About this file
This is a revised bid form for the Maryland Aviation Administration (MAA) solicitation MAA-CO-26-022 for Wilson Point Road Stormwater Management Improvements at Martin State Airport. The project encompasses stormwater management infrastructure installation and site restoration work, including soil stockpiling and testing, contaminated soil removal (500 cubic yards contingent), groundwater management planning, bulkhead outfall installation, sanitary sewer modifications, storm drain installation and dewatering, site stabilization with topsoil and matting across 11,640 square yards, seeding and tree planting, reinforced concrete pipe installation in varying sizes (15-inch through 60-inch horizontal elliptical) totaling approximately 2,315 linear feet, precast manholes and inlets, PVC piping, utility monument relocation, temporary erosion control measures including filter logs and inlet protection, tree and vegetation clearing, chain-link fence removal and reinstallation in three configurations, pipe and structure removal, maintenance of traffic, vacuum excavation, bituminous and concrete pavement work, and pavement markings. The bid form requires contractors to price 57 individual line items plus additional allowances and quality control provisions.
Pricing for individual line items is to be submitted by bidders, with a mandatory Miscellaneous Construction Allowance of $314,000, Utility Relocation Allowance of $100,000, and Security Guard Allowance of $5,000, resulting in a grand total of $419,000 as a minimum contract value. Temporary construction items are limited to a maximum of 3 percent of Subtotal A, mobilization and demobilization may not exceed 5 percent of Subtotal B, and construction quality control plans must be at least 3 percent of their respective subtotals. The contract will be awarded to the lowest responsive and responsible bidder. All pricing is inclusive of labor, materials, overhead, profit, delivery, equipment, tools, insurance, and incidental costs. Bids must be submitted through eMaryland Marketplace Advantage (eMMA) at https://emma.maryland.gov, with pricing entered in both the attached Excel spreadsheet and the eMMA system, with the Excel sheet prevailing in case of discrepancies. The total contract cost represents maximum spending authority subject to Maryland Board of Public Works approval and fiscal year appropriations by the Governor and State Legislature.
