Mr. D. Kevin McGuiness US Government Printing Office 732 North Capitol Street, NW Washington, DC 20401

Re: Asbestos Abatement Project Monitoring

US Government Printing Office (GPO) Building B - 2nd Floor – Room #D219 732 North Capitol Street, NW Washington, DC 20401

Dear Mr. McGuiness:

Enclosed is data produced through the industrial hygiene monitoring of the asbestos abatement project performed at GPO, Building B – 2nd Floor – Room #D219, 732 North Capitol Street, NW, in Washington, DC, that took place on May 21, 2015.

1.0 PROJECT SUMMARY

This project involved an asbestos abatement action performed by PCS. Maxximus Environmental, Inc. (Maxximus) provided fiber-in-air monitoring and industrial hygiene oversight during the asbestos abatement. Asbestos abatement work practices observed were performed in a manner consistent with the requirements of Title 29 of the Code of Federal Regulations (CFR) 1926.1101, the Occupational Safety and Health Administration’s (OSHA) asbestos construction standard. Abatement activities were supervised by Mr. Elvin Ventura with one worker onsite.

Building B – 2nd Floor – Room #D219 - Abatement involved the removal of approximately 20 LF of pipe insulation with two (2) asbestos containing mudded elbows/pipe fittings.

The removal activities occurred within a negative pressure glove bag and enclosure, with negative air provided using high-efficiency particulate air (HEPA) filtration devices and vacuums. Workers wore disposable, full-body coveralls and half-face, air-purifying respirators with HEPA cartridges during removal activities.

Mr. Kevin McGuiness

Job# 40-36-01 – May 21, 2015

2.0 SAMPLING AND ANALYTICAL PROTOCOL

Maxximus performed air monitoring and provided industrial hygiene oversight. Air samples were collected before, during and after abatement activities from locations inside the work area.

Maxximus collected air samples and analyzed them using National Institute for

Occupational Safety and Health (NIOSH) Method 7400 which uses 25 millimeter (mm), 0.8 microgram (m), mixed cellulose ester filters (MCEFs), calibrated sampling pumps, and phase contrast microscopy (PCM). Samples were analyzed on site by NIOSH 582-trained analysts Mr. James Robinson. Maxximus analysts participate in the American Industrial Hygiene Association (AIHA) proficiency analytical testing (PAT) program and are currently rated proficient for asbestos. (Please see below, for specific sample locations,)

3.0 SUMMARY OF RESULTS

Outside enclosure samples collected in the vicinity of the containment during abatement activities revealed an airborne fiber concentrations of less than 0.01 fiber per cubic centimeter (<0.01 f/cc) of air.

Final clearance samples collected in the work areas after abatement activities showed airborne fiber concentrations of <0.01 f/cc, which meets the District of Columbia and U.S.

Environmental Protection Agency (EPA)-recommended re-occupancy level after an abatement action.

Final clearance inspection of the work area showed that the areas were free of visible debris.
