1. PROJECT INFORMATION

This project is being awarded by the US. General Services Administration (GSA), National Capital Region (NCR) through a Reimbursable Work Authorization (RWA) as part of pricing deviation for Agency Funded Shell items (public elevators) as request by the tenants, US Department of Housing and Urban Development (HUD), under a Memorandum of Understanding between GSA and HUD.

1.1. PROJECT SUMMARY

This is a design-build elevator modernization project that will require the design and construction of eighteen (18) passenger elevators, three (3) freight elevators, and one (1) vertical wheelchair lift for 22 elevators in total within the Weaver Federal Building (DC0092ZZ).

The Robert C. Weaver Building is a 12-story, single-tenant federal building located at 451 7th Street, SW., Washington, DC 20410. It is a government owned building currently occupied entirely by the Department of Housing and Urban Development (HUD). The General Services Administration (GSA) has given delegation authority to HUD for the operations and maintenance of the building. The building has 10 above grade levels with a Penthouse, a basement, a sub-basement, and an approximate area of 1.4 million square feet. The passenger elevators service eleven levels with stops at Basement Level and Levels 1-10; two of the freight elevators service twelve levels with stops at Sub-Basement Level, Basement Level, Levels 1-10, and the Penthouse Level; one freight elevator serves two levels with stops at Sub-Basement Level and Basement Level Loading dock; two of the service elevators service four levels with stops at Sub-Basement Level, Basement Level, Levels 1-2;

and one vertical wheelchair lift serves the Penthouse level.

In general, this project requires the full modernization of the elevators in accordance with the GSA Robert C. Weaver Federal Building Elevator Study, prepared by Setty and Associates dated 12/15/2023 also known as the “Study”, and any additional modernization requirements listed elsewhere in this document, to meet current code, and sound engineering practices.

1.2. PROJECT BACKGROUND

The Robert C. Weaver Federal Building (Weaver Building) is a government office building serving as headquarters for the U.S. Department Housing and Urban Development (HUD) located at 451 7th and D St SW, Washington, DC. The HUD building was constructed in the 1960's and completed in 1967 as part of the District of Columbia's Southwest Urban Renewal Plan. The building’s distinct curvilinear encompasses approximately 1.4 million square feet with 10 floors above grade, a basement, and a sub-basement. There is a 3-level parking garage under the plaza to the east of the building and a mechanical penthouse above the 10th Floor. The building supports office spaces, meeting rooms, and various support facilities. This building was added to the National Register of Historic Places in 2008. All elevator finishes located in the elevator lobbies such as panels, indicators, call button assemblies and doors shall be replaced in kind as to retain the historical nature of the building.

A study was conducted for the GSA owned Robert C. Weaver Federal Building to assess the conditions of eighteen (18) passenger elevators, three (3) freight elevators and the vertical lift. Due to multiple entrapments over the recent years, GSA acknowledges that the elevator control system at the Weaver Building is in a state of disrepair, is unreliable and is in critical need of replacement to protect the public and enable HUD to continue its mission and operations safely without interruption. GSA

1.3. CONTRACT TYPE

This contract is a firm fixed-price contract. NAICS 238290 - Other Building Equipment Contractors

1.4. DELIVERY TYPE

The project is an elevator modernization type of design-build delivery type procurement.

1.5. PROJECT OBJECTIVES

The primary object of this project is to implement and successfully execute a complete design-build elevator project to modernize existing elevators using a National Elevator Modernization IDIQ contracting vehicle. To be considered successful, the project must achieve the project goals. To be considered successful, the project must achieve the following objectives:

● Deliver the project on time

● Complete the project with no security violations or safety incidence

● Complete project within the overall project budget

● Complete the project with no safety incidents

● Comply with all tenant requirements for executing the project

● Establish and maintain positive relations with the tenant(s)

● Manage the completion of the project with the spirit of partnering without litigation

● Provide timely reports and communications

● Follow all security requirements in the delivery of this project

● Ensure elevator control system and other elevator components are of the NON-Proprietary type as to NOT being maintained and supported by one specific vendor / elevator contractor.

