About this file
This combined synopsis and solicitation requests proposals for boiler and chiller chemical water treatment services at the National Animal Disease Center in Ames, Iowa. The contractor shall provide bulk chemicals, equipment, labor, and comprehensive water treatment programs for steam boilers, chillers, cooling towers, and associated piping systems. The base year of performance is one year with four optional one-year extensions. Proposals are due by December 8, 2022 and the award will be a fixed-price small business set-aside contract. The contractor must have a minimum of two years' experience in water treatment and boiler programs. Evaluation will be based on technical acceptability and price, with the lowest priced technically acceptable offer receiving the award.
The contractor will provide all items FOB destination at the government site. Services will be inspected by the contracting officer's representative and accepted at destination. This is a 100% total small business set-aside with a NAICS code of 325998 and size standard of 500 employees.

Summary & Recommendations
ACTION ITEMS:
Determine why check valves and strainers on main condensate tank pumps are corroding shut every 5-6 month's.
Determine location for additional conductivity probes to measure steam quality and condensate quality going into main condensate tank.
Softeners:
West Softeners #1 and 2 were online at time of testing. #1 tested hard and #2 tested soft. Discussed with Troy the effects of channeling during low flow scenarios.
We review conductivity probe readings and noted several instances over the last 30 days of high conductivity leaking from softeners into boiler feedwater.
Feedwater:
The boiler feedwater tested low hardness at 0.2 ppm which is allowable.
The boiler Trasar controller chemical feed is calibrated and working properly. Trasar in the feedwater was in range at 10.8 ppm.
The Trasar ORP probe is calibrated and working properly as residual sulfite was in range for all boilers.
The Trasar pH is calibtrated and working properly with pH in the feedwater at 9.36 which is right in range.
The boiler feedwater Trasar conductivity controller is calibrated and working properly. The feedwater conductivity is higher than we like to see at 225 umhos indicating about a 52% condensate return rate at time of testing. We have seen boiler feedwater conductivity below 100 umhos with a condensate return rate above 75% so we do see big fluctuations from time to time. We did review a graph depicting daily operator testing results for boiler feedwater conductivity beginning September 1, 2021 thru current that showed high feedwater conductivity on average as high as 400 -500 umhos with one excursion as high as 800 indicating boiler carryover. These trends are important in our effort to determine why we are seeing such high corrosion rates in the condensate tank pump check valves and strainers. As such, when these high conductivity results occur we need to determine the source of conductivity like a softener leaking high conductivity (salt) into feedwater, or high conductivity getting into the condensate which can come from the softener, boiler carryover or leaks from heat exchangers on campus.
Condensate
The condensate showed showed higher than normal iron today at 0.54 ppm. Will monitor for trend.
The condensate showed zero hardness.
Condensate pH was in range at 9.2 but at the high end. Please ensure it doesn't go any higher and monitor for cause and trend if it does. Try and correlate conductivity as a source of high pH.
The amine was ing range at 11.85 ppm.
The conductivity tested at 74 micromhos which isn't bad but we expect conductivity to be below 50. We did review a graph showing operator test data for coductivity between September 1, 2021 and present that showed conductivity to be well above 100 umhos on average with some results above 300 umhos. These high excursions are significant as a cause to the type of corrosion we are seeing in the check valves and strainers. When conductivity goes above 100 we need to try and establish the source so we can mitigate and prevent.
As we discussed, the type of corrosion we are seeing is caused by oxygen and accelerated by conductivity (salt). The high conductivity we have seen in the condensate could be coming from the softeners, boiler carryover or contamination in the condensate from campus. We did walk down the softener lines with Troy and located two possible sources coming from the softenrs but valves showed to be closed. We did look at the conductivity probe readings on the softener and showed multiple readings around 1000 indicating the softeners are leaking salt into feedwater. This would certainly contribute to carryover in the boiler/s. We discussed putting in additional conductivity probes on the steam header and incoming condensate to help determine sources of contamination.
The following questions were discussed for consideration when testing and analyzing to determine the cause/s of high corrosion rates:
1. When condensate repairs are done, how long to they throw away the condensate? Days? Weeks? ….How would throwing away condensate make the condensate tank go up in conductivity?
2. The softened makeup goes directly into the DA. Is there ever an occassion when we would send softened makeup to the condensate tank besides when the DA tank is under repair?
3. Has there been level control issues with the DA or condensate tank?
Personal Service Report National Animal Disease Center
4. Has the condensate tank overflowed in the last 6 mo?
5. Are the softeners able to satisfy the demand from DA level control swings in when someone is throwing away condensate? Is there a chance that somehow adding softened water to the condensate tank helped level out DA level control issues?
6. Are condensate pump seals leaking in air?
As we continue to review test results we will discuss these questions for possible answers
