| RFI log |
| Sol No. 12445523R0018 Cad-Man Fire Warehouse |
| No. | Inquiry | Answer | Documents Attached |
| 1 | The drawing sheets dated 30 May marked REV01 & REV02; attachments 4-11 are already contained in the drawings FINAL SUBMISSION v.02 correct? | See section L provision 452.237-71 regarding Pre-Proposal Conference | |
| 2 | I’m having some trouble finding the following sections: 013000 Administrative Requirements, For Submittal Procedures 074646 FIBER-CEMENT SIDING | Amending the TOC only. |
Section 74646 FIBER-CEMENT SIDING is no longer needed and siding requirements are under 74623 Engineered Wood Siding. Section 013000 is not needed and all admin requirements for submittals are covered in 013300 – Submittal Procedures.
If there is a specific admin requirement for submittals that the contractor cannot find in 13300 and has concerns about, please have them submit more details.
| 3 | The drawing sheets dated 30 May marked REV01 & REV02; attachments 4-11 are already contained in the drawings FINAL SUBMISSION v.02 correct? | Yes | ||
| 4 | If one compares the revised sheets marked 30 May REV01 and REV02 and the same sheets in the drawings FINAL SUBMISSION v.02 they will be identical, correct? | Yes | ||
| 5 | Attachment 11 (ATT11) C5-17 has two pages. The first is blank. Is the blank page missing information that we need or can bidders disregard the blank page? | Disregard blank page | ||
| 6 | For the price proposal section, do you want the ATT1 SOI PDF or the Excel version document submitted to you? | Either. Contractors choice | ||
| 7 | For the Factor 1 Past Performance is it agreeable to simply submit a PPQ (a User or Owner Evaluation) or CPARS evaluation? | Please do not submit a CPARS. Create a list that reflects the capabilities needed to perform this project | ||
| 8 | For factor 2 Experience are there page requirements? One wonders because the direction seems to be pretty open ended for this factor? | No requirements. No need for excessive descriptions. | ||
| 9 | For factor 2 Experience, is the short narrative only for the 3 projects submitted for past performance, or do you desire Offeror simply to describe their project history even outside of the three submitted projects with a sample of concurrent projects and other helpful information? | We require 3, anything above that is fine | ||
| 10 | For factor 3, is the Offeror bound to use the major subcontractors it proposes and their roles? Subcontractor selection is often done the very moment this proposal will be due, | Prefer the use of the sub that is spelled out. Perhaps providing possible alternates is feasible | ||
| 11 | Page 5 of the solicitation shows a project start date in roughly 1-month with duration of 07-17-2023 thru. 06-30-2024. Subcontractors are reportedly not available for work for some time through 2023 let alone to start the project in 1 month. A start date of 2 October will generate substantially more interest and greater competition among bidders. Would the Owner/User be willing to adjust the start date expectation? We feel it would be in their best interest. | List start indicative of issuance of Notice to Proceed, to facilitate beginning of submittal review and material ordering. Mobilization date is flexible based on proper submission,r eview, and approval of a proposed construction schedule. | ||
| 12 | Sheet L1-01 is a planting plan with exterior improvements, (Landscaping) but there seems to be no Specifications for such.. Please provide specifications for the planting plans or Exterior Improvements. | For some reason, specification Section 329200 Seeding and Mulching was included in the 90% Submission but not the Final Submission. This is the only section I have for Division 32 – Exterior Improvements that I received from Mary Brown, TST Landscape Architect. | 329200 SEEDING & MULCHING.pdf | |
| 13 | Where are the limits of construction for the new garage exit and entrance? Sheet C1-02 note 1 shows the Main Access Road which says, “to be constructed by others”. | Please refer to alignments on C1-02. Contractor responsible for proper tie in, including curvature, to the Main Access Road. | ||
| 14 | Sheet C1-02 note 3 shows Employee Parking is not in contract, yet the One Way Sign Left Pointing is in that area. Is the One Way Sign in contract? | One Way Sign should be considered under Opti0nal Bid Item 9. | ||
| 15 | Are the 8’ concrete wheel stops shown on C1-02 in contract since it is in the Employee Parking area which is not in contract per Note 3? | Wheel stops shold be considered under Optional Bid Item 9. | ||