● Ensure that all sensitive documents are handled, distributed, archived and destroyed according to established project procedures

● Ensure elevator control system and other elevator components are of the NON-Proprietary type as to NOT being maintained and supported by one specific vendor/ elevator manufacturer.

1.6. PROJECT SCHEDULE

The overall Period of Performance shall be [873] calendar days from Notice To Proceed (NTP) to Project Closeout, based on the following:

● Design Services [189] calendar days after NTP

● Submit All HSPD-12 Clearance Applications Not Later Than 95% Design Submission

● Construction to Substantial Completion [534] calendar days after 100% Approval

● Project Closeout (as defined in Section 5.4.) [150] calendar days after Substantial Completion

Total time to complete the project from the date of Notice to proceed (appr. 30 months):

Progress Invoices: A DRAFT Invoice shall be submitted to the PM/ COR prior to a formal submission to review actual work progress and the associated dollars amounts. A formal version of the approved progress or monthly invoice shall be sent to the GSA Finance Office at Ft. Worth, TX via Electronic Invoicing and additional copy to the Project Manager and Contracting Officer Representative (COR). The Elevator Contractor shall only submit invoice amounts based on

[March 4, 2024] [UNCLASSIFIED] 5 of 54 design-build work progress, verification of EVM (earned value management) work completion, an approved Schedule of Values or WBS cost loading, and an approved design-build CPM schedule with approved construction timelines.

Final Invoicing: The Elevator Contractor shall submit a Final Invoice along with GSA Form 1142 - Release of Claims and all contract deliverables, including warranty letters, O&M manuals, any equipment training and demonstrations, and spare parts, if applicable.

Project Closeout: The Elevator Contractor shall provide all final documents, including O&M Manuals, complete final commissioning report, complete equipment training and demonstrations to designated government staff, provide all applicable manufacturer’s extended warranties, as applicable, and 1-year labor and material installation warranties.

2. SCOPE OFWORK

This section details the technical requirements and constraints for which the Elevator Contractor is responsible.

The Scope of Work indicated is not intended to limit the design of the Elevator Contractor’s Architect/Engineer (A/E), manufacturing and fabrication processes of materials and equipment, nor the shipping, delivery, installation and assembly of those materials and equipment. Variation from the Scope of Work will be considered by GSA, if the proposed change is within the construction budget limitations, meets the objectives for the project, and results in an improved design. The Contracting Officer and the COR/PM must approve all proposed changes to the Scope of Work.

2.1. PROJECT REQUIREMENTS

2.1.1. Summary

Utilizing the attached Study the Elevator Contractor shall provide all management, supervision, engineers, consultants, subcontractors, labor, materials, supplies and equipment to plan, schedule, design, coordinate, construct and assure effective performance of the following elevator modernization and design/build construction services:

● The HUD elevator project is planned to be executed in three phases awarded as options. Base Contract as Phase 1 to be awarded in FY24, Option 1 as Phase 2 to be awarded in FY25, and Option 2 as Phase 3 to be awarded in FY26. No more than one group consisting of (8) passenger elevators and (1) freight elevator shall be out of service at any time during the execution of the project. This requirement is specific to the groups of elevators 1-8 and 17 as well as 9-16 and 18 under phases 1 and 2 of the project.

● See GSA Robert C. Weaver Federal Building Elevator Study, prepared by Setty and Associates dated 12/15/2023 for details related to equipment to be reused. All other components of the elevator system shall be installed new to provide (18) passenger, (3) freight and (1) vertical wheelchair lift for a total of (22) complete elevator units to include but not be limited to, all associated electrical emergency and standby power, required switchboards, plumbing, HVAC, fire alarm and controls.

● The design-build cost proposal shall include all field surveys, inspections, code analysis and compliance updates, design documents, product submissions, material, demolition, labor, installation, CM/PM support, elevator testing, inspection, and commissioning for the private elevators.

