Huron-Manistee NF Cadillac-Manistee Fire Operations Center

SECTION 329200 – SEEDING AND MULCHING

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes seeding.

B. DEFINITIONS

C. Finish Grade: Elevation of finished surface of planting soil.

D. Planting Soil: Native topsoil, or surface soil modified to become topsoil; mixed with soil amendments.

E. Subgrade: Surface or elevation of subsoil remaining after completing excavation, or top surface of a fill or backfill immediately beneath planting soil.

1.2 SUBMITTALS

A. Product Data: For each type of product indicated.

B. Product certificates.

C. Planting Schedule: Indicating anticipated planting dates.

1.3 QUALITY ASSURANCE

A. Installer's Field Supervision: Require Installer to maintain an experienced full-time supervisor on Project site when planting is in progress.

B. Topsoil Analysis: Furnish soil analysis by a qualified soil-testing laboratory.

1.4 DELIVERY, STORAGE, AND HANDLING

A. Seed, Fertilizer: Deliver, store, and handle materials according to manufactures recommendations. Materials must be keep dry until ready to use.

PART 2 - PRODUCTS

2.1 SEED

A. Seed Species: State-certified seed of grass species, as follows:

1. Sun and Partial Shade: Proportioned by weight as follows:

a. 25 percent Perennial rye grass var. Alliance, Charger, Citation III, or Navajo.

b. 25 percent Ky. Bluegrass var. Challenger, Midnight, Bluestar, or North Star

c. 50 percent Tall Fescue var. Apache II, Confederate, Coronado,Tomahawk, or

Coronado Gold.

d. Choose one or more of the varieties listed for each grass to include in the mix.

2.2 PLANTING MATERIALS

A. Topsoil: ASTM D 5268, pH range of 5.5 to 7, a minimum of 4 percent organic material content; free of stones 1 inch or larger in any dimension and other extraneous materials harmful to plant growth.

1. Topsoil Source: Reuse surface soil on-site.

B. Inorganic Soil Amendments:

1. Lime: ASTM C 602, Class T or O, agricultural limestone containing a minimum 80 percent calcium carbonate equivalent.

C. Organic Soil Amendments

1. Compost: Well-composted, stable, and weed-free organic matter, pH range of 5.5 to 8.

2. Peat: Sphagnum peat moss, partially decomposed, finely divided or granular texture, with pH range of 3.4 to 4.8.

3. Peat: Finely divided or granular texture, with pH range of 6 to 7.5, containing partially decomposed moss peat, native peat, or reed-sedge peat and having water-absorbing capacity of 1100 to 2000 percent.

4. Wood Derivatives: Decomposed, nitrogen-treated sawdust, ground bark, or wood waste;

of uniform texture, free of chips, stones, sticks, soil, or toxic materials.

D. Fertilizer:

1. Commercial Fertilizer: Commercial-grade complete fertilizer of neutral character, consisting of fast- and slow-release nitrogen, 50 percent derived from natural organic sources of urea formaldehyde, phosphorous, and potassium in the following composition:

2. Slow-Release Fertilizer: Granular or pelleted fertilizer consisting of 50 percent water-insoluble nitrogen, phosphorus, and potassium in the following composition:

a. Composition: 20 percent nitrogen, 10 percent phosphorous, and 10 percent potassium, by weight.

E. Mulches:

1. Straw Mulch: Provide air-dry, clean, mildew- and seed-free, threshed straw of wheat, rye, oats, or barley.

PART 3 - EXECUTION

3.1 PREPARATION

A. Finish Grading: Grade planting areas to a smooth, uniform surface plane with loose, uniformly fine texture. Grade to within plus or minus 1/2 inch of finish elevation. Roll and rake, remove ridges, and fill depressions to meet finish grades. Limit fine grading to areas that can be planted in the immediate future.

