About this file
This combined synopsis and solicitation requests proposals for a boiler and chiller chemical water treatment services contract. The National Centers for Animal Health requires an indefinite delivery indefinite quantity contract to provide bulk chemicals, services, and comprehensive water treatment programs for chillers, cooling towers, steam boilers, and associated water systems located at their facility in Ames, Iowa. The contract will have an initial one-year base period and four one-year option periods. The solicitation is set aside for small businesses and responses are due by December 8th, 2022. The award will be made to the lowest priced technically acceptable offer based on technical experience requirements and past performance. Services will be inspected and accepted at destination.
The solicitation seeks proposals for annual boiler and chiller chemical water treatment services for the base year and four option years. Offerors must meet minimum experience requirements including two years of water treatment experience for all service personnel and two years of experience implementing boiler, chilled water, and condensing water programs. The contract will be a firm fixed price IDIQ awarded to the lowest priced technically acceptable offeror who is also determined responsible based on past performance.

Summary & Recommendations
ACTION ITEMS:
Replace leaking ST70 tank. New tank has been ordered.
Blowdown cooling tower to remove high turbidity in water.
Chilled water loop is being filled and circulated. Monitor turbidity level and Trasar levels.
Softeners:
Softeners tested soft
Feedwater:
The boiler feedwater tested low hardness at 0.1 ppm which is allowable.
The boiler Trasar controller chemical feed is calibrated and working properly. Trasar in the feedwater was in range at 11.9 ppm.
The Trasar ORP probe is calibrated and working properly. ORP was -189 and sulfite was 5 ppm in feedwater which is good.
The Trasar pH is calibrated and working properly with pH in the feedwater at 9.61.
The boiler feedwater Trasar conductivity controller was calibrated. The feedwater conductivity is improving at 217 ppm, down from last month. Our goal is less than 50 umhos.
Condensate
The condensate conductivity was much better at 55 umhos. We do expect less than 25 umhos for condensate.
The condensate showed zero hardness The iron level was 0.25 Condensate pH was in range at 9.21.
The amine was in range at 11.85 ppm.
Boilers: B1, B3 and B5 were online at time of testing.
Boiler 1:
The boiler conductivity is low at 1670 umhos. The probe is calibrated and working properly.
The boiler Trasar inhibitor dosage was at 64 ppm and correlated with boiler cycles.
The boiler sulfite concentration was as expected at 25 ppm.
All other boiler chemistry is as expected.
Boiler 3:
The boiler conductivity is in range at 1840. The probe was calibrated and working properly.
The boiler Trasar inhibitor dosage was at 72.6 ppm and correlated with boiler cycles.
The boiler sulfite concentration was as expected at 30 ppm.
All other boiler chemistry is as expected.
Boiler 5:
The boiler conductivity is in range at 4432. The probe calibration was checked and was good.
The boiler Trasar inhibitor dosage was at 164.5 ppm and correlated with boiler cycles.
The boiler sulfite concentration was as expected at 60 ppm.
All other boiler chemistry is as expected.
Cooling Towers:
The TRASAR chemical reader was cleaned and calibrated. The TRASAR chemical was low but will now come into range since the unit was calibrated.
Personal Service Report National Animal Disease Center
The TRASAR conductivity probe and pH probe calibration were checked and are ok.
The cooling tower conductivity set point was lowered to 1200 to increase blowdown as the turbidity in the water was high. Increasing blowdown will help clean up the turbidity since we just started up. Higher than normal turbidity is to be expected at startup. Ben will monitor and up the set point as the water clears up.
All other chemistry is as expected.
Chilled Loop:
The loop is filled and circulating now. The TRASAR level was in range at 2,792 ppm. Ben has two more barrels of TRAC114Plus to add.
The turbidity is high but is expected at startup as the system will be turbulent and stir things up.
Iron is high. This will also settle down as the system stabilizes.
All other chemistry is as expected.
Please don't hesitate to call with any questions.
Thank You.
