Subject: Limited Asbestos Containing Material

Dear Mr. Reynaud:

ATC Group Services, LLC was retained by Grunley Construction Company, Inc. (“Client”) to perform a limited Asbestos-Containing Material (ACM) inspection to determine if suspect asbestos-containing building materials will be disturbed during the undergoing renovation activities at the above-referenced location (“Site”). ATC was requested to collect drywall and associated joint compound samples from elevator lobby ceilings. It should be noted that the ceilings within the elevator lobbies had been reported to ATC as plaster, however, upon arrival and inspection, ATC determined that the elevator lobby ceilings were drywall with joint compound. No plaster ceilings were observed in the elevator lobbies.

Limited Asbestos-Containing Material Screening

Mr. David Thompson a U.S. Environmental Protection Agency (EPA) asbestos inspector performed the limited ACM inspection on September 22, 2016. ATC's inspector performed both the visual inspection and bulk sampling at the site in accordance with methods outlined in the U.S. EPA guidance document titled, "Guidance for Controlling Asbestos-Containing Materials in Buildings" (Document No. 560/5- 85/024). A total of eleven (11) bulk samples of suspect ACM were collected from previously identified location at the above-referenced. Bulk samples of suspect materials were collected and taken for analysis to EMSL Analytical, Inc. of Beltsville, Maryland using the approved transmission electron microscopy (TEM) ELAP 198.4, with dispersion staining method. Only the asbestos content, if any, is recorded in the bulk sample ‘Report of Analysis’.

EMSL is an accredited laboratory by the EPA for "Interim Asbestos Bulk Sample Analysis Quality Assurance Program". EMSL is also accredited by the National Voluntary Laboratory Accreditation Program (NVLAP). The TEM method ELAP 198.4 was used to confirm the percentage of asbestos in those samples. Table I below includes the sample number, material description, sample location and analytical result of the bulk sample analyzed via TEM.

TABLE I – BULK SAMPLING RESULTS contains a listing of all suspect ACM sampled by ATC from the Site located at 451 7th Street SW, Washington, DC. This table includes the sample number, material description, sample location and analytical result of each bulk sample. All samples were collected from elevator lobbies.

TABLE I above contains a listing of all material that was sampled by ATC and found that samples contained < 1% asbestos via TEM as indicated. These samples were analyzed via TEM (ELAP 198.4) to verify asbestos content.

The U.S. Environmental Protection Agency (U.S. EPA) in appendix E, subpart E, 40 CFR part 763, section 1 states that if the asbestos content is less than 10 percent as determined by a method other than point counting by PLM, then the asbestos content can be verified by using TEM. The TEM method was used to confirm the percentage of asbestos in those samples in Table I above.

Enclosed, please find a copy of the laboratory analysis report for the bulk samples.

Conclusions and Recommendations

All other suspect asbestos containing materials uncovered during the renovation activities not identified within this report should be assumed to be asbestos-containing, unless future bulk sampling determines otherwise.

Please note that this assessment was limited only to these surfaces and materials identified herein and that other potential asbestos-containing materials may remain on-site.
