About this opportunity
Defense Logistics Agency Energy is soliciting proposals for PACOM bunkers under Solicitation SPE608-27-R-0201, as amended, with questions due November 13, 2026 and proposals now due December 4, 2026 at 5:00 PM EST. No set-aside is used.
Amendment 0002, posted November 6, 2026, extends the proposal closing date, sets question answers for posting to SAM.gov on November 20, 2026, and revises Factor 2 (Price) on Page 10 of 20 of the PACOM Solicitation OSP and Clauses. The revised language states that each line's offered unit price is multiplied by the estimated quantity to produce a total base period contract price for that line item. The prior text on lowest total aggregated extended price and all-or-none line item evaluation and award is removed. All other terms of the solicitation are unchanged.
Place of performance is Fort Belvoir, Virginia 22060. The NAICS code is 324110, Petroleum Refineries, and the PSC is 9130, Liquid Propellants and Fuels, Petroleum Base.
