About this file

This is a Revised Bid Form for the Wilson Point Road Stormwater Management Improvements project at Martin State Airport, issued by the Maryland Aviation Administration (MAA). The project encompasses construction of a storm drain conveyance system with a new outfall into Dark Head Cove, featuring 30-inch, 48-inch, and 38-inch by 60-inch elliptical reinforced concrete pipe (RCP), inlets, manholes, and bulkhead outfall installation. The scope includes 57 distinct bid items ranging from soil stockpiling and testing (1 lump sum) to contaminated soil removal (500 cubic yards), dewatering operations (100 days), salvaged topsoil installation (11,640 square yards), seeding and landscaping work, extensive storm drain piping in various sizes and configurations totaling over 2,200 linear feet, temporary construction entrance and environmental controls, tree and vegetation clearing, chain-link fence removal and reset at three locations, pavement milling (630 square yards), and pavement markings. The bid document was issued June 23, 2026, with Addendum No. 2 dated August 10, 2026, and bids are to be submitted exclusively through the eMaryland Marketplace Advantage (eMMA) electronic procurement system.

The revised bid form establishes a tiered pricing structure with a Miscellaneous Construction Allowance of $314,000, a Utility Relocation Allowance of $100,000, and a Security Guard Allowance of $5,000, resulting in a grand total of $419,000. Bidders must submit unit prices for each of the 57 line items plus provide lump sum amounts for temporary construction items (not to exceed 3% of Subtotal A), mobilization/demobilization (not to exceed 5% of Subtotal B), and construction quality control plans (minimum 3% of applicable subtotals). The contract award shall be made to the responsible bidder submitting the lowest responsive bid. The total contract cost is subject to approval by the Maryland Board of Public Works and is noted as the maximum spending authority; actual funding is contingent on fiscal year appropriations as approved by the Governor and State Legislature. Bidders must complete pricing on both the attached Excel spreadsheet and the eMMA portal, with the Excel sheet prevailing in case of discrepancies. All allowance and contingency items will be used solely at the discretion of the MAA, with payment issued only for specific work requested in writing by the agency.