B. Restore areas if eroded or otherwise disturbed after finish grading and before planting.

3.2 SEEDING

A. Sow seed at the rate of 4lb/1000 sq ft. Apply fertilizer at 6 pounds/1000 sq ft.

B. Rake seed lightly into top 1/8 inch of topsoil, roll lightly, and water with fine spray.

C. Protect seeded areas by spreading straw mulch. Spread uniformly at a minimum rate of 2 tons/acre to form a continuous blanket 1-1/2 inches in loose depth over seeded areas. Spread by hand, blower, or other suitable equipment.

D. Hydo-seeding using the above seeding rates is also acceptable method to seeding.

E. Seeding shall be completed between March 1-May 15 for spring plantings and September 1- October 15 for fall planting.

F. Temporary seeding during winter months may be required and shall consist of winter wheat and straw mulch at one ton per acre.

011400_WORK RESTRICTIONS
PART 1 - GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 1 Specification Sections, apply to this Section.
1.2 CONTRACTOR USE OF PREMISES
A. The Government will conduct a pre-construction survey with the Contractor to review and document the existing project conditions prior to construction.
B. The Contractor shall perform all work during weekdays, Monday through Friday; between the hours of 8:00 AM and 4:30 PM; without disruption to government employees and government operations unless approved by COR under critical conditions. Coordina...
C. The Contractor shall limit use of the premises to the work in areas indicated.
1. Confine operations at the site to areas indicated. Do not disturb portions of the site beyond the areas in which Work is indicated.
2. Schedule deliveries to minimize on-site storage of material and equipment.
3. Repair damage caused by construction operations. Take precautions to protect the public during the construction period.
4. Space on the premises is available for the Contractor's storage and related activities.
5. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or salvaged as Government property, shall become the property of the Contractor and shall be promptly removed from the site.
1.3 GOVERNMENT OCCUPANCY

PART 1 - GENERAL
1.1 SUMMARY
A. A unit price provides an amount proposed by the Contractor and stated on the Schedule of Items as a price per unit of measurement for materials or services.
B. Unit prices include all necessary material and labor costs, overhead, profit, taxes, shipping and other related expenses for the added or deducted work.
1.2 PROCEDURES
A. Measurement: Method of measurement for each unit price is specified in the specification section applicable to the work.

013100_PROJECT MANAGEMENT
PART 1 - GENERAL
1.1 SUMMARY
A. This section includes certain administrative provisions for managing and coordinating construction operations.
1.2 GENERAL PROJECT COORDINATION
A. Coordination of Trades: Coordinate construction operations to provide an efficient and orderly installation of each part of the Work.
1.3 CONSERVATION
A. Consider conservation of energy, water and materials during construction operations.
1.4 SPILL CONTROL
A. Develop plans to provide for containment of hazardous materials and unplanned spills.
1.5 ADMINISTRATIVE AND SUPERVISORY PERSONNEL
A. In addition to meeting the requirements of FAR 52.236-6 for an on-site Project Superintendent, the Contractor shall provide other administrative and supervisory personnel as required for performance of the Work.
1.6 CONFERENCES AND MEETINGS

B. Construction in Progress: Keep construction in progress, adjoining materials in place, and clean during handling and installation. Apply protective coverings for protection from damage or deterioration.
C. Completed Construction: Clean completed construction and provide maintenance to prevent damage, soiling or other deterioration through the remainder of the construction period.

013300_SUBMITTAL PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes administrative and procedural requirements for submitting Shop Drawings, Product Data, Samples, and other submittals.
B. See Division 01 Section "Quality Requirements" for submitting test and inspection reports.
C. See Division 01 Section "Closeout Procedures" for submitting warranties.
1.2 DEFINITIONS
A. Action Submittals: Written and graphic information that requires COR's responsive action.
B. Informational Submittals: Written information that does not require COR's responsive action. Submittals may be rejected for not complying with requirements.
1.3 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. COR reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on COR's receipt of submittal. No extension of the Contract Time will be authorized because of failure to transm...
1. Initial Review: Allow 10 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Architect will advise Contractor when a submittal being processed must be delayed for coordination.