● The award of the design-build contract shall include the development of signed construction documents (CDs) for the elevators using a phase-in delivery approach of elevator sets, for the elevator construction modernization, namely, with a project schedule that reflect critical paths and major milestones in completing work packages within the shortest period of time and least impact to the building tenants.

● The successful contractor shall ensure that all materials, labor practices, work procedures and installations comply with codes and standards that are compliant with the latest building codes and standards and shall be performed in a safe and efficient manner. This includes all provisions in meeting the 2022 GSA PBS P100 Facilities Standards for the Public Buildings Service, GSA Sustainability & Waste Dispersion Goals, and Government-wide Low-Embodied Carbon Recapture approach towards reducing greenhouse gas emissions through the implementation and deployment of clean energy technologies and infrastructure. All designs shall be reviewed and approved by the GSA PM, NCR Office of Facility Management SMEs, and NCR Office of Planning & Design Quality prior to the start of any construction.

● All parts of the elevator equipment shall be of such design, size, and material as to satisfactorily function under all conditions of loading and operation with specified rated load and rated speed range. All parts shall be built to standard dimensions, tolerances, and clearances so that similar parts of similar machines and devices are completely interchangeable. The mechanical fastenings used throughout the equipment on parts subject to wear and requiring replacement shall be key and seat, nut, screw, or other removable and replaceable type not requiring physical deformation or field positioning. The use of rivets or similar devices will not be accepted as mechanical fastenings for such parts.

● The major elevator components shall be the products of one manufacturer of established reputation, except they may be the products, either wholly or in part, of another manufacturer of established reputation provided such items are engineered and produced under coordinated specifications. Also, the major components to be furnished shall be of a make or makes that have performed satisfactorily together under conditions of normal use in not less than two other elevator installations of equal or greater capacity and speed for a period of at least one year. Prior to award, the names and addresses of the buildings and the names of the owners or managers thereof, in which the proposed combination of major components has so performed, shall be furnished. The term "major elevator components" as mentioned above shall mean such items as an elevator hoisting machine, motor drive, controller, selector, and group supervisory control equipment.

● Equipment in the elevator machine room shall be so arranged that such items as rotating elements and sheaves can be removed for repairs or replacement, either by trolley hoist and dolly, or other conventional means, without dismantling or removing other equipment components in the machine room.

● Adequate workspace for maintenance and repair operations shall be provided around the elevator equipment in the machine room with clear passage to any access or trap doors.

● Where practical, elevator controllers shall be located near, and in the same positions relative to the driving machines they control. The driving machine shall be visible from its controller.

● Trolley beams shall not be utilized as the normal support of elevator equipment such as sheaves for selector cable.

● Replaced equipment and devices for the elevator shall be standard commercial off- the- shelf products. No proprietary devices for equipment replacement are authorized.

● Elevator data requirements listed below shall be provided in project design drawings and/ or specification:

○ Elevator rated load lifting capacity in pounds.

○ Elevator car rated speed in feet per minute.

○ Car travel in feet.

○ Number of landings.

○ Number of openings.

○ Platform size.

○ Class of service, i.e., passenger or freight.

○ Type of machine, i.e., geared or gearless.

○ Type of control, i.e., rheostatic, generator field, or static (3vf Drive).

○ Type of operation, i.e., two stop single car selective collective, two car selective collective or group automatic.

○ Type of design of passenger car.

○ Type of hoistway doors.

○ Type of hoistway door operation.

○ Type of car door or gate.

○ Type of car door or gate operation.

○ Type of signal system.

○ Characteristics of power supply.

○ Finishes.

● The elevator work shall be executed as described below:

1. (18) passenger, (3) freight and (1) vertical wheelchair lift for a total of (22) complete elevator units to include but not be limited to, all associated electrical emergency and standby power, plumbing, HVAC, fire alarm and controls.

