulfite concentration will come into range.

4. All other boiler chemistry is as expected.

Cooling Towers:

1. Was offline due to freezing temperatures outside.

Chilled Loop:

1. Not tested

Please do not hesitate to call with any questions.

Thank You.
