About this file

This combined synopsis and solicitation requests quotes for annual boiler and chiller chemical water treatment services. The Department of Agriculture Agricultural Research Service Field Research Implementation and Information Delivery Midwest Area seeks a contractor to provide bulk chemicals, equipment, labor, and management services for multiple locations in Ames, Iowa. Quotes are due by December 8, 2022. Award will be made to the lowest priced technically acceptable offer based on experience requirements including a minimum of two years in water treatment and boiler programs by designated personnel, one of whom must be a chemical engineer. The base year of performance is one year with four optional one-year extensions. This is a total small business set-aside for NAICS code 325998.

The contractor shall treat multiple chillers and cooling towers, steam boilers, and associated water loops and piping systems. Duties include chemical supply and dosage control, inspections, testing and recording, staff training, and responding to issues. The government will inspect and accept services at destination. This combined synopsis and solicitation provides standard terms for evaluation, responsibility determination, and incorporates numerous FAR and agency clauses.

Summary & Recommendations

ACTION ITEMS:

1. Install New Gateway Modems. They have been ordered.

2. Inspect DA

3. Inspect Boiler 5

4. Set up E-Data Entry in Nalco Envision

Softeners:

1. Softeners tested soft

Feedwater:

1. The DA was off-line for inspection.

2. The boiler feedwater tested zero hardness.

3. The boiler Trasar controller chemical feed is calibrated and working properly. Trasar in the feedwater was in range at 13.0 ppm and the controller read 11.81 ppm.

4. The Trasar ORP probe is calibrated and working properly. ORP was -23 which is to be expected with the DA offline.

5. The Trasar pH was calibrated and working properly with feed water pH at 9.17.

6. The boiler feedwater Trasar conductivity controller was calibrated. The feedwater sample conductivity was 200 while the controller read 279.

Condensate

1. The condensate conductivity was 189 umhos due to DA being offline.

2. The condensate showed zero hardness

3. The iron level was 0.30 ppm which is to be expected with cold soft water makeup going to condensate tank with DA offline for inspection.

4. Condensate pH was in range at 9.23.

5. The amine was in range at 11.85 ppm.

Boilers: B1, and B3 were online at time of testing.

Boiler 1:

1. The boiler conductivity was in range at 2624 umhos. The blowdown probe was calibrated and working properly.

2. The boiler Trasar inhibitor dosage was at 144 ppm and correlated with boiler cycles.

3. The boiler sulfite concentration was low at 5 ppm due to the DA being offline for inspection.

4. All other boiler chemistry is as expected.

Boiler 3:

1. The boiler conductivity is in range at 4989 umhos. The probe calibration was checked and working properly.

2. The boiler Trasar inhibitor dosage was at 226 ppm and correlated with boiler cycles.

3. The boiler sulfite concentration was low at 10 ppm and to be expected with DA offline for inspection.

4. All other boiler chemistry is as expected.

Cooling Towers:

1. The TRASAR chemical reader is calibrated and working properly.

2. The TRASAR conductivity probe and pH probe are calibrated and working properly.

3. The cooling tower conductivity probe is calibrated and working properly.

4. ST70 was feeding today. Free chlorine was 0.78 ppm and rising which is good.

5. All other chemistry is as expected.

Personal Service Report National Animal Disease Center

Chilled Loop:

1. The TRASAR level was in range at 2720 ppm.

2. The iron level was high at 2.97 ppm compared to 0.40 ppm last report. This is expected after adding the bleach to the loop to kill bacteria. The bleach will also oxidize iron and put it into suspension from any sediment. The Sand filter would help to remove this iron/sediment from circulation.

3. The loop bacteria count was zero.

4. All other chemistry is as expected.

Please do not hesitate to call with any questions.

Thank You.