2. For details on Alternates and Options see Division 1 Section 01 23 00 Alternates and Section 01 24 00 Options.

3. Base contract and options are summarized below under sections 2.1.2 - 2.1.4. The general scope of work for the elevators and supporting systems is listed here:

2.1.2. Base Contract (Phase 1)

The government reserves the rights to review and negotiate and execute the Option within the base task order PoP. The Contracting Officer (CO) may modify the contract to incorporate specific elevators that are part of Options as part of the elevator scope of work, general requirements, and construction clauses. The task order will consist of elevator and electrical design for all elevators included in the “Study” and modernization of gearless passenger elevators 1-8 and geared freight elevator 18 per the studies recommendations Elevators 17 and 18 were modernized in 2017, however there are several issues called out in the study that should be addressed while the groups of elevators are in work. In addition to electrical, elevator, plumbing, HVAC, Fire Alarm design documents, electrical design shall include plans and specifications for standby and emergency power to include analysis and recommendations for the emergency generator and installation of a new emergency switchboard and electrical infrastructure associated with the elevators. The contractor shall provide alternate pricing under the base contract for the following:

● Alternate No. 1 - Removal and Installation of Elevator 1-8 Doors

● Alternate No. 2 - Salvage North Machine Room Equipment for Parts

● Alternate No. 5 - Elevator Sump Pit Plumbing and Electrical (PE 1-8, FE 18)

2.1.3. Option 1 (Phase 2)

Option 1 will consist of modernization of gearless passenger elevators 9-16 and geared freight elevator 17 per this scope and the study recommendations. Elevators 17 and 18 were modernized in 2017, however there are several issues called out in the study that should be addressed while the groups of elevators are in work. The contractor shall provide alternate pricing under the base contract for the following:

● Alternate No. 3 - Removal and Installation of Elevator 9-16 Doors

● Alternate No. 4 - Salvage North Machine Room Equipment for Parts

● Alternate No. 6 - Elevator Sump Pit Plumbing and Electrical (PE 9-16, FE 17)

2.1.4. Option 2 (Phase 3)

Option 2 will consist of modernization of hydraulic freight elevator 19, hydraulic passenger elevators 20 and 21, vertical wheelchair lift elevator 22 located in the penthouse as well as all work associated with standby and emergency power as they relate to elevators 20 and 21 per the study.

● General Plumbing Scope: In general, Plumbing scope of work shall provide, but not be limited to, testing and cleaning, start-up and check-out, commissioning assistance, MEP coordination, piping identification, hoisting and rigging, penetrations and firestopping, and supervision. The equipment to be replaced includes, but is not limited to:

○ Replace Elevator sump pump & pit for elevators PE 1-16, FE 17-18, FE 19, and

HSE 20-21.

○ Provide and install open site drain (OSD) for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Provide and install Discharge pipe for elevators PE 1-16, FE 17-18, FE 19, and

HSE 20-21.

○ Connect to existing sanitary sewer main for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Provide and install pump connections for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

● General HVAC Scope: In general, tie in thermostats to BAS for supervisory alarm as required, remove existing unit heaters, and cap hot water supply (HWS)/hot water return (HWR) pipe as required.

○ In general, remove existing unit heaters and cap hot water supply (HWS)/hot water return (HWR) pipe for elevators PE 1-16.

○ Reroute refrigerant lines for elevators FE 19, HSE 20-21.. For this work, provide the following, but not limited to, commissioning assistance, MEP coordination, piping identification, hoisting and rigging, penetrations and firestopping, and HVAC supervision.

● General Fire Protection Scope for Sprinkler and Fire Alarm: In general, there is no new sprinkler work anticipated for this elevator modernization. Remove existing sprinkler heads with associated pipe and cap in accordance with code requirements. Provide testing of existing elevator fire alarm systems. Remove and reinstall existing fire alarm devices (i.e. - lobbies). Provide temporary heat detectors within the work area. Demolish, haul

○ In general, remove existing sprinkler heads and associated piping, and cap pipe for elevators PE 1-16.

