1.0 Introduction
In accordance with our Industrial Hygiene Services contract with the General Services Administration (GSA), Rambin-Global, JV (RGJV) completed the 2019 Asbestos Hazard Emergency Response Act (AHERA) Operations and Maintenance (O&M) survey of the Lafayette Building (DC0026ZZ) on November 22, 2019. The Lafayette Building is located at 811 Vermont Avenue, NW Washington D.C. The purpose of the survey was to assess previously-identified asbestos-containing materials (ACMs), to sample and confirm the asbestos content of presumed asbestos-containing materials, and to identify and sample any additional suspect ACMs not previously-identified. Sampling within the Lafayette Building was limited to 20 samples per the contract’s scope of work. GSA provided RGJV with TTL ARC Environmental JV’s 2016 reinspection report. A list of previous abatement activities was not available.
Mr. Sameera Meegoda, an EPA and Maryland-accredited AHERA Inspector (#19011111), with reciprocity in Washington, D.C., conducted the reinspection. The Inspector’s certifications are provided in Appendix F.
Survey and reinspection protocols were based on those adopted by the U.S. Environmental Protection Agency (EPA) as detailed in the Asbestos Hazard Emergency Response Act (AHERA; 40 CFR 763, Subpart E), and guidelines detailed by GSA.
2.0 Methodology
RGJV conducted the asbestos survey under protocols established by USEPA 40 Code of Federal Regulations (CFR) 763 Asbestos Hazard Emergency Response Act (AHERA) and 40 CFR 61 Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP). GSA-established protocols for asbestos bulk sampling were followed during the survey.
When possible, suspect materials, according to AHERA, that were homogeneous in nature (i.e., uniform in color and texture, installation date) were identified, touched to determine friability, and sampled by removing a small piece. Extreme care was taken to avoid potential fiber release during the inspection/sampling process. Before sample collection, a fine mist of water was typically applied to the sample site. Samples were collected using sharpened core samplers and/or razor knives, where necessary, and immediately placed in labeled containers and sealed. Any dust generated was wet-wiped to minimize the potential for fiber release. Samples were not collected from occupied rooms. The location (selected at random), condition, and quantity of each homogeneous material were recorded in the inspector’s log.
During the survey RGJV collected a total of fifteen (15) bulk samples of five suspect materials. The bulk samples were submitted, along with the corresponding chain-of-custody documentation, to AMA Analytical Services, Inc, a National Voluntary Laboratory Accreditation Program (NVLAP) accredited-laboratory, of Lanham, MD, to determine the presence of asbestos in the sampled materials. Quantification of asbestos content in bulk samples was performed via EPA 600/R-93/116 Method using Polarized Light Microscopy (PLM). The EPA, the Occupational Health and Safety Administration (OSHA), and the District’s Department of Energy and Environment (DOEE) define an ACM as any material containing greater than 1% asbestos.
2.1 Assessments
Assessment of friable ACBM was performed in accordance with Section 763.88 of 40 CFR, Part 763, Subpart E (AHERA). Numerous factors were considered for each homogeneous ACBM in each inspected functional space so as to group each ACBM into one of the seven AHERA assessment categories. Specific factors considered in assessing ACBM conditions included:
Friability Proximity to air plenum/stream Physical condition and extent Accessibility to building occupants of damage: Potential for damage
- Water damage
- Contact damage
- Deterioration
Inaccessible areas could be addressed only through extrapolation of conditions in accessible building space and review of building plans, specifications, or other building documents provided to RGJV. Such inaccessible areas might include but are not limited to:
Within walls Within fire doors Enclosed pipe/duct chases Inside mechanical equipment/ductwork Above plaster ceilings Behind doors that cannot be opened High areas beyond reach of 12-foot ladders
Limited access areas such as those beneath fixed or wall-to-wall carpeting, or above fixed ceilings with small access hatches, etc. were investigated as feasible. Conclusions regarding the presence or absence of asbestos in these areas might be of limited accuracy.
Suspect ACBMs were classified as per § 763.88 of the AHERA Rule, into one of the following seven-hazard assessment categories:
1. Damaged or significantly damaged TSI ACBM
2. Damaged friable surfacing ACBM
3. Significantly damaged friable surfacing ACBM
4. Damaged or significantly damaged friable miscellaneous ACBM
5. ACBM with potential for damage
6. ACBM with potential for significant damage
7. Any remaining friable ACBM or friable suspected ACBM
3.0 Findings
Based on the laboratory analytical results, one material sampled during the 2019 survey were confirmed to be asbestos-containing by PLM analysis. The following lists include all materials noted and/or assessed by RGJV’s Inspector.
Details of confirmed asbestos-containing materials, including photos, are provided in Appendix A. Details for presumed ACM is summarized in Appendix B. Details for those materials which do not meet the definition of asbestos-containing, and can be handled without any sort of asbestos-training are provided in Appendix C.
Current and previous (when feasible) analytical results may be found in Appendix D. GSA’s Asbestos Assessment Data Forms are provided as Appendix E.

4.0 Recommendations
Any planned renovations or maintenance activities that will disturb known and suspect ACBM (and potentially render them friable) will require the proper response action of abatement, encapsulation, enclosure, and/or repair by AHERA and DOEE-accredited and trained personnel. All ACBM and PACM must be maintained in place, unless removed, in accordance with the O&M plan. All assumed ACBM(s) must be sampled prior to any disturbance to verify the presence of asbestos by an AHERA and DOEE-accredited certified Inspector and analyzed by a NIST/NVLAP accredited laboratory.
Specific material condition and response actions are provided in the table presented in Appendix G.

Comments
The following footnotes only apply to those samples which the total asbestos result is flagged with a note number.
TEM RECOMMENDATION - Please note, due to resolution limitations with optical microscopy and/or interference from matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos. It is recommended that the additional analytical technique of TEM be used to check for asbestos fibers below the resolution limits of optical microscopy.
MATRIX REDUCTION RECOMMENDATION - Please note, due to interference from the matrix components of this sample, results which are reported via PLM as negative or trace (<1%) for asbestos may contain a significant quantity of asbestos which is obscured from view. It is recommended that the additional preparation technique of gravimetric reduction be performed on this sample to minimize the obscuring effects of matrix components, followed by reanalysis by PLM and/or TEM.
Analysis Method - EPA/600/R-93/116 dated July 1993 NAD = "No Asbestos Detected" TR = "Trace equals less than 1% of this component"
Uncertainty: For samples containing asbestos in range of 1-10% the CV is 0.43, 11-35% CV=0.55, >35 CV=0.23. All results are to be considered preliminary and subject to change unless signed by the Technical Director or Deputy.