3. Resubmittal Review: Allow 10 days for review of each resubmittal.

g. Name of manufacturer.
h. Submittal number or other unique identifier, including revision identifier.
1) Submittal number shall use Specification Section number followed by a decimal point and then a sequential number (e.g., 061000.01). Resubmittals shall include an alphabetic suffix after another decimal point (e.g., 061000.01.A).
i. Number and title of appropriate Specification Section.
j. Drawing number and detail references, as appropriate.
k. Location(s) where product is to be installed, as appropriate.
l. Other necessary identification.
D. Deviations: Highlight, encircle, or otherwise specifically identify deviations from the Contract Documents on submittals.
E. Additional Copies: Unless additional copies are required for final submittal, and unless COR observes noncompliance with provisions in the Contract Documents, initial submittal may serve as final submittal.
1. Additional copies submitted for maintenance manuals will be marked with action taken and will be returned.
F. Transmittal: Package each submittal individually and appropriately for transmittal and handling. Transmit each submittal using a transmittal form. COR will discard submittals received from sources other than Contractor.
G. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.
1. Note date and content of previous submittal.
2. Note date and content of revision in label or title block and clearly indicate extent of revision.
3. Resubmit submittals until they are marked "Approved” or “Approved as Noted.”
H. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on trans...

PART 2 - PRODUCTS
2.1 ACTION SUBMITTALS
A. General: Prepare and submit Action Submittals required by individual Specification Sections.
B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. If information must be specially prepared for submittal because standard printed data are not suitable for use, submit as Shop Drawings, not as Product Data.
2. Mark each copy of each submittal to show which products and options are applicable.
3. Include the following information, as applicable:
a. Manufacturer's written recommendations.
b. Manufacturer's product specifications.
c. Manufacturer's installation instructions.
d. Manufacturer's catalog cuts.
e. Printed performance curves.
f. Operational range diagrams.
g. Compliance with specified referenced standards.
h. Testing by recognized testing agency.

4. Number of Copies: Submit three copies of Product Data, unless otherwise indicated. COR will return two copies. Mark up and retain one returned copy as a Project Record Document.

C. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data.
1. Preparation: Fully illustrate requirements in the Contract Documents. Include the following information, as applicable:
a. Dimensions.
b. Identification of products.
c. Fabrication and installation drawings.
d. Roughing-in and setting diagrams.
e. Shopwork manufacturing instructions.
f. Templates and patterns.
g. Schedules.
h. Notation of coordination requirements.
i. Notation of dimensions established by field measurement.
j. Relationship to adjoining construction clearly indicated.
k. Seal and signature of professional engineer if specified.
2. Sheet Size: Except for templates, patterns, and similar full-size drawings, submit Shop Drawings on sheets at least 1T8-1/2 by 11 inches1T4T (215 by 280 mm)4T but no larger than 1T30 by 40 inches1T4T (750 by 1000 mm)4T.
3. Number of Copies: Submit two opaque (bond) copies of each submittal. COR will return one copy.
D. Samples: Submit Samples for review of kind, color, pattern, and texture for a check of these characteristics with other elements and for a comparison of these characteristics between submittal and actual component as delivered and installed.
1. Transmit Samples that contain multiple, related components such as accessories together in one submittal package.
2. Identification: Attach label on unexposed side of Samples that includes the following:
a. Generic description of Sample.
b. Product name and name of manufacturer.
c. Sample source.
d. Number and title of appropriate Specification Section.
3. Samples for Initial Selection: Submit manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available.

PART 1 - GENERAL
1.1 SUMMARY
A. This section, FAR 52.246-1, and FAR 52.246-12 include requirements for quality control services to verify quality assurance requirements specified elsewhere in the Contract.
B. The Government reserves the right to conduct independent tests.
C. This section includes requirements for quality control services: soil density compaction, and concrete tests.
D. The quality control services include tests and related actions, including reports, performed by the Contractor, independent agencies or governing authorities.
1.2 RESPONSIBILITIES
