About this file
This is a bid form for the Maryland Aviation Administration (MAA) solicitation MAA-CO-26-022 for Wilson Point Road Stormwater Management Improvements at Martin State Airport. The project involves construction of a storm drain conveyance system with a new outfall into Dark Head Cove, encompassing approximately 2,315 linear feet of reinforced concrete pipe (RCP) in various diameters (8-inch through 48-inch), site stabilization across 11,640 square yards, pavement rehabilitation, erosion and sediment control measures, tree clearing, and utility relocations. The bid form contains 64 line items covering soil stockpiling and testing, contaminated soil removal (500 cubic yards contingent), pipe installation in both turf and pavement areas, manhole construction, pavement marking, and temporary construction items. The pre-bid conference was held July 22, 2026 via Microsoft Teams, with written questions due July 30, 2026. Bids are due August 20, 2026 at 1:00 p.m. via eMaryland Marketplace Advantage (eMMA). No site inspection will be conducted. The project is structured in seven phases with Phase 1 anticipated to begin July 2027, with a total contract duration of 220 calendar days. Liquidated damages are assessed at $1,800 per calendar day for failure to meet phase or overall project completion deadlines.
The minimum contract value is $419,000, comprising fixed allowances of $314,000 for miscellaneous construction, $100,000 for utility relocation, and $5,000 for security services. Temporary construction items may not exceed 3% of Subtotal A; mobilization/demobilization may not exceed 5% of Subtotal B; and construction quality control plans must represent at least 3% of applicable subtotals. This is a federally funded project with no set-asides or DBE participation goals (0%). Federal compliance requirements include Davis-Bacon prevailing wage rates, FHWA Form 1273 contract provisions, Buy American certification, 50% contractor self-performance requirement, and performance and payment bonds (contract price) plus bid bonds (5% for bids exceeding $100,000). All personnel must possess valid government-issued ID and complete airfield movement area training. The contract will be awarded to the lowest responsive and responsible bidder, subject to Maryland Board of Public Works approval and fiscal year appropriations.