| 16 | Sheet C1-15 shows edge of Pavement meaning this is asphalt pavement including the garage exit and entrance roads. Therefore, please provide asphalt paving specification. | Disregard callout on C1-15 showing Edge of Pavement. Entrance approach is graveled. C1-15 is for septic site plan. | ||
| 17 | RFI -Section 085413 – Windows; The specified Window Pella Corp Impervia does not come in a casement window 48 ” wide. The largest they make in casement is 37.5”. The offer fixed and sliding window in that are 48” . Please let us know what you would like to do. // Pella Impervia Casements are specified 48x60, the only issue is we do not make Impervia casements over 37.5 in width. I could either do sliding impervia windows, or do a two wide casement 48x60 to make up for the difference. | The Pella windows shall be two mulled (mullion) casement units to appear as double casement | ||
| 18 | We are wanting to submit a substitution request for the Thermal Insulation section (07 2100). Dupont Thermax is spec'd, but we wanted to submit our Hunter Xci product which is a direct equal with lesser lead times, and immediate availability. Please advise on what we would need to send to you. Appreciate it! | All submittal should meet minimum requirements in Section 013300 - Submittal Procedures. In general provide enough information for thorough comparison of materials. | ||
| 19 | The design plans do not include any details for fire suppression or a fire alarm system. | There is no fire suppression system planned for this structure. Fire alarms will be stand alone and not hard wired into the construction. | ||
| 20 | Where to get power to the site? | The contractor will need to work with Consumers to establish temporary power to the site. Existing power feeds through lines art intersection of Snyder and M55. This is proposed to be extended parallel to Snyder Road to the new access. Contacts have been made with Consumers but scheduling and timing of work shall be negotiated by the general contractor. | ||
| 21 | Are the data lines considered part of the scope of electrical work? | Data lines (interior cabling) will be the responsibility of the general contractor. Data transmission lines to building responsibility of FS. | ||

| 29 | Can you provide a spec on the chain -link fence for the storage area. | Chain-link Specification has been added (see attached) | 323113 Chain Link Fences and Gates.doc | |
| 30 | Please clarify: | |||
| • | Per page A2-01 top of slab elevation shows 101.5’ | |||
| • | Per page A3-01 top of slab elevation shows 100’ | Page A2-01, top of slab elevation of 101.5' is correct. | ||
| 31 | Can you also please provide an updated site plan. There are details calling for a Dumpster pad and sidewalk, however the site plan available shows neither of these. | Dumpster pad and sidewalk layout provided on sheet C1-02. | ||
| 32 | The door schedule on A6-01 seems to match Alternate Floor Plan AA1-01. I have not found a door schedule for Floor Plan A1-01. Confused. Door 102 is listed as solid core but description leads me to believe it is HM? Please clarify. | Revised Drawing A6-01 has been revised (see attached). Door 102 is a Solid Core door with tempered glass (revised). | 090403-ABL2022-0002-A626-SCHEDULES_REV03.pdf | |
| 33 | Hardware at Opening 108 has Hdwe Set #1 listed for a pair of interior doors? | Hardware at opening 108 should be Hardware Set #4. | ||
| 34 | The main entrance road is by USDA. On sheet C1- 02 it indicates employee parking NIC. Just want to make sure we are not to figure this as well. The bid form indicates OP-10 decommissioning existing fire module office – separate plan. I don’t see any of these plans included in the bid set. | |||
| 35 | In the solicitation it indicates decommission of existing fire module building. Can you please clarify what is required. | |||
| Additional pending as of 6/26/23 | ||||
| Can you tell me what permits we will be required to get for this project? | The HMNF will be securing well and septic permits for this project. | *Can you confirm there is no asphalt paving and that it is gravel/stone paving as shown in diagram 2 on C0-01 instead? | ||||
| *Please clarify the apparent contradiction: Schedule of Items OP-4 states cabinets include upper and base cabinets, however, sheet A4-04, in the Optional bid item 04 diagram says, “Full overlay, framed base cabinets with one adj. shelf and wire pull hardware see specs, N.I.C.” Are we to provide the base cabinets or are they N.I.C., Not In Contract? | ||||
