About this file
This combined synopsis and solicitation requests proposals for a boiler and chiller chemical water treatment services contract. The National Centers for Animal Health requires an indefinite delivery indefinite quantity contract to provide bulk chemicals, services, and comprehensive water treatment programs for chillers, cooling towers, steam boilers, and associated water loops and piping systems located at their facility in Ames, Iowa. The contract will have a one-year base period and four one-year option periods. Proposals are due by December 8, 2022 and the contract will be a total small business set-aside under NAICS code 325998 with a size standard of 500 employees. The basis for award will be lowest price technically acceptable. Offerors must demonstrate experience requirements and the contract will be a firm fixed price with inspection and acceptance at destination.
The document provides the solicitation number, a description of work and location, anticipated contract type, submission requirements including technical and price proposals, evaluation criteria of technical acceptability and price, and a list of applicable FAR and agency provisions and clauses. It also specifies system for award management registration is required and invoices must be submitted electronically.

Summary & Recommendations
ACTION ITEMS:
1. Inspect Boiler 1 – Report to follow.
2. Prepare to layup cooling tower for winter.
3. Prepare to layup the chilled water loop for the winter.
4. Determine why the water in the site glass of the boiler water systems is dirty.
5. Determine the delivery date of cellular data modems ordered last spring.
Softeners:
1. Softeners tested soft
Feedwater:
1. The boiler feedwater tested zero hardness.
2. The boiler Trasar controller chemical feed is calibrated and working properly. Trasar in the feedwater was in range at 9.14 ppm and the controller read 8.52 ppm.
3. The Trasar ORP probe is calibrated and working properly. ORP was -192 which is in range.
4. The Trasar pH was calibrated and working properly with feed water pH at 9.73
5. The boiler feedwater Trasar conductivity was calibrated and working properly. The probe is not holding calibration very well. We may have to replace the probe, will monitor for trend.
6. Conductivity of the boiler feedwater is in range.
Condensate
1. The condensate conductivity was 28.58 umhos which is good.
2. The condensate showed zero hardness
3. The iron level was 0.19 ppm which is acceptable
4. Condensate pH was in range at 8.4 with 2 drops of amine present or 7.90 ppm amine, which correlates with pH.
5. Review condensate testing data with troy from all systems. We do see areas of concern and will plan to test these locations on the next visit. Also looking a condensate quality as a source of contamination that is causing dirty sight glass water level indicators on the boilers and feedwater tanks.
Boilers: B3, and B5 were online at time of testing.
Boiler 3:
1. The boiler conductivity was at 4219 umhos. The blowdown probe was calibrated and working properly.
2. The boiler Trasar inhibitor dosage was at 280 ppm and correlated with boiler cycles.
3. The boiler sulfite concentration was in range at 45 ppm.
4. All other boiler chemistry is as expected.
Boiler 5:
1. The boiler conductivity was 4819 umhos. The blowdown probe is calibrated and working properly.
2. The boiler Trasar inhibitor dosage was at 253 ppm and correlated with boiler cycles.
3. The boiler sulfite concentration was in range at 40 ppm.
Cooling Towers:
1. The TRASAR chemical reader is calibrated and working properly. The TRASAR level is in range at 103 ppm.
2. The TRASAR conductivity probe and pH probe are calibrated and working properly.
3. Discussed with Ben and Kevin procedures to chemically lay up the cooling tower this winter. Will provide quote and information.
4. All other chemistry is as expected.
Personal Service Report National Animal Disease Center
Chilled Loop:
1. The TRASAR level was in range at 2548ppm.
2. The iron level is still elevated. This will improve once the sand filter is online to remove suspended iron that we can see in the turbidity.
3. All other chemistry is as expected.
4. Discussed with Ben and Kevin about disinfecting the loop with a non-oxidizing biocide prior to shutting down for the winter. Will provide quote.
Please do not hesitate to call with any questions.
Thank You.
