About this opportunity
Defense Logistics Agency Energy is soliciting responses on behalf of the U.S. Army Reserve 88th Readiness Division for an Energy Savings Performance Contract task order under the Department of Energy's Fourth-Generation ESPC IDIQ, with responses due November 9, 2026 at 3:00 p.m. Fort Belvoir, Virginia time. The procurement is restricted to the twenty current Fourth-Generation ESPC IDIQ contract holders, and one ESCO will be selected as prime contractor. The Set Aside line reads "No Set-Aside Used."
Amendment 0001 moved the deadline from November 2, 2026 to November 9, 2026. Amendment 0002, issued October 29, 2026, answered 18 industry RFIs and confirmed facility addresses, utility providers, and water meter configurations. Amendment 0003, issued November 2, 2026, supplies the omitted Attachment I and states that the hour and date for receipt of offers is not extended from the original solicitation deadline. Offerors must acknowledge each amendment before the deadline.
Place of performance covers eight facilities in Minnesota (MN001, MN035, MN036) and Wisconsin (WI002, WI040, WI050, WI064, WI090), with the listed place of performance as Minneapolis, MN. Eligible Energy Conservation Measures include LED upgrades, HVAC replacements, geothermal heat pumps, photovoltaic solar arrays, battery energy storage systems, building automation controls, window replacement, water conservation measures, and retro-commissioning, excluding TC.15 and TC.20. The amendments emphasize water leak detection and efficiency upgrades. The selected ESCO will develop a Preliminary Assessment and Investment Grade Audit, implement ECMs, perform operation and maintenance for the contract life, and pursue all available credits and rebates.
Award is one task order at firm-fixed price, and the Government reserves the right not to award. Responses are evaluated on three factors in descending order of importance: ESCO Approach (15 pages maximum), Past Performance (3 pages maximum), and Price (4 pages maximum). Submissions go by email to DLAEnergy-ESPC@dla.mil, with a 10MB maximum email size. The procurement cites 42 U.S.C. 8287, FAR Subpart 23.2, and 10 CFR Part 436, Subpart B, and is coded NAICS 541330, Engineering Services, and PSC B540.
Notice text
U.S. Army Reserve, 88th RD has an objective to reduce energy consumption, reduce energy cost, and increase energy resiliency of multiple facilities located in Minnesota and Wisconsin. The 88th RD is seeking to identify additional Energy Conservation Measures (ECMs) that provide measurable energy and cost savings. Potential energy and water saving projects may include but are not limited to: envelope improvements, insulation upgrades, window upgrades, LED upgrades, geothermal heat pumps, lighting, controls, renewable energy generation including photovoltaic solar arrays, retro-commissioning, water conservation measures, heating, ventilation, air conditioning (HVAC) upgrades including boilers, furnaces, split systems, and chillers, battery energy storage systems (BESS), and Hydrogen Fuel Cells and microgrids. Additional ECMs of interest include re-tuning; retro-commissioning and re-commissioning; building automation and control systems; window replacement; minor building-envelope improvements; domestic hot-water system replacement; plug-load analysis and reduction, including refrigerators and freezers; water-leak detection; and other water-efficiency upgrades. The project will evaluate these and other cost-effective opportunities to modernize facilities, improve energy and water resilience, and support the 88th RD long-term energy, water conservation, and resiliency goals (as determined by 88th RD and ARIMD). These efforts align with statutory requirements under 10 U.S.C. § 2911 for energy security and resilience, and 42 U.S.C. § 8287 through the Department of Energy’s (DOE) Fourth-Generation Energy Savings Performance Contract (ESPC) Indefinite Delivery Indefinite Quantity (IDIQ) contract.
Responses to this NOO must be received no later than 02 November, 3:00 p.m. (Ft. Belvoir, VA local time).
Responses must be completed and submitted to the following email mailbox: DLAEnergy-ESPC@dla.mil
