About this opportunity

The Defense Logistics Agency Energy seeks offers for FOB destination delivery of Jet A-1 aviation turbine fuel to two Romanian locations under RFP SPE60527R0202, with proposals due October 28, 2026 at 12:00 PM Eastern Standard Time. The procurement is unrestricted (No Set-Aside Used) and is a combined synopsis/solicitation under FAR Part 12 with FAR Part 15 procedures for commercial products.

Place of performance is Romania. CLIN 0001 covers Bucharest (LROP) Otopeni and CLIN 0002 covers Mihail Kogalniceanu Air Base Romania, each requiring 2,500,000 U.S. gallons, for 5,000,000 gallons total. Delivery is on demand, 24 hours a day, 7 days a week, by commercial tank truck with offloading pump to specified tankage. The Government anticipates one requirements contract with fixed-price pricing and economic price adjustment, awarded all-or-none to the lowest combined contract total price technically acceptable offeror. The period of performance runs October 1, 2026 through September 30, 2027, with an optional six-month extension through February 28, 2028. The base reference price is $4.707691 per gallon, escalated by PL JET FOB MED CARGO PWA HIGH EFF TUES effective October 27, 2026.

Offerors must be actively registered in SAM before submission and throughout performance, and must have direct DIBBS interface capability using DoDAAC SPE605. Prices are required in U.S. dollars per U.S. gallon, in English, signed by an authorized company official, and exclude foreign taxes. Required submittals are a Certificate of Analysis meeting ASTM D1655/Def Stan 91-091 with a sample date less than 90 days old from the solicitation issue date, and a letterhead statement identifying refining origin, pipeline or terminal loading points, and localized distribution hubs. The attached C16.09 SQAP requires compliance with applicable environmental requirements, including Title V permits, and the more stringent requirement governs over the fuel specification.

Written questions go to Kayla Polonia and Orlando Merritt by October 28, 2026 at 10:00 AM EST, with answers issued by Q&A amendment. The Government reserves the right to conduct discussions and to reject any or all offers.
