About this file
This combined synopsis and solicitation requests quotes for boiler and chiller chemical water treatment services at the National Animal Disease Center in Ames, Iowa. The contractor shall provide bulk chemicals, implementation of boiler, chilled water, and condensate programs. The period of performance is one base year with four option years. Quotes are due by December 8, 2022. Award will be made to the technically acceptable offer with the lowest price. To be eligible, contractors must be registered in SAM and have at least two years of experience in water treatment, boiler programs, and training personnel. One assigned representative must have a chemical engineering degree.

Summary & Recommendations
ACTION ITEMS:
Boiler 3 blowdown relay 1 was not responding consistently to commands. Its working now but will check in 2 weeks to confirm. Otherwise, a factory reset will be performed to ensure a software corruption is not the issue.
Determine why check valves and strainers on main condensate tank pumps are corroding shut every 5-6 months.
Determine location for additional conductivity probes to measure steam quality and condensate quality going into main condensate tank.
Softeners:
Softeners tested soft
Feedwater:
The boiler feedwater tested low hardness at 0.1 ppm which is allowable.
The boiler Trasar controller chemical feed is calibrated and working properly. Trasar in the feedwater was in range at 9.5 ppm.
The Trasar ORP probe is calibrated and working properly as residual sulfite was in range for all boilers. The new ORP set point is -170 as we calibrated to the probe performance.
The Trasar pH is calibrated and working properly with pH in the feedwater at 9.66.
The boiler feedwater Trasar conductivity controller was calibrated. The feedwater conductivity is reading higher than normal most likely due to building 7 condensate being dumped.
Condensate
The condensate conductivity was higher than normal at 138 umhos. Talking with Randall, he indicated he has been seeing the same result in the combined condensate sample versus campus samples that are much lower conductivity. Most likely, the sample cooler is leaking soft water into the condensate driving up the conductivity, as we are also seeing a little rise in alkalinity in the condensate that would correlate with this. Randall is going to see if he can pull a sample of the combined condensate tank directly.
The condensate showed zero hardness and low iron at 0.15 ppm.
Condensate pH was in range at 9.56 which does correlate with the soft water pH.
The amine was in range at 11.85 ppm.
Boilers: B1, B2, B3 and B5 were online at time of testing.
Boiler 1:
The boiler conductivity is low at 2717. The probe is calibrated and working properly. I extended the interval between sample trap time to help bring conductivity up.
The boiler Trasar inhibitor dosage was at 80.2 ppm and correlated with boiler cycles.
The boiler sulfite concentration was as expected at 20 ppm.
All other boiler chemistry is as expected.
Boiler 2:
The boiler conductivity was 1666. This probe was calibrated so conductivity should start coming up now.
The boiler Trasar inhibitor dosage was 46.2 ppm and correlated with boiler cycles.
The boiler sulfite concentration was as expected at 15 ppm. This will cycle up with boiler cycles.
All other boiler chemistry is as expected.
Personal Service Report National Animal Disease Center
Boiler 3:
The boiler conductivity is in range at 3432. The probe is calibrated and working properly.
The boiler Trasar inhibitor dosage was at 98.1 ppm and correlated with boiler cycles.
The boiler sulfite concentration was as expected at 30 ppm.
All other boiler chemistry is as expected.
Boiler 5:
The boiler conductivity is in range at 5009. The probe calibration was checked and was ok.
The boiler Trasar inhibitor dosage was at 138.9 ppm and correlated with boiler cycles.
The boiler sulfite concentration was as expected at 35 ppm.
All other boiler chemistry is as expected.
Cooling Towers:
Offline for the season. Will be starting soon.
We have all the probes and calibration solutions and are ready for startup.
Chilled Loop:
Offline for the season.
Please don't hesitate to call with any questions.
Thank You.