○ In general, remove heat detectors and associated conduit and wiring.

● General Interior Finishes Scope:

○ In general, prep and repaint existing walls for elevators PE 1-16, FE 19, HSE

20-21.

○ In general, existing floor to remain and provide temporary protection throughout the project for elevators PE 1-16, FE 17-18, FE 19.

○ Prep and provide new epoxy floor paint in elevators FE 19, HSE 20-21.

○ rep and repaint existing ceiling for elevators FE 19, HSE 20-21.

○ Provide and install upgraded finishes and signage for VL 22.

● General Electrical Scope: The following systems and equipment to be replaced/upgraded shall include, but no be limited to:

○ Provide and install duplex receptacles, GFCI, and associated conduit and wiring at elevator pits for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Provide and install emergency power off (EPO) and associated conduit and wiring at elevator pits for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Provide and install conduit and wiring for sump pumps at elevator pits for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Demolition of existing conduit and wiring as required for installation of new work for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Provide and install Card reader and ancillary equipment for access control system (ACS) for VL 22.

○ Provide and install Camera and ancillary equipment for Closed Circuit Television (CCTV) and tie into the existing security system for VL 22.

○ In general, remove and replace existing light fixtures, conduit, and wiring for elevators PE 1-16.

○ Replace light fixtures and associated conduit and wiring at elevator cabs for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Replace light fixtures with vapor proof, wire guard, and associated conduit and wiring at elevator shaft/hoistway for elevators PE 1-16, FE 17-18, FE 19, and

HSE 20-21.

○ Replace light fixtures with vapor proof, wire guard, and associated conduit and wiring at elevator pits for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Demolition of existing light fixtures as required for installation of new work for elevators PE 1-16, FE 17-18, FE 19, and HSE 20-21.

○ Provide and Install new Distribution panelboards for elevators PE 1-16,

● General Abatement Scope: In general, this project scope shall include Asbestos abatement at hoistway doors and associated equipment.

2.2. PROJECT SITE REQUIREMENTS

2.2.1. Work Restrictions

The Elevator Contractor shall survey the entire worksite and review existing documentation to be familiar with the existing conditions. This includes all areas of the building, structure, and site affected by the removal and demolition work, and alterations and new construction work, prior to initiation of design work.

During the construction period, the Elevator Contractor shall have full use of the designated premises for construction operations, including full use of the indicated work site, limited only by the Government's right to perform work, or retain other contractors to perform work, on portions of the project. The Elevator Contractor shall limit the use of the premises to the work areas indicated, and to allow for Government occupancy and public use.

The building is to remain fully operational throughout the entirety of the project, with no disruption to tenant operations with the exception of elevators out of service for modernization. All work areas must be cleaned at the end of every work day.

The work shall be sequenced to minimize disruption to building occupants, visitors, and maintenance activities. To the greatest extent feasible, demolition work should not take place until supplies are on hand to perform new work.

The Elevator Contractor shall coordinate all work activities with the GSA Building Manager and the COR/PM to ensure that proper security and access arrangements are made without impact on the construction schedule.

2.2.2. Working Hours

2.2.2.1. Government Occupied Hours

Government personnel are scheduled to occupy the building during the following hours on weekdays, Monday through Friday, except for established Government Holidays, [6:00] AM to [6:00] PM.

2.2.2.2. Contractor's Working Hours

The following work shall be performed outside of Government Occupied Hours:

● Excessively noisy and/or odor-producing work that may disrupt tenant operations in adjacent spaces.

Work accomplished outside of Government Occupied Hours shall be performed at no additional cost to the Government. The Elevator Contractor shall submit a proposed schedule and gain the COR/PM approval at least [72] hours before proceeding with any work during Government Unoccupied Hours.

2.2.3. Loading Dock

Use of the existing loading dock facilities will be shared with Government activities on a first-come-first-served, wait-your-turn basis. The loading dock is available for the delivery of materials, tools, and supplies between the hours of [8:00] AM to [4:00] PM. Loading dock activities shall be coordinated with the GSA Building Manager a minimum of [72] hours in advance.

