About this opportunity
The Maryland Aviation Administration is requesting sealed bids for storm drain conveyance construction at Martin State Airport under IFB MAA-CO-26-022, with bids due August 20, 2026 at 1:00 p.m. via eMaryland Marketplace Advantage (eMMA) and revised by Addendum No. 2 issued August 10. This is a federally funded project with no set-asides or DBE participation goal (0%).
The scope comprises a storm drain conveyance system with a new outfall into Dark Head Cove, including 30-inch, 48-inch, and 38-inch by 60-inch wide elliptical reinforced concrete pipe (RCP); inlets; precast manholes; and bulkhead outfall installation in both turf and pavement areas, including crossing Wilson Point Road. Approximately 2,315 linear feet of RCP in various diameters (8-inch through 48-inch), site stabilization and restoration across 11,640 square yards, pavement rehabilitation, erosion and sediment control, tree clearing, and utility relocations are included across 57 bid line items. The project is structured in seven phases with Phase 1 anticipated to begin July 2027 following seasonal restrictions, with a winter/spring shutdown for Baltimore County utility relocation, and Phases 2–7 resuming summer 2028. Total contract duration is 220 calendar days.
The revised bid form (Attachment No. 6) establishes a minimum contract value of $419,000, comprising fixed allowances: $314,000 for miscellaneous construction, $100,000 for utility relocation, and $5,000 for security services. Temporary construction items may not exceed 3% of Subtotal A; mobilization/demobilization may not exceed 5% of Subtotal B; and construction quality control plans must be at least 3% of applicable subtotals. The contract will be awarded to the lowest responsive and responsible bidder, subject to Maryland Board of Public Works approval and fiscal year appropriations.
Federal compliance applies: Davis-Bacon wage prevailing rates, FHWA Form 1273 contract provisions, Buy American certification, 50% contractor self-performance requirement, performance and payment bonds (contract price), and bid bonds (5% for bids exceeding $100,000). All personnel must possess valid government-issued ID, complete airfield movement area training, and comply with airport access protocols. Written questions were due July 30, 2026. The pre-bid conference was held July 22, 2026 via Microsoft Teams; no site inspection will be conducted. Designated subcontractors are required for Building Automation, paging, security access, video surveillance, fire alarm, and gate security systems if work involves those systems. Liquidated damages are $1,800 per calendar day for failure to meet phase or overall project completion deadlines.
