Performance runs April 1, 2027 through March 31, 2030 under the 1.3B PACOM purchase program. The Schedule of Supplies lists estimated quantities exceeding 63,400 metric tons, with minimum delivery quantities set per line item. Deliveries are primarily by barge, with pipeline options at Hakodate and Majuro Atoll. Payment terms are NET 30 with FOB Destination delivery. The notice lists Fort Belvoir, VA 22060 as place of performance, where DLA Energy is the contracting activity. Operational delivery occurs at ports in the Philippines, South Korea, Thailand, Japan, Northern Mariana Islands, Vietnam, Singapore, Fiji, Malaysia, Sri Lanka, Palau, and the Marshall Islands. Schedule A-1 also lists Tanjung Priok, Indonesia.
Offerors must submit Standard Form 1449, the Schedule of Supplies, Offer Data Sheets, the Location of Facilities Worksheet, and SQAP fill-in clauses by email to BunkersDDF@dla.mil. Each offer requires a Certificate of Analysis/Certificate of Quality dated no more than three months before the closing date and a supplier Commitment Letter for every item offered. Product must meet ISO 8217 DMA specifications, and all deliveries must comply with MARPOL 73/78 Annex VI for the contract life. Offerors must participate in the SEA Card Electronic Access System. Prices must be all-inclusive, as delivered, in U.S. dollars, with no exceptions. Ancillary charges cannot exceed 10% of the total quoted fuel price. Offers remain valid for 180 days after closing. Base reference publication exceptions are not acceptable.
Pricing reference points in the Offer Data Sheet are $1,010.00 per metric ton for locations using Platts Bunkerwire Japan indices and $1,175.00 per metric ton for locations using Platts Bunkerwire Singapore or South Korea indices, with a July 20, 2026 base date. Taxes are listed separately with a 0.5% delivery fee per metric ton. Economic price adjustments track Platts daily indices and carry a 400% upward ceiling.
Evaluation uses Lowest Price Technically Acceptable (LPTA) across two factors. Technical Acceptability requires meeting all minimum requirements, valid COA/COQ documentation, and a compliant Commitment Letter demonstrating capacity to support the delivery schedule. Price is the second factor.
