TARGETED STOREFRONT IMPROVEMENT PROGRAM

REQUEST FOR PROPOSALS — GENERAL CONTRACTING SERVICES

BACKGROUND

Lower North Philadelphia CDC ("LNPCDC") and Better Building Group ("BBG"), with funding support from the Philadelphia Department of Commerce ("Commerce") and the Philadelphia Housing Authority ("PHA"), are seeking qualified and licensed General Contractors ("Contractor") to provide construction services for the Targeted Storefront Improvement Program ("TSIP").

LNPCDC - Owner and Contract Admin BBG - Owner’s Representative Commerce and PHA - Funding Sources SWRL - Architect

In addition to local City funding, TSIP is federally funded through the United States Department of Housing and Urban Development ("HUD") Choice Neighborhoods Initiative ("CNI") program. Therefore, all applicable federal, state, and local guidelines, policies, and procedures must be complied with in administering the program. This procurement is conducted in accordance with 2 CFR Part 200, Subpart D (Procurement Standards, §§ 200.317–200.327).

LNPCDC and BBG have allocated approximately $360,000 in City and CNI funds provided by Commerce and PHA towards construction services for the Targeted Storefront Improvement Program. Construction services are expected to include storefront rehabilitation work for a maximum of ten (10) commercial properties, potentially completed in two separate phases. For bidding purposes, assume 10 properties constructed in two sequential phases with five properties per phase.

Where a property's existing conditions require a scope that cannot reasonably be delivered within the $30,000 cap, the Contractor shall flag the property in writing and propose a reduced scope that fits within the cap, rather than exceeding it.

The primary target area for the program is the Sharswood Choice Neighborhood target area defined as North College Avenue to the south, Montgomery Avenue to the north, 19th Street to the east, and 27th Street to the west.
