About this file
This is a bid form for the Maryland Aviation Administration's (MAA) Wilson Point Road Stormwater Management Improvements project at Martin State Airport under Invitation for Bid MAA-CO-26-022. The project scope encompasses the construction of a comprehensive storm drain conveyance system featuring approximately 2,315 linear feet of reinforced concrete pipe (RCP) in various diameters ranging from 8 inches to 48 inches, including 30-inch, 48-inch, and 38-inch by 60-inch elliptical RCP sections; precast manholes in multiple sizes; yard inlets; and a new bulkhead outfall installation discharging into Dark Head Cove. The project includes site stabilization and restoration across 11,640 square yards with salvaged topsoil, soil stabilization matting, seeding, and tree planting; pavement rehabilitation including milling, concrete work, and markings; pipe removal and structure demolition; and erosion and sediment control measures. The bid form contains 64 line items with specified quantities, and bidders must submit sealed bids by August 20, 2026, at 1:00 p.m. via eMaryland Marketplace Advantage (eMMA). A pre-bid conference was held July 22, 2026 via Microsoft Teams, and written questions were due July 30, 2026. The project is structured in seven phases with Phase 1 anticipated to begin July 2027, followed by a winter/spring shutdown for utility relocations, and Phases 2-7 resuming summer 2028, with a total contract duration of 220 calendar days.
The bid form establishes a minimum contract value of $419,000, comprising fixed allowances: $314,000 for miscellaneous construction, $100,000 for utility relocation, and $5,000 for security services. Temporary construction items may not exceed 3% of Subtotal A; mobilization and demobilization costs may not exceed 5% of Subtotal B; and construction quality control plans must account for at least 3% of applicable subtotals. This is a federally funded project with no set-asides or disadvantaged business enterprise (DBE) participation goals. Federal compliance requirements include Davis-Bacon prevailing wage rates, FHWA Form 1273 contract provisions, Buy American certification, a 50% contractor self-performance requirement, and performance, payment, and bid bonds. The contract will be awarded to the lowest responsive and responsible bidder subject to Maryland Board of Public Works approval and fiscal year appropriations. Liquidated damages are assessed at $1,800 per calendar day for failure to meet phase or overall project completion deadlines. All personnel must possess valid government-issued identification and complete airfield movement area training to comply with airport access protocols.
