About this file

This combined synopsis and solicitation requests quotes for an indefinite delivery indefinite quantity contract to provide bulk chemicals, services, and annual maintenance for boiler and chiller water treatment at the National Centers for Animal Health in Ames, Iowa. The solicitation is set aside for small businesses and will result in a firm fixed price contract with one base year and four option years. Quotes are due by December 8, 2022 and must address technical and price factors, with evaluation based on lowest price technically acceptable. The contractor must have a minimum of two years' experience in water treatment, boiler programs, and training operating staff. The solicitation incorporates numerous standard FAR clauses and provisions.

Summary & Recommendations

ACTION ITEMS:

Install New Gateway Modems. They have been ordered.

Monitor the chilled water loop to ensure turbidity comes down. Slightly high.

Softeners:

Softeners tested soft

Feedwater:

The boiler feedwater tested low hardness at 0.1 ppm which is acceptable The boiler Trasar controller chemical feed is calibrated and working properly. Trasar in the feedwater was in range at 10.40 ppm and the controller read 10.50 ppm.

The Trasar ORP probe is calibrated and working properly. ORP was -169 and sulfite was 5 ppm in feedwater which is good.

The Trasar pH is calibrated and working properly with feed water pH at 9.64.

The boiler feedwater Trasar conductivity controller was calibrated. The feedwater sample conductivity was 305 while the controller read 324. Our goal is less than 50 umhos.

Condensate

The condensate conductivity was 61 umhos. We do expect less than 25 umhos for condensate.

The condensate showed zero hardness The iron level was higher than we usually see at 0.41 ppm. This maybe a result of the steam outage over the weekend.

Condensate pH was in range at 8.90.

The amine was in range at 11.85 ppm.

Boilers: B1, B2 and B3 were online at time of testing.

Boiler 1:

The boiler conductivity was in range at 4064 umhos. The blowdown probe is calibrated and working properly.

The boiler Trasar inhibitor dosage was at 156 ppm and correlated with boiler cycles.

The boiler sulfite concentration was slightly low at 20 ppm. Monitor for trend. Increase feed if concentration does not increase into range.

All other boiler chemistry is as expected.

Boiler 2:

The boiler conductivity is in range at 4656 umhos. The blowdown probe was calibrated and working properly.

The boiler Trasar inhibitor dosage was at 170.8 ppm and correlated with boiler cycles.

The boiler sulfite concentration was slightly low 20 ppm. Monitor for trend. Increase feed if concentration does not increase into range.

All other boiler chemistry is as expected.

Boiler 3:

The boiler conductivity is in range at 4190 umhos. The probe calibration was checked and working properly.

The boiler Trasar inhibitor dosage was at 196.3 ppm and correlated with boiler cycles.

The boiler sulfite concentration was as expected at 20 ppm. Monitor for trend. Increase feed if concentration does not increase into range.

All other boiler chemistry is as expected.

Cooling Towers:

Personal Service Report National Animal Disease Center

The TRASAR chemical reader is calibrated and working properly. I cleaned and calibrated the blue TRASAR pen.

The TRASAR conductivity probe and pH probe are calibrated and working properly.

The cooling tower conductivity probe is calibrated and working properly. Turbidity is much better now that we have had enough blowdown to clean up.

All other chemistry is as expected.

Chilled Loop:

The loop is filled and circulating now. The TRASAR level was in range at 4020 ppm.

The turbidity is still high but is improving since startup.

The iron level was improved at 0.37 ppm. Once the sand filter is deployed, we should see this come down even more.

All other chemistry is as expected.

Please do not hesitate to call with any questions.

Thank You.