2.2.4. Parking

No parking is available on-site. The Elevator Contractor shall make their own arrangements for parking off site. Previous projects have utilized space adjacent to the HUD building for construction trailer, parking and restroom facilities. The contractor's will have to apply directly to DDOT TOPS (Transportation Online Permitting System) for approval and the permit has to be renewed every 6 months.

2.2.5. Staging and Storage

The Elevator Contractor may be provided a staging area within the building, contingent upon GSA approval, and provided that its use will not interfere with operations of the Government. No government employees will assist with unloading/loading of vehicles(s). The Elevator Contractor shall provide all personnel and equipment needed for unloading, moving, and assembling the materials.

2.2.6. Dumpster

Limited space is available on-site for a dumpster. Use of the existing building dumpster and trash bins is strictly prohibited.

2.2.7. Restrooms

Restrooms are available for use. Restrooms must be designated by the GSA/ HUD Building Manager.

2.2.8. Freight Elevator

A freight elevator [is] available for use at the project site.

2.2.9. Existing Conditions

All Government property or systems displaced, altered, or damaged during the performance of this contract other than stated in this SOW shall be restored to its original condition at no cost to the Government. These repairs, if needed, shall be executed immediately when the Contractor is notified by the Contracting Officer that such repairs are required due to actions by the contractor or his/her subcontractors.

2.2.10. Electrical Circuits Updates

The Elevator Contractor or their subcontractor shall update the circuit-panel index for every electrical circuit modified as a part of this SOW. The Elevator Contractor or their subcontractor shall update the panel schedule for all new circuits added, and identify all new outlets by indicating the electrical room, panel and breaker identification. All junction boxes shall be labeled with panel and breaker numbers.

2.3. STANDARDS AND CRITERIA DOCUMENTS

The Elevator Contractor shall ensure that all design, work performed, and materials used, under this scope of work are in accordance with the guidelines, codes and specifications of the following associations and agencies. Any conflicts or ambiguities within, or among, the referenced Standards and Criteria Documents, or any deviations from requirements contained in the Standards and Criteria Documents, shall be reported to the COR/PM in writing, for determination as to applicability. The Contractor shall use the most recent versions of these documents issued at the time the RFP for the project is issued. In the event that there are conflicting requirements, the more stringent of the two shall be used.

2.4. CUTTING & PATCHING REQUIREMENTS

Destructive testing [is] permitted to expose concealed conditions during the Design Phase.

The Elevator Contractor shall replace, patch, and repair material and surfaces cut or damaged by methods and with materials in such a manner as not to void any existing warranties.

All substrates must be inspected and defects repaired prior to installing new material or finish. All replacement and new materials shall match the existing in material, dimensions, color and finish. All material selections and/or mock-ups need to be reviewed and accepted by the COR/PM and Tenant Agency prior to ordering.

2.4.1. Structural Systems

Do not cut structural beams or major structural elements without the written review and approval of a Licensed Structural Engineer. Additionally, the COR/PM shall obtain review and acceptance from GSA’s OPDQ’s structural engineer and A/E’s structural engineer. Prior to cutting and/or drilling through any structural member, the Contractor shall conduct ground penetrating radar, or similar type of investigative measure to prevent cutting concealed material. Submit structural calculations sealed by a Licensed Structural Engineer to the COR/PM concurrently for acceptance.

Do not cut and patch structural elements in a manner that would change their load-carrying capacity or load-deflection ratio.

2.4.2. Operational Systems

The Elevator Contractor shall not cut and patch operating elements, safety related systems, or related components in a manner that would result in reducing their capacity to perform as intended, or that would result in increased maintenance, or decreased operational life or safety.

2.4.3. Visual / Finishes

The Elevator Contractor shall not cut and patch construction exposed on the exterior, or in occupied spaces, in a manner that would, in GSA's opinion, reduce the building's aesthetic qualities, or…
